Sovereign Wealth Fund Legislation Set for Parliamentary Approval in Q1 2025

Basseterre, St. Kitts, February 19, 2025 (PMO)– The Government of St. Kitts and Nevis is poised to establish a Sovereign Wealth Fund (SWF), with legislation scheduled for parliamentary debate and approval within the first quarter of 2025. This strategic move aims to ensure prudent management and investment of the nation’s financial resources, securing long-term economic stability and prosperity.

The proposed SWF will serve as a financial reservoir, accumulating excess revenues from various sectors, including the Citizenship by Investment (CBI) program and anticipated profits from the burgeoning geothermal energy industry. By channeling these funds into the SWF, the government seeks to create a sustainable financial buffer that will support national development projects, social programs, and economic diversification efforts.

Prime Minister Dr. Terrance Drew underscored the importance of the SWF, stating, “The establishment of the Sovereign Wealth Fund is a critical step in safeguarding our nation’s financial future. It will provide a structured and transparent mechanism for managing our resources, ensuring that both current and future generations benefit from our country’s wealth.”

The legislative framework for the SWF has been meticulously crafted in collaboration with international financial experts, including the International Monetary Fund (IMF). This partnership ensures that the fund adheres to global best practices in governance, transparency, and accountability.

Once operational, the SWF will be managed by an independent Board of Trustees, comprising professionals with expertise in finance, economics, and law. Regular audits and public reports will be conducted to maintain transparency and public trust in the fund’s operations.

The successful implementation of the Sovereign Wealth Fund is anticipated to fortify St. Kitts and Nevis’s economic resilience, providing a stable foundation for sustained growth and development in the years to come.

Geothermal Energy: A National Imperative – Prime Minister Drew Emphasizes Unified Commitment to Sustainable Development

0

Basseterre, St. Kitts, February 19, 2025 (PMO)– In a recent radio interview, Prime Minister Dr. Terrance Drew highlighted the importance of the collaborative efforts between the Federal government and the Nevis Island Administration (NIA).

This joint venture, as stated by the Prime Minister, emphasizes that the geothermal project is a testament to what can be achieved when both islands work cohesively towards a common goal. The project aims to harness the substantial geothermal resources of Nevis, with plans to construct a power plant capable of generating approximately 50-60 megawatts of electricity. This capacity will not only satisfy the energy demands of both St. Kitts and Nevis but also position the Federation as a potential exporter of renewable energy.

The collaboration has successfully secured funding from international partners, including the Caribbean Development Bank and the Saudi Fund for Development. Drilling operations are slated to commence later this year, with the subsequent phase focusing on the establishment of the power plant and the installation of a submarine electrical transmission cable to connect both islands.

Prime Minister Drew expressed his gratitude to all stakeholders involved, particularly Premier Mark Brantley and the NIA, for their unwavering dedication to this transformative project. He stated, “This endeavor exemplifies the strength of unity and shared vision. Together, we are paving the way for a sustainable and prosperous future for all citizens of St. Kitts and Nevis.”

The successful realization of this geothermal project is poised to significantly reduce electricity costs, attract foreign investment, and establish St. Kitts and Nevis as a leader in renewable energy within the Caribbean region.

This initiative aligns with the government’s broader approach to transforming St. Kitts and Nevis into a sustainable island state, focusing on energy independence, economic diversification, and environmental stewardship. By investing in renewable energy sources, the Federation aims to reduce its carbon footprint, enhance energy security, and create new economic opportunities for its citizens.

During the interview, Prime Minister Drew acknowledged the challenges faced in previous geothermal endeavors and has taken proactive measures to ensure the success of the current project. This includes engaging reputable international partners, implementing robust project management practices, and fostering transparent communication with all stakeholders.

As the project progresses, the government remains committed to providing regular updates to the public, ensuring that citizens are informed and engaged in this transformative journey toward sustainable energy independence.

We must equip our citizens with the skills necessary to engage meaningfully in the digital economy, not just as consumers but as professionals, entrepreneurs, and problem-solvers in the global marketplace,” said Dr. Drew.

