EXIM Bank Signs $300 Million MOU with St. Kitts and Nevis to Support Strategic Investments in Key Sectors

Bridgetown, Barbados, November 25th (PMO) The Export-Import Bank of the United States (EXIM) has signed a Memorandum of Understanding (MOU) with the Government of St. Kitts and Nevis, unlocking up to $300 million in financing to support critical projects that will drive long-term economic growth and sustainability in the Federation.

The agreement, signed on November 25, 2024, is a significant step toward enhancing the strategic partnership between the U.S. and St. Kitts and Nevis, particularly in sectors such as renewable energy, cybersecurity, infrastructure, and critical minerals. EXIM President and Chair, Reta Jo Lewis, and Hon. Dr. Terrance Michael Drew, Prime Minister of St. Kitts and Nevis, formalized the agreement in a ceremony hosted by U.S. Ambassador to Barbados and the Eastern Caribbean, Roger Nyhus, at the U.S. Embassy in Bridgetown, Barbados.

This collaboration will focus on identifying and financing high-impact projects that benefit from U.S. exports of goods and services, providing critical support for the Federation’s Sustainable Island State Agenda. The MOU highlights several priority sectors, including climate resilience, energy security, technology and digital connectivity, and social development. These areas align with St. Kitts and Nevis’ goals to modernize infrastructure, enhance technological capabilities, and strengthen its resilience to climate change. EXIM’s financing, available through medium- and long-term guarantees and direct loans, aims to provide the necessary funding to support these ambitious projects.

EXIM’s President Lewis, in highlighting the agreement’s importance, stated, “This MOU is a symbol of the United States’ deepening commitment to St. Kitts and Nevis and the broader Eastern Caribbean region. By working together, we can help create new business opportunities and support sustainable development, ultimately benefiting both nations and fostering regional growth. Prime Minister Dr. Terrance Drew also expressed his satisfaction with the partnership, emphasizing that the agreement represents a major milestone in the country’s efforts to modernize and diversify its economy. “This partnership will be instrumental in advancing our key strategic sectors, including renewable energy and infrastructure. It supports our efforts to build a sustainable and resilient economy that meets the needs of our people while positioning St. Kitts and Nevis as a leader in the Caribbean’s green transition,” said Prime Minister Drew.

The MOU marks a major expansion of the longstanding relationship between EXIM and St. Kitts and Nevis, which has already seen over $23 million in transactions since 1991. This new agreement lays the foundation for future collaboration, not only strengthening economic ties but also creating jobs and promoting growth in both the U.S. and the Caribbean.

With the agreement set to remain in effect until November 2026, the partnership between EXIM and the Government of St. Kitts and Nevis is expected to bring lasting benefits for the country’s infrastructure development, environmental sustainability, and economic diversification. The event, which was held on Friday 15th November 2024, under the theme, “Invest in Sustainable Energy: Accelerate the Transition,” saw Sales Associates from the store’s Lighting and Electrical Department interacting with and educating the public about a variety of innovative products, empowering them to adopt more energy-efficient practices such as:

Customs Officer: Restriction About Pattern Not Colour

BASSETERRE, St. Kitts (Monday 18th November 2024)-Public Relations Officer at the St. Kitts and Nevis Customs & Excise Department Kersha Martin, has addressed details about the restriction on camouflage items. 

Speaking recently on Freedom FM (13th November 2024), two days before the annual duty-free concession period became effective on 15th November, in sharing that such applies to the pattern rather than the colour. 

“We’re asking the general public to be aware of some of our restricted and prohibited items. So, one of our restricted items would be the camouflage clothing. It’s a very ticklish topic for many, but just to shed some light on that, the camouflage- it’s the print or the pattern, not the color. So even if it’s blue, pink, grey- it’s still a restricted item, it’s not just the green; I think most persons just [see it as] the green but it’s the pattern. So we are asking the general public to be aware of that.”

Martin stressed that those wishing to import camouflage items must first obtain written permission from the Commissioner of Police. 

“If you need to import the camouflage for whatever reason, you’ll have to write to the Commissioner of Police seeking permission to import said item,” she stated.

On the topic of restricted items discussion, Administrative Research Assistant Desraul Hazel pointed out “in this instance, Customs is just doing an agency function. The authority for that is the Commissioner of Police. So once you get your permission to import, once your stuff comes in, you go along with the goods,” Martin explained.

He also highlighted the regulations around importing explosives, as he pointed to relevance following the recent Guy Fawkes celebrations.

“Likewise, another restricted item would be, like recently Guy Fawkes just passed, the explosives, the customs, we do an agency function; the commissioner is the authority at that time. So everybody who imports explosives, they got their import permission from the commissioner police, and everything would have had to be listed, and permission would have had to be granted. That does not fall under the purview of the customs. Once you have your permission, we facilitate…”

Of note, Under Section 215 of the St. Christopher and Nevis Defence Force Act, it is illegal for civilians to possess or wear items resembling military clothing, such as masks, pants, shirts, hats or any other gear associated with the military. As understood, this law ensures that military apparel cannot be misused by unauthorized persons.

