Basseterre, St. Kitts, December 17, 2024 (SKNIS): St. Kitts and Nevis will increase its protection of persons with disabilities while strengthening empowerment opportunities with the review of the 2017 disabilities policy and drafting of a Disabilities Bill.
Senator, the Honorable Isalean Phillip, shared that the exercise was currently underway, while giving an update on her ministries during the first day of debate on the 2025 Budget on December 17, 2024.

“We are moving steadily along with alacrity on consultations in order to finalise the draft of our National Disability Policy,” Senator Phillip stated. “That work has certainly started and is near completion. I anticipate that we will come back to this Honourable House in 2025 to table those documents (the policy and Bill).”
For many years, individuals with disabilities and their supporters have advocated for meaningful changes to improve the quality of life and conditions for those living with disabilities, who are often marginalised in society.
Upon assuming office in August 2022, the Prime Minister, Honourable Dr. Terrance Drew, established the Ministry of Youth Empowerment, Ageing and Disabilities to provide focused attention to issues affecting the disabled community. Since then, the ministry has enhanced public awareness of the challenges faced by individuals with disabilities, implemented new policies to promote accessibility for all, and ensured that people with disabilities, or those impacted by them, have a stronger presence in public consultations and forums.
As the minister of state responsible for the ministry, Honourable Phillip expressed pleasure that she is a part of the policy-making group leading this critical push for change.
BASSETERRE, St. Kitts, December 17, 2024 (SKNIS) – During his 2025 Budget Address on December 16, 2024, Prime Minister and Minister of Finance, the Honourable Dr. Terrance Drew, detailed the extraordinary lengths his administration took, and the financial sacrifices it continues to incur in order to shield the people of St. Kitts and Nevis from the rising cost of living, brought on by global inflation.
Prime Minister Dr. Drew revealed that a total of $320 million was invested in essential subsidies and social programmes over the past two years to protect citizens from the full impact of inflation, while providing a foundation for self-reliance and growth.
“Madam Speaker, $320 million to protect our people is nothing to sneeze at for a small country like ours,” the prime minister said.
In its efforts to protect the citizenry, the government carried the burden of exorbitant electricity subsidies. He noted that $63.5 million was spent to support the St. Kitts Electricity Company, with $54.8 million specifically allocated to subsidising the fuel variation charge (FVC).
In addition, the government absorbed subsidies totalling $8.6 million for fuel at the pump and $12 million for liquefied petroleum gas (LPG) commonly referred to as cooking gas, to prevent price hikes.
“Beyond these critical interventions, we have maintained one of the most robust social safety net systems in our history. Madam Speaker, all this is protecting our people,” said Dr. Drew.
The Prime Minister highlighted several social interventions, including the Livelihood Improvement for Family Transformation (LIFT) Programme, the Skills Training Empowerment Programme (STEP), and the Elevate Programme, all of which have required significant financial investment from the government.
“So over the past year, we carried an extraordinary financial burden. These efforts came at a significant cost to the government, Madam Speaker, but they represent a resolute investment in the well-being of our citizens,” Prime Minister Drew said.
Recognising the continued hardship faced by its citizens, the government also made the deliberate decision to sustain the COVID-19 relief measures at a significant cost to the government.
BASSETERRE, St. Kitts, December 16, 2024 (SKNIS) – As part of its ongoing efforts to strengthen the country’s national security infrastructure and empower its people, the Government of St. Kitts and Nevis will soon introduce a new training programme for nationals in the area of cyber security.
Prime Minister and Minister of National Security, the Honourable Dr. Terrance Drew, while delivering the 2025 Budget Address in the National Assembly on December 16, 2024, announced the new training programme in partnership with Protexxa, a Canada-based cyber security platform & services company.
“We have signed a contract with Protexxa from Canada, in the first instance, to train and provide jobs for one hundred of our people here in St. Kitts and Nevis, and that course is due to start in January,” said Prime Minister Drew, underscoring his administration’s commitment to empowering its citizens and positioning them to compete on a global stage.
Through this arrangement, persons trained will become certified in the field of cyber security, addressing an area of expertise that is critically needed as St. Kitts and Nevis continues along its path of digital transformation.
“They will be certified to work around the world, Madam Speaker, and they can work from the comfort of their homes. This allows us to strengthen our cyber security [capabilities] and allows young people to get international jobs,” Prime Minister Drew added.
Prime Minister Drew said the government will carefully monitor the programme over time, with the aim of increasing the number of trainees as the programme progresses.