He noted that the transition to e-Government requires robust digital protections and that alongside training professionals in cybersecurity, the initiative will engage 25,000 citizens in improving their digital literacy and security awareness to ensure that the entire nation is ready for the digital transformation. “This is not just about jobs. This is about ensuring that St. Kitts and Nevis is a leader in cybersecurity preparedness, making us attractive to investors and securing our digital infrastructure as we move towards full e-Governance,” he added.

Rick Huijbregts, Program Director from Protexxa was on hand to provide an overview of the program. He explained that the initiative includes a six-month intensive online training program, leading to internationally recognized credentials, including the CompTIA Security+ Certification, and a 12-month paid placement program, allowing participants to gain hands-on experience with industry partners. He went on to highlight the global demand for cybersecurity professionals and stressed the opportunities available for St. Kitts and Nevis, stating, “Globally, over 3 million cybersecurity jobs remain unfilled, and St. Kitts and Nevis has an incredible opportunity to establish itself as a leader in shaping this workforce. This program ensures that our citizens have access to well-paying, future-proof careers in cybersecurity.”

Following the launch, prospective participants were able to sign up for the program immediately, demonstrating strong national interest in cybersecurity training.

By: Spokesman Newsroom

BASSETERRE, St. Kitts (Thursday 20th February 2025)-Permanent Secretary in the Ministry of Tourism Tivanna Wharton is encouraging festival-goers to get their tickets as soon as possible, and at the ongoing early bird special since “thousands” have been sold already for what could result in the “first-ever” sold out three-nightly event featuring twenty-six (26) acts.

“The buzz has been electric, and ticket sales have been nothing short of phenomenal. The excitement is real, and based on the numbers, this might just be our first-ever sold-out St. Kitts Music Festival. Be warned.”

Wharton made this announcement following the final wave unveiling for the 27th edition of the annual festival (slated Thursday 26th to Saturday 28th June), held on Thursday 20th February 2025 at the St.Kitts Marriott Resort, featuring a mix of national, regional, and international acts.

The eighteen (18) acts announced for the second and final wave are: St.Kitts Steel Orchestra, Honey Bees String Band, Nicholas Branker Band, DJ Tero, Abena Amory,Virgil Hodge, iDeli Napi, Romain Virgo, Barrington Levy, Trilla G, Signal Band, Yung Bredda, Patrice Roberts, Collin Wyatt, Christopher Martin, Jah Vinci, Chronic Law and Spice.

“I can’t sing, but ‘Well, well, well, well, well. Watch pon trouble in the place!’ What an announcement!…We now have the full and final lineup for the St. Kitts Music Festival 2025 edition, and I think you all can agree that it is absolute fire! This kind of lineup will have our patrons-or should have our patrons-scrambling to book flights, organizing the crew, planning outfits, and setting alarm clocks for the countdown until June. As a matter of fact, my phone is here buzzing with ticket sales. Amazing!”

In December 2024, the first wave featuring eight acts were announced: AkaiiUSweet & Tobap, Ayra Starr, Dejour, Jennifer Hudson, Kes The Band, Kollision Band, Shenseea and Vybz Kartel.

Wharton emphasized that, for the first time in the festival’s history, ticket sales went live immediately after the first wave of artist announcements, calling it a “game changer” for this year’s event.

“But what makes this year even more special is that for the first time in the festival’s history, ticket sales went live immediately after the first wave of artistes. This really was a game changer in this year’s music festival.”

With high demand, Wharton strongly urged festival goers to purchase their tickets early to avoid disappointment.

“If you haven’t gotten your ticket yet, the time to act is now. We’ve been promoting our early bird general admission tickets, and I want to let you know that they will be available until March 15th.

She explained that patrons have two pay cycles to take advantage of the early bird special, before the $40 increase in ticket prices.

“That’s two pay cycles…So you have two pay cycles to get your tickets. After that, there will be a small increase. Our tickets right now are $135, and there will be a small increase to $175, which still makes the St. Kitts Music Festival the cheapest festival in the region-well, maybe in the world, for true.”

Wharton noted that the increase is necessary to maintain the festival’s high standards, adding:

“As we grapple with increased global costs, I think everyone can appreciate that this small increase will assist in maintaining the high standard of production that you’ve come to appreciate for all these years.”

She further stressed that tickets are not unlimited, and thousands have already been sold.

“So again, I want to admonish everybody-encourage everybody-to purchase their tickets because, one, there is a maximum amount of tickets available. They are not unlimited, first and foremost. And I can tell you that thousands of tickets have already been sold.”