The restriction on camouflage clothing has been a subject of public debate, with some people arguing that certain fashionable items such as dresses or tank tops with camouflage patterns, lack any military uniform resemblance and should not fall under the restriction. Another argument remains that the non-military colours should get a fashion pass also.

The annual duty-free concession period, running from November 15, 2024, to January 31, 2025, provides savings on household and personal items. However, Customs officials remind the public that prohibited and restricted goods are still subject to strict regulations.

Marsha Henderson recently returned from a successful series of high-level meetings with prominent cruise industry stakeholders in Miami, paving the way for transformative developments in St. Kitts and Nevis’ tourism sector. The discussions with key players such as Royal Caribbean, Norwegian, and Carnival Cruise Lines emphasized enhancing visitor experiences, expanding economic opportunities for locals, and positioning the Federation as a regional leader in sustainable tourism.

St. Kitts and Nevis is on track to welcome over one million cruise passengers this season, an impressive milestone that reflects the government’s strategic planning and dedication to elevating the nation’s tourism product. “This achievement is a testament to our hard work and effective collaboration with industry leaders,” Prime Minister Drew commented. “We are not just focused on attracting more visitors but on ensuring that every aspect of our tourism industry benefits our citizens.”

One of the critical outcomes of the Miami meetings was the commitment to creating more inclusive opportunities for local businesses and operators. Medical Doctor To Men: Take Health Checks Seriously

BASSETERRE, St.Kitts (Thursday 21st November 2024)-Medical practitioner Dr. Mathias Ofre, has made a passionate plea to men to prioritize their health and seek regular medical screenings. 

Speaking on the “In Focus” programme-produced by the St.Kitts and Nevis Information Service- aired live on Wednesday 20th November 2024 in observance of International Men’s Day [commemorated on 19 November yearly], Dr. Ofre, the National HIV/AIDS Programme Coordinator, addressed the widespread reluctance among men to visit doctors, a trend he described as both troubling and preventable.

That show’s topic was: ‘Real Strength, Real Health: Defining Positive Roles For Men.’

Dr. Ofre touched on the consequences of neglecting health checks.

 “Unfortunately, most times when we don’t, it develops into something that could have been cured early or dealt with earlier from early prevention if you were to do a screening,” he explained.

When asked about the cultural factors and specific barriers preventing men from seeking early screenings, Dr. Ofre highlighted the global nature of the issue. 

“Actually, I’ve come to understand that it’s not just in St. Kitts. Actually, in the region, and in fact, I would say worldwide, men don’t have this health-seeking passion or desire, right? So it is kind of very challenging for men sometimes. I think that it’s not just for St. Kitts, but we realize that men actually don’t see the need to actually seek out, and that has been a strong affecting factor, all right, that has led to the demise of most young valuable men and every man, all right, in the federation and also in the world.”

He attributed such reluctance to societal expectations and deeply ingrained cultural beliefs. 

“I think that sometimes it’s because of the fear and also the culture that we have created that men are tough, are not supposed to seek help. So we only seek help or you can man it up. And as such, before it’s being diagnosed, your diagnosis is almost at any stage. You know, we’ve seen that so many times even in the hospital and also in clinical settings where most men seek health when it has become, you know, a very tight corner.”

He painted a stark picture of the consequences of delayed health checks, emphasizing that many men only seek help at life-threatening stages. “They have been put, in other words, it’s the point of death. That’s when they seek health. And as such, that is not good. So we are saying that it’s important that men start seeking health at an early time because with that, it can be detected on time and prevention can actually be, you know, put in place as well to prevent the next stage of any illness whatsoever.”

Dr. Ofre stressed the importance of early diagnosis, using cancer as an example.

 “Let’s say it’s cancer, for example. When you are diagnosed at the early stage of stage one, you can put on the treatment and that can be eradicated. But if you’re coming in at stage four, that is more detrimental because we’ll be struggling to keep you alive instead of trying to ensure that you have your health maintained.”

Encouraging cultural change, he called for a collective effort to reshape attitudes. 

“We see that cultural beliefs or cultural perception people have created have made men feel like they don’t need to really seek it. That’s why we start from the beginning and saying that it’s important that we as humans, men and females, encourage ourselves, especially men, to seek help.”  

Dr. Ofre shared a practical approach he uses to encourage participation in screenings. “I keep telling my clients or patients whenever they come, I say, ‘Listen, if you’re coming to do your screening, ensure to bring your boyfriend along. Ensure to bring your husband along. Ensure to bring your son along, because you are helping them create that mindset of being conscious about their health’. And that alone creates an environment that, even if you’re not there-we are creatures of habit-even if you’re not there, they want to go. They’ll tell you, ‘You know what, I think it’s time. How come you’re not asking us to go do our checks?’”