Basseterre, St. Kitts, December 16, 2024 (SKNIS): Prices in St. Kitts and Nevis are widely expected to fall in 2025, as the Government of St. Kitts and Nevis introduces a temporary reduction of the Value Added Tax (VAT).
A VAT Relief Holiday was announced by Prime Minister and Minister of Finance, the Honourable Dr. Terrance Drew, during his 2025 Budget Address delivered in the National Assembly on December 16, 2024. He noted that for the first six months of 2025, the VAT Rate, which is charged at 17 percent will be reduced to 13 percent.
“This VAT Relief Holiday will ensure more in your pocket, empowering families to better manage their expenses while maintaining their quality of life,” said Dr. Drew.
The temporary reduction in VAT, coupled with other measures such as the new Budget Boost Wallet initiative that will provide $250 per month for eligible individuals earning less than $5,000 per month for the first six months next year, and an increase in the minimum wage from $430 to $500 per week from July 01, 2025, is expected to enhance consumer earnings.
“To safeguard these savings, our recently passed Consumer Protection Act, and other relevant laws, will allow for strict monitoring of businesses to prevent price gouging or unfair practices,” the prime minister stated. “This Government remains purposeful and unyielding in our commitment to fairness, affordability, and protecting the interests of all citizens.”
Prime Minister Drew added that the strategic decision will help to further reduce the impact of inflation and assist households to adjust as multiple measures to stimulate the economy gain momentum.
BASSETERRE, St. Kitts, December 16, 2024 (SKNIS) – On Monday, December 16, 2024, Prime Minister and Minister of Finance, the Honourable Dr. Terrance Drew, announced a suite of economic relief measures as part of his government’s comprehensive strategy to cushion the financial impact caused by the “hurricane of global inflation”. Among the measures announced during the Budget Address in the National Assembly was the “Budget Boost Wallet” initiative.
This innovative initiative will provide direct financial relief to eligible individuals earning EC $5,000 or less per month, by offering EC $250 per month for the first six months of 2025.
“Everyone is feeling the squeeze, Madam Speaker. We want to extend this help for a period to give people an ease and to make it broad-based because we do not have unlimited resources,” said Prime Minister Drew.
The extra funds can be used for essential expenses, including r groceries, household items, and the paying of utility bills.
This programme will inject over $33 million into the hands of the people over the six-month period to help them to meet daily needs and reduce financial stress.
“As a caring government, we believe it is only right to give back to you, the people, to help ease the burden of rising living costs and put more in your pockets,” Prime Minister Drew added.
The prime minister also used the occasion to urge citizens to adopt prudent financial practices wherever possible. “This includes budgeting wisely, saving diligently, investing strategically when opportunities arise, and making informed choices – from the supermarket shelves to online retail stores,” he said.
In addition to the Budget Boost Wallet” initiative, Prime Minister Drew also announced a VAT Relief Holiday that will see the Value Added Tax (VAT) reduced from 17 percent to 13 percent for the first six months of 2025.
Prime Minister Drew said these measures reflect his government’s firm commitment to prioritising the well-being of the citizens and ensuring that no one is left behind.

“As we strive to secure our borders and facilitate safe, seamless travel, it is imperative that we embrace modern solutions that align with global best practices,” said Prime Minister Dr. Drew.
This streamlined process is expected to enhance security measures while expediting travel procedures, creating a more welcoming experience for visitors.
“This is what I am talking about Madam Speaker, when you can just come off of a plane, we have all of your information here so you can just walk and all the information is collected,” stated Prime Minister Dr. Drew. “This is going to help to add to our revenues here in St. Kitts and Nevis.”
The initiative comes at a time when global trends demand innovative approaches to border management. St. Kitts and Nevis aims to strike the perfect balance between maintaining high-security standards and fostering a traveller-friendly environment.
“Madam Speaker, the rapidly changing global landscape requires us to adapt and innovate to ensure that our borders remain both secure and accessible,” added Dr. Drew. “With this system, we can create borders that are secure yet welcoming and protective but open to global opportunities. We therefore look forward to the full operationalization of the eTA system at our ports of entry in 2025.”
The prime minister said that the eTA system underscores the government’s commitment to safeguarding the Federation while leveraging technology to support tourism – the backbone of the local economy. Speaking in the National Assembly, Prime Minister Drew outlined significant upgrades planned for the Advanced Vocational Education Centre (AVEC), with a focus on integrating cutting-edge technology into its training programmes.
“The 2025 Budget will facilitate significant upgrades at AVEC, including the integration of immersive simulators such as a welding simulator and painting simulator which utilise Virtual Reality (VR) technology to simulate real-world training experiences while promoting the efficient use of resources,” Dr. Drew announced. “This technology is designed to shorten the learning curve and enhance operators’ skills to dramatically increase productivity, decrease energy consumption by 50 percent, reduce waste of consumables, and wear on real equipment, and reduce accidents. In 2025, upgrades to AVEC will also include the outfitting of smart classrooms to enhance the teaching and learning experience.”
The prime minister emphasised that enhancing TVET is central to achieving his administration’s vision of a sustainable island state with maximised employment opportunities. Through ongoing collaboration with the TVET Secretariat and Council, the government is positioning St. Kitts and Nevis as a regional leader in certified, skilled workforce development across emerging sectors.
The prime minister also highlighted advancements in renewable energy training.
“The partnership developed with Green Solutions International provides expanded opportunities for nationals to be trained and certified in these key areas. In fact, the CFBC, in collaboration with Green Solutions International SKN Incorporated (GSI), established the Caribbean Centre of Excellence in Research, Innovation, and Workforce Training in March of this year,” Dr. Drew said.
The Centre, funded by the Global Environment Facility (GEF) Small Grants Programme, will offer comprehensive training in solar PV installation and electric vehicle (EV) maintenance and repair, making the Clarence Fitzroy Bryant College (CFBC) a regional hub for renewable energy workforce training and innovation.
These investments, Dr. Drew said, align with the government’s Sustainable Island State Agenda, supporting the transition to renewable energy, reducing the food import bill, and fostering economic diversification through skills development in agriculture and the creative economy.
Basseterre, St. Kitts, December 16, 2024 (SKNIS): Individuals who have completed their sentences and undergone rehabilitation while incarcerated at His Majesty’s Prison (HMP), will soon experience an easier reintegration into society, thanks to a new programme being developed by the Federal Government of St. Kitts and Nevis.
On Monday, December 16, 2024, during the presentation of the 2025 Budget Address in the National Assembly, Prime Minister and Minister of Finance, the Honourable Dr. Terrance Drew, shared a bit on the new “Prison to Work” initiative that falls under the transformative ELEVATE Programme. It will allow past offenders to be gainfully employed after serving their sentences so that they can earn an income and provide for themselves and their families.