Wharton applauded the work of Minister of Tourism Marsha Henderson “who continues to push the boundaries to elevate this festival, ensuring that it remains a world-class experience and that it promotes St. Kitts as a must-visit destination. Under the Minister’s leadership, we have curated an experience that is bold, exciting, and simply unmatched.”

Wharton emphasized that the St. Kitts Music Festival is more than just three nights of music-it’s an entire week of non-stop action.

“We have built an expanded festival experience that guarantees every single day is packed with energy, excitement, and unforgettable moments.”

She also made special mention of the festival’s VIP experiences, which she described as unmatched compared to similar events abroad.

“And for those who are looking for an elevated festival experience, allow me to acknowledge our VIPs delivering luxury like never before. I’m not sure if any of you have gone to VIPs outside of St. Kitts… Incomparable! Honestly, I went to a major festival and paid for VIP, and I was on the grounds. I didn’t have unlimited food and drinks all night-I still had to purchase my own! So it is important to note that our VIP experience in St. Kitts is unmatched and far surpasses any other VIP experience.”

She acknowledged key VIP partners, including Xpress VIP, which offers premium service and seamless access and the Carambola VVIP White Sands Lounge, which delivers exclusive luxury, comfort, and ambiance

Wharton also emphasized the importance of securing tickets before it’s too late:

“So I hope that the sales keep rolling in, because I don’t want to be calling Mrs. Sharpe [of Carambola) and Shannon [Hawley of Xpress] on the day…asking about tickets. The cry has been: ‘Squeeze me in, please!’ No more tickets there?!’ So I’m encouraging everybody to get their tickets now.”

Wharton expressed appreciation to the sponsors and stakeholders that have made the event’s success possible. She gave special recognition to the St. Kitts-Nevis-Anguilla National Bank, which has played a key role in facilitating early ticket sales.

“I particularly want to recognize St. Kitts-Nevis-Anguilla National Bank. They have been working with us very closely since the culmination of last year’s festival. And they are partly the reason why we were able to put the tickets live immediately. National Bank came on board as one of the first sponsors for the 2025 edition of the St. Kitts Music Festival.”

She also reminded the public of the festival’s original purpose-to boost tourism and extend the island’s peak season.

“…the St. Kitts Music Festival was created as a means of extending our tourism season and bringing people to our destination, and that continues to be our main focus.”

Wharton called on the media and festival supporters to spread the word and build excitement leading up to the event.

“To all of our stakeholders and the media-thank you for sharing the excitement far and wide. I expect all of you to share reports, share them up so everybody can see.

“And to all the festival goers who have already purchased their tickets and those who will purchase-this festival is for you! So, ladies and gentlemen, the countdown to the St. Kitts Music Festival 2025 edition is officially on. Get your tickets, book your flights, get your clothes, and get ready for an unforgettable experience. See you in June!”

Breakfast of Love that came with free medical checks; PM Drew thanks Windsor University

0

BASSETERRE, ST. KITTS, February 17, 2025 (MMS-SKN) — Constituents of St. Christopher Eight, and their friends, who on Saturday February 15 turned out for the healthy post Valentine’s Breakfast of Love offered by Executive Branch of the St. Kitts Nevis Labour Party got more than they had bargained for. They also received free medical checks.

The post Valentine’s Breakfast of Love, which was held a day after the world observed Valentine Day on Friday February 14, was at the Labour Party branch office in Caricom Village, St. Peter’s Parish.

On hand was a contingent from the Windsor University School of Medicine, led by Lecturer Dr Oluwabusola Osimosu, better known to her students as Dr B, who offered free medical check-ups.

Leading the community was Area Parliamentary Representative, and Prime Minister of the Federation of St. Kitts and Nevis, himself a medical doctor, the Hon Dr Terrance Drew, who was accompanied by his wife, Mrs Diani Prince-Drew.

He observed that the event was significant as apart from offering a healthy breakfast to the members of the community, there was the team from the Windsor University School of Medicine which is located in Brighton’s Estate, Cayon, in his constituency, who were offering basic medical health checks.