Dr. Ofre underscored the importance of routine checks for men, stating, “That alone creates that notion of wanting to go seek help even when they feel like it’s not really highly needed, but it’s needed because you know that most cases, things that affect men go slowly in our perception, but truly the body’s been affected greatly. So we’re asking that men turn up.”

Each year, November 19 marks International Men’s Day, a global celebration of men and their invaluable contributions to society, their families, and their communities. 

While debates often arise about whether men or women receive more recognition-given the prominence of Mother’s Day and International Women’s Day-the day of celebration offers an opportunity to set aside comparisons and simply celebrate one another. Both genders have their unique roles and contributions, and appreciating them together enriches our collective humanity.

This year’s International Men’s Day theme, ‘Positive Male Role Models’, is a powerful reminder of the influence men can and do have in shaping lives and building strong communities. 

From fathers, brothers, and uncles to teachers, coaches, and mentors, there are countless examples of men who guide, inspire, and support others. These are the men who embody integrity, responsibility, and resilience-the very qualities that make them beacons of hope and strength in their families and beyond.

Positive role models leave indelible marks, teaching life lessons through their actions and words. For many, their first male role model is their father. Others may look to an elder brother, a community leader, or even a famous figure whose life story resonates with their aspirations. Whatever the source, positive male role models provide blueprints for success, showing that kindness, determination, and respect are timeless values worth emulating.

Beyond celebrating these achievements, International Men’s Day also calls for reflection, particularly in areas where change can bring greater balance and benefits to men’s lives. One such area is health. Men around the world are often noted for their reluctance to seek medical attention or prioritize their well-being. This disparity is stark when compared to women, who are widely acknowledged for their proactive approach to health.

By taking charge of their health, men not only improve their own quality of life but also set an example for younger generations. Sons and other male observers naturally follow the patterns they see. A father who schedules regular check-ups, prioritizes fitness, and maintains a healthy diet sends a strong message to his children: caring for your health is a fundamental part of being a responsible adult. These habits, when passed down, have the potential to positively affect generations to come.

International Men’s Day is also a call to action for men to embrace these responsibilities and, in doing so, further strengthen their roles as positive influences. A healthy man can contribute more effectively to his family, career, and community. He can inspire others to adopt similar practices, creating a ripple effect of well-being and vitality.

Let us also use this day to express gratitude. To the fathers who tirelessly provide for their families, the grandfathers who share their wisdom, the mentors who guide with compassion, and the friends who stand as pillars of support-we thank you. Your contributions often go unspoken, but they are deeply valued and profoundly impactful.

As we commemorate International Men’s Day on an annual basis, let us honour the men who make a difference in our lives. 2025 BUDGET TO PAVE THE WAY FOR REAL ECONOMIC DIVERSIFICATION IN ST. KITTS AND NEVIS, DECLARES PRIME MINISTER DR. DREW

BASSETERRE, St. Kitts, November 20, 2024 (SKNIS) – The Government of St. Kitts and Nevis is gearing up to present a transformative Budget for the 2025 financial year that will lead to true diversification and resilience of the Federation’s economy.

That’s according to Prime Minister and Minister of Finance, the Honourable Dr. Terrance Drew, who indicated that the government received meaningful insights and recommendations from key stakeholders in the shaping of this year’s Budget.

The October 30 National Budget Forum provided a unique platform for public, private sector, and civil society representatives to share their views, insights and suggestions for consideration in shaping the 2025 National Budget.

“They provided some excellent ideas … and I welcome that. We heard from the Governor of the Central Bank, we heard from the Chamber of Industry and Commerce and that has helped tremendously in putting the 2025 Budget together,” the prime minister said during the November 20, 2024, edition of the Roundtable.

Using the 2025 Budget as a catalyst, Prime Minister Dr. Drew said it is the government’s intention to build an economy that leverages traditional strengths and new ideas, while at the same time reducing the country’s heavy dependence on any single sector, such as what existed under the previous administration.

“The CBI programme is used to pay for infrastructure, water and electricity, social programmes such as STEP, gas, electricity, water … The very day to day running of the country, the CBI programme is paying for that,” Prime Minister Drew emphasized, while noting that this is the reason why his administration conceptualised the Sustainable Economic Expansion and Diversification (SEED) initiative.

“This shift represents more than just policy,” Dr. Drew said. “It is a declaration of our commitment to long-term stability and resilience by channeling investments in areas like renewable energy, agriculture, and tourism. We are laying a foundation for an economy that benefits every citizen, not just today, but for generations to come.”

