Europe dominates the top spots in the latest Henley & Partners rankings of the most sought-after investment migration programs, with Malta securing 1st place in the Global Citizenship Program Index for the seventh consecutive year, while the Portugal Golden Residence Permit Program tops the Global Residence Program Index again. The programs are appraised by a panel of distinguished independent experts considering a broad range of factors including country risk, industry practices, due diligence and compliance, and program transparency.
In the Global Citizenship Program Index, Malta holds 1st place with a score of 77 out of 100. Austria is 2nd with a score of 74 and Montenegro 3rd with 72. Joint-4th spot is shared by North Macedonia, St. Kitts and Nevis, and St. Lucia, each scoring 70. The Antigua and Barbuda and Grenada programmes share joint-5th with a score of 69, Dominica is 6th with 68, Turkey 7th with 67, and Jordan 8th with 66. Dr. Juerg Steffen, CEO of Henley & Partners, noted that the firm received 80% more enquiries in 2021 off the back of an already record-breaking year in 2020, with dramatic upswings of interest from North America, the EU, the UK, and Australia.