“This health check is critical because it is a means of alerting people as to their condition, whether they have a condition they do not know – blood pressure, blood sugar and so forth, or whether their blood pressure and sugar are under control,” noted the Honourable Prime Minister. “I think this is meaningful for the community, apart from the breakfast, to get a basic health check.”

Others who patronised the event included Cabinet Secretary Dr Marcus Natta, Permanent Secretary in the Ministry of Health, Mr Curtis Martin, Permanent Secretary in the Prime Minister’s Office, Ms Naeemah Hazelle, Chairperson of the St. Kitts Nevis Labour Party, Ms Dianna Williams Humphrey, and the party’s Assistant General Secretary, Ms Nadine Natta.

“So I am really happy with the significant turnout that we have experienced this morning,” said the Hon Dr Drew. “The community has come out, and to really thank the workers for their tremendous work they have been doing thus far.”

According to Dr Oluwabusola Osimosu, with her were five medical students, two of whom had completed their medical studies but were yet to be conferred with the title ‘Doctor’, and a nurse.

“We usually give back to the community, and so we do community health outreach both in St. Kitts and in Nevis,” said Dr Osimosu, in explaining why they were at the post Valentine’s breakfast event. “We do blood pressure checks, glucose – checking sugar level. We also do BMI (body mass index) where we check your weight, we do the eye examinations, and we also offer the EKG examination, which records the electrical signals of the heart.”

Emphasising on the importance of good health, she said that by giving back to the community, they are also educating members of the community on how to check their health regularly, “because we all know health is wealth. So, if we do not sensitise the community, how do we limit the number of cases of chronic illnesses? We give back to the community through such education.”

Selling at EC$25.00 for each breakfast, proceeds from the event are to be in aid of constituency activities, for which Prime Minister Drew said in a post on his official Facebook page: “Your kindness and commitment to the wellbeing of our community serve as a shining example of the power of collaboration. It is with partners like you that we are able to bring about positive change and continue building a stronger, more united constituency.”

The breakfast was organised by the Constituency Number Eight Labour Party Executive Branch, led by its chairperson, Ms Avonelle Martin. A spokesman for the branch, in highlighting the collective significance of the event, said that different persons from the constituency assisted in the catering and getting donations, while members came out in their numbers and gave their support.

“We try to have different activities every month in various parts of the constituency,” said the spokesman. “This month might be a breakfast, next month we might have a health walk, another month we might have games, within the various districts in the constituency. These different activities are held so that we are on the ground meeting the people, greeting people and showing that we are still here for them.”

Team Nevis Gears Up to Defend Championship at Leeward Islands Debating Competition 53

0

NIA CHARLESTOWN NEVIS (February 17, 2025) – The reigning champions of the Leeward Islands Debating Competition (LIDC), the Nevis Literary and Debating Society (LDS), is preparing to defend its title at the 53rd staging of the prestigious competition, set to take place in St. Maarten from March 6 to 8, 2025.

Representing Nevis will be a team of students from the Nevis Sixth Form College, including Jeran Webb, T’Geonique Hunkins, Lauchele Herbert, Shirmia Thompson, Kijari Huggins, and President of the LDS, Khalia Huggins-Simmons. As the champions of LIDC 52, Team Nevis will automatically advance to the semifinals and, if successful, the finals.

“We got the moots late last year so we’ve been working hard over the vacation and still now, preparing for those,” said Huggins-Simmons. “For the semifinals our debate topic or moot is ‘Parental leave should be equal for both mothers and fathers’, and the finals moot would be ‘Caribbean youth will not reach their fullest potential without adequate soft skills training’.

“There is a lot of pressure because not only did we win finals, but we had three debates last year and we won all three of those. So the standard is pretty high, but I believe in my team and I’m confident we’re going to win.”

The team will compete with a few new debaters, who expressed eagerness to compete, having participated in mock debates over the past few months.

Mrs. Kerilyn Edwards-David, Deputy Principal with responsibility for the Nevis Sixth Form College and LIDC Coordinator, emphasized the team’s preparation and financial challenges.

“We will be traveling on March 5th and the competition starts on March 6th. We debate on March 7th and March 8th, and then we return to Nevis on March 10th,” she stated. “This year, traveling is very expensive, so we have been working extremely hard to raise funds. We have had several fundraisers in term one.