Prime Minister Dr. Drew is expected to present the 2025 Budget in December during a meeting of the National Assembly of St. Kitts and Nevis.

Salary Increase: A Commitment to Long-Term Stability and Empowerment

Dr. Terrance Drew, in response to comments from the host, clarified that the government’s decision to implement an 8% salary increase for civil servants was driven by a commitment to improving financial stability and economic empowerment, rather than being tied to the concept of a “double salary.”

PM Drew emphasized that the increase is part of a broader strategy to invest in people, ensuring sustainable financial benefits for civil servants and their families.

“Our focus is on the people—on ensuring stability, security, and creating opportunities for them to thrive in the long term.”

The Prime Minister explained that while the 8% increase effectively equates to an additional month’s pay over a year, the intention was not to draw comparisons to traditional ‘double salaries’ but to provide consistent and sustainable financial advantages.

“This increase empowers civil servants every month, impacting their ability to save, invest, and plan for the future,” PM Drew said.

The salary adjustment reflects the government’s people-centered approach, delivering tangible long-term benefits for workers:
* The increase enhances contributions to Social Security, ensuring higher pensions upon retirement.

* With a higher base salary, civil servants can access better loan terms and financing opportunities, enabling them to invest in housing, education, and other priorities.

* Civil servants now qualify for increased benefits, including sick leave, maternity leave, and disability payments, further solidifying their financial security.

“This approach provides greater stability and security for workers while enabling them to stand on stronger financial footing. We are building a future where our workforce feels supported and empowered. The focus will always be on our people, not on political optics or short-term wins.”

The Prime Minister concluded by reiterating that the government’s policies are designed to foster growth, stability, and security for civil servants and their families. “Our goal is to ensure that every citizen feels the benefits of a strong and resilient economy. Major Projects Signed, Sealed, and Ready for Delivery, Says PM Drew

BASSETERRE, St. Kitts — November 19, 2024 (PMO)— Prime Minister Hon. Dr. Terrance Drew provided an optimistic outlook for the nation’s economic future during a recent appearance on WINN FM’s ‘Inside the News’ program. Highlighting the government’s ambitious development agenda, the Prime Minister shared updates on transformative projects that are set to drive economic growth, create jobs, and improve the quality of life for citizens. These projects, slated for delivery in 2025, include the construction of a Climate Smart Hospital, an expansion of the housing program, advancements in agriculture, and renewable energy initiatives.

“These projects will create thousands of jobs, increase our food security, and strengthen our infrastructure. The housing program, which has already delivered 110 homes, will expand with an additional 100 homes by year-end. These initiatives are foundational to achieving our Sustainable Island State Agenda.”

The Climate Smart Hospital, a flagship project for the Drew-led administration, will be the first of its kind in the Eastern Caribbean. Designed to incorporate cutting-edge medical technology and sustainable energy solutions, the facility will not only improve healthcare outcomes but also enhance the Federation’s resilience to climate change. The Prime Minister confirmed that preliminary engineering work, including soil testing, is well underway.

The housing sector is also experiencing unprecedented growth, with the National Housing Corporation (NHC) already completing 110 homes under the government’s affordable housing program. An additional 100 homes are scheduled to begin construction before the end of 2024, bringing much-needed relief to families seeking secure and sustainable living environments. The Prime Minister emphasized that this effort marks a significant departure from previous administrations, which delivered only 30 homes during their first two years in office.

Agriculture is another key pillar of the government’s development strategy. A landmark partnership with Tabasco will see the cultivation of 100 acres of peppers for export, providing employment opportunities for over 300 individuals in the agricultural sector. The Prime Minister highlighted this project as one of the most significant developments in agriculture since the closure of the sugar industry. “This initiative not only diversifies our economy but also strengthens our food security and export potential”.

In the realm of energy and infrastructure, the government is making bold strides to modernize the Federation’s utilities and road networks. Plans to upgrade the diesel plant and install new water desalination plants are already in motion, according to the Prime Minister, addressing longstanding concerns about water availability and electricity reliability. Additionally, major roadworks are underway in several communities, including St Peter’s, Newton Ground, and Buckleys, to improve accessibility and safety.

The Prime Minister also teased upcoming announcements related to renewable energy projects, including solar and wind energy solutions. These initiatives align with the Sustainable Island State Agenda, which seeks to position St. Kitts and Nevis as a regional leader in sustainability. “Energy is central to our development strategy. By investing in renewable energy, we are reducing costs, decreasing our carbon footprint, and creating a greener future for generations to come”.

He continued, “These efforts reflect a government committed to creating opportunities and improving lives. By focusing on sustainable development, we are laying the groundwork for an economy that benefits all citizens.”

The Prime Minister wrapped up his comments by reaffirming the government’s dedication to transparency and accountability. “These projects are not just ideas—they are signed, sealed, and ready for delivery.
