Non-National Couple Charged For Breaking COVID-19 Quarantine Rules

BASSETERRE (Friday 19th February 2021) — A non-national engaged couple was arrested and each fined $5,000 after breaking COVID-19 quarantine rules to meet face to face at a hotel perimeter fence. American national Guiseppe Macon-Goudeau arrived from the USA on 31 January and was quarantined at an approved facility. On the same day he left his room and met with his fiancée Amanda Chang, a Jamaican national from Nevis, at the fence. The contact was captured on surveillance. Five persons including Chang were quarantined for 14 days; all tested negative. Both appeared before the Basseterre Magistrate Court on 17 February where they pleaded guilty to the charges.