“This term, we are currently hosting a raffle. The raffle prizes are a 55-inch smart TV, music festival tickets for Thursday, Friday, and Saturday night, and dinner for two at Oualie. The raffle ticket prices are $25 per entry. So I’m encouraging everyone to purchase a raffle ticket and help us raise funds.”

The raffle drawing will take place on March 2nd at the Bank of Nevis Inter-High School Championship. Edwards-David also made an appeal to businesses and individuals to contribute generously towards the team’s expenses to ensure their participation.

The 2025 Leeward Islands Debating Competition will see five territories—Nevis, Anguilla, Antigua, St. Kitts, and host St. Maarten—compete in a battle of intellect. Team Nevis will face the winner of debate number one in debate number three on March 7th. The grand finale on March 8th will feature the winners of debate two and debate three.

As Team Nevis sets its sights on retaining the championship, the island rallies behind them with full support and anticipation for another victorious performance on the regional stage.

Health Ministry Officials Talk Customer Service Improvements At Hospital

By: Spokesman Newsroom

BASSETERRE, St. Kitts (Thursday 20th February 2025) – Permanent Secretary in the Ministry of Health Curtis Martin has underscored the government’s commitment to improving customer service at the Joseph N. France (JNF) General Hospital.

Speaking on the weekly ‘In Focus’ programme aired live on Wednesday 19th February 2025, produced by the St. Kitts and Nevis Information Service (SKNIS), he highlighted ongoing efforts to enhance patient care and service delivery within the healthcare system while interacting with host Ian Richards.

He acknowledged the critical role played by healthcare workers and the necessity for structural reforms.

“First of all, allow me to express my thanks, my fervent thanks to the staff of the Ministry of Health who come out every day to bat in defense of providing healthcare service to our people. They make tremendous sacrifices, and I want to compliment them highly,” Martin said.

As understood, one of the primary areas of reform has been customer service at JNF General Hospital.  Martin emphasized the shift towards a patient-centered approach, ensuring that individuals not only receive medical care but also have a positive experience.

“And then this is really about customer service, patient service-and it’s not even patient service but patient service experience because service is outward looking, experience is inward looking. And we want to make sure that when people walk away that they can in fact say that they would have had a good experience,” he explained.

“We see about 29,000 people at JNF annually. So that tells you the foot traffic and the footprints. The JNF has a lot of good stories despite now again you’re going to hear some negative news and elsewhere we can tell that there are a lot of good stories and we have very good competent people. Anytime we bring in experts and specialists to look at our healthcare services, one of the things I always say is you have some competent staff. So there’s no shortage of talent in the Ministry of Health,” Martin stated.

He explained that his mandate, as directed by Prime Minister and Minister of Health, Dr. Terrance Drew, was to stabilize the ministry’s finances, human resources, and operations while initiating a transformation process.

“…And so we had to focus on building some resilience and the ability to maintain essential services in the face of inevitable shocks such as hurricane economic downturns and the surge demand for services in terms of epidemics and mass casualties…” he stated.

Director of Health Institutions Dr. Jenson Morton acknowledged that customer service has historically been an area requiring significant improvement. He credited Mr. Martin’s human resources expertise for making a difference in this regard.

“With Mr. Martin, his background in human resources and customer, it’s actually very good because that was one of the areas that we needed some strong assistance within health.”

He elaborated on how simple interactions, such as how a doctor or nurse communicates with a patient, can influence public perception.

“If it’s one area that we used to get a lot of licks for, it was just aspects of customer service, things like answering a phone, speaking with someone, how you put your face, the words that you use. You’d be surprised the amount of times up in the hospital when the doctor or the nurse they did nothing wrong like what they did; the advice they gave was absolutely perfect and sometimes it’s the tone, it’s the way in which it was said.”

One example he highlighted was how patients seeking a basic service, such as a blood pressure check, are advised to visit a health center instead of the emergency room.

“You have to be very careful with how you say it because the person can take away from that: ‘You’re running them.’ Like, ‘I went to the hospital, and they run me. They don’t even want to do this.’ But you have to go the extra mile, you have to explain to them and say, ‘We are very busy right now. If you choose to stay, it’s going to take quite some time, but you’ll get seen much faster if you go to the health center. They can give you all of the help you need.’”

Dr. Morton credited Mr. Martin for personally ensuring that all staff understand the importance of quality service.