“Too often people leave prison and then they end up back on the road and you know nobody really wants to hire [them, but] they too must be given a chance,” said the prime minister, who also is the minister of national security. “If they have spent their time in jail why not give them a chance to reintegrate into the society from whence they came?” he questioned.
Dr. Drew stated that the investment into members of this programme is well worth it and is part of the government’s broad-based strategy to meaningfully engage at-risk persons and create opportunities for learning and self-empowerment.
“Their lives matter,” Prime Minister Drew emphasised.
Prison to Work will also help to reduce recidivism, thereby increasing the success rate of HMP’s rehabilitation efforts.

The Prime Minister, along with Minister of Housing and Human Settlement —Honourable Dr. Geoffrey Hanley, Ambassador Leon Natta-Nelson, and representatives from the National Housing Corporation (NHC) and the East Coast Housing Development Ltd., visited the site of a major new housing development in Ottleys, Constituency Number Seven, on December 11, 2024, where the construction of 20 new homes is underway.
The Prime Minister, along with Minister of Housing and Human Settlement —Honourable Dr. Geoffrey Hanley, Ambassador Leon Natta-Nelson, and representatives from the National Housing Corporation (NHC) and the East Coast Housing Development Ltd., visited the site of a major new housing development in Ottleys, Constituency Number Seven, on December 11, 2024, where the construction of 20 new homes is underway.
The housing development, which is part of the government’s national housing strategy, will consist of 20 residential lots that will feature a mix of two-bedroom and three-bedroom homes. This initiative is designed to provide quality homes for families within the community, allowing them to own property in their own community, a key component of the government’s vision to empower citizens through homeownership.
Housing Minister Dr. Hanley, who has played a pivotal role in advancing the government’s housing agenda, reflected on the significance of the project during the site visit. “I am pleased to be here in Ottleys, watching as 20 homes are being constructed for the people of Constituency Number Seven. This is just one of the many projects the government is working on to meet the ever-growing demand for affordable housing. We know how important homeownership is to our citizens, and we are committed to ensuring that we fulfill the promise of providing homes to the people of St. Kitts and Nevis.”

The housing development project in Ottleys is being executed by East Coast Housing Development Ltd., a company with a track record of delivering quality housing solutions. Ambassador Natta-Nelson acknowledged the positive impact the project would have on the residents of Constituency Number Seven. “This is a project that has been a long time coming,” she stated. “Many people in this constituency have long desired the opportunity to own homes in their community. Today, with the support of the government, we are seeing that dream come to fruition.”
The project is in its early stages, with work currently focused on preparing the foundations for the homes. Construction crews are now at the footing stage, with plans to complete the foundation and begin building the superstructure in the coming weeks. Ambassador Natta-Nelson expressed confidence in the project’s timely completion, noting that the next phase would include laying the blocks and preparing for the final touches on the homes.
“We are proud to be part of this housing revolution,” Ambassador Natta-Nelson said. “The work being done here is a testament to the government’s commitment to improving the lives of its citizens and addressing the housing needs of communities like Ottleys.”
In the past two and a half years, the National Housing Corporation (NHC) has delivered 112 homes, a remarkable achievement compared to previous years, and there are plans for many more in communities throughout the Federation. Minister Hanley noted the progress made, saying, “In just two and a half years, NHC has delivered 112 homes, which is a record when compared to the 13 homes delivered under the previous administration during the same period.”
As part of the government’s ongoing housing program, other developments are being planned for various areas of St. Kitts and Nevis, including Stapleton, Sandy Point, and Newton Ghaut. These developments will continue to address the housing needs of residents and offer affordable options for homeownership across the Federation.
The government remains committed to making housing more accessible to the people of St. Kitts and Nevis, and with the support of East Coast Housing Development Ltd., the NHC, and other stakeholders, significant progress is being made to ensure that every citizen has access to safe and affordable housing.