“Mr. Martin in particular he has been going through all of the parts of the staff to make sure that everyone understands the importance of service and the quality of service and that bridged a major gap and it’s already being felt because the general public, those that choose to be honest, sometimes people cling to the negative, but those that choose to be honest, they’re already admitting that the quality of service that they’ve been getting has been increasing. That’s one thing.”

According to him, the leadership team at the Ministry of Health has adopted a collaborative approach to decision-making, with weekly meetings ensuring smooth communication.

“As a leadership team in health, because it’s multiple persons and it’s so big, we come together every single week, we meet every single week, all of the important information is exchanged simply because we are scattered in so many different areas.”

He credited Mr. Martin’s leadership for maintaining these regular discussions.

“And Mr. Martin being the one at the helm, it helps. Because I would be honest, if it were up to us, we would always claim that we are too busy. But Mr. Martin is the one that insists every single week, no matter what…unless, if something’s super major.”

Reckless Driving Persists Despite Stiffer Penalties-Why?

0

The reckless behaviour on our roads is as infuriating as it is alarming. Even with stiffer penalties in place, some drivers continue to speed, overtake carelessly, and disregard the rules of the road. Why?

In recent times, road fatalities and injuries have sparked public outcry, calling on the government to impose harsher measures to address reckless driving. Tougher penalties have been introduced to curb the dangerous habits that threaten lives daily. Yet, here we are-still gasping at the unchanged and unacceptable actions of some motorists.

This reality makes one thing painfully clear: road safety is an individual responsibility. It should not take fines, injuries, or even deaths to compel drivers to exercise caution. If it does, then we must question the selfishness behind such behaviour. Every time a driver chooses to speed excessively, ignore road signs, or take unnecessary risks, they are gambling with lives-not just their own, but those of innocent road users, including pedestrians and other motorists.

That said, credit must be given to those who do drive responsibly-the ones who understand that getting to their destination safely is far more important than getting there quickly. These drivers respect the rules, remain alert, and consider the safety of everyone on the road.

However, recklessness is not limited to drivers. Another concerning issue is the behaviour of some early morning pedestrians who use the roads for their health walks and even those who might choose to walk to work or elsewhere. Some fail to wear reflective vests or light-colored clothing, making them nearly invisible in the dim morning light. This too is dangerous and irresponsible. Pedestrians must recognize their role in road safety. Just as drivers are expected to be cautious and follow the rules, pedestrians must take steps to ensure they can be seen by oncoming traffic.

The road is a shared space. Whether behind the wheel or on foot, every individual must commit to responsibility, awareness, and consideration. Let us not wait for another tragedy to remind us of the consequences of reckless behavior.

Ministry Of Education Enthused About Continued Collaboration With The Harmonized OECS Pearl Curriculum

0

Basseterre, St. Kitts, Wednesday, February 12, 2025: Ministry of Education officials are looking forward to the unfurling of the harmonized OECS Primary School Curriculum: OECS PEARL (Programme for Educational Advancement and Relevant Learning).

Having contributed to and collaborated on the local leg of a mission organized by the OECS Commission last week, officials got a first-hand look at the online hub, which promises to revolutionize the way primary education is delivered across the region. The digital platform provides teachers with access to structured lesson plans, instructional resources, and assessment tools aligned with the harmonized curriculum.

Locally, the Ministry introduced pilots of an enhanced curriculum for primary schools starting in 2020 in grades 2 and 6. It has continued to introduce pilot programmes at the remaining grade levels up to 2023. Based on its experience, the Ministry has been able to share invaluable insight with the OECS Commission PEARL Team.

During the mission, Ministry of Education representatives engaged in discussions with OECS officials and local educators to assess the platform’s readiness for full implementation. Teachers and curriculum officers also participated in demonstrations, exploring how the system can be integrated into daily classroom instruction. The OECS team also met with the Director of the Education Media Unit, Ms. Maria Crawford, and her team to discuss strategies for effectively utilizing multimedia resources in the rollout of the OECS PEARL curriculum.

The OECS PEARL initiative aims to enhance learning outcomes by standardizing curriculum content across OECS member states while allowing for localized adaptations. The online hub is designed to support educators with professional development materials, facilitate resource-sharing, and encourage collaboration among teachers across different territories.
