PAP Beneficiaries empowered to navigate the ‘World of Work’

Basseterre, St. Kitts, 7th November, 2023 (Ministry of Social Development and Gender Affairs): Over thirty beneficiaries of the Poverty Alleviation Programme (PAP) are better equipped to navigate the ‘World of Work’, after a three-week Job Training workshop which ran from October 17th – November 2nd, at the St. Johnston, Old Road, and Newtown Community Centres, and culminated with a closing ceremony at the NEMA Conference Room.  

The workshop, hosted by the Ministry of Social Development & Gender Affairs in collaboration with the Ministry of Employment and Labour, covered several important topics, including Resume Preparation and Job Search, Workers Rights and the role of the Ministry of Employment and Labour, as well as Work Ethics and Guidelines to maintain a job, including punctuality, respect and good customer service.  Role plays, simulation exercises and mock interviews also formed part of the training, as did an important session on Occupational Health and Safety, which allowed participants the opportunity to assess the hazards/safety features of local buildings


Ms. Lucinda Francis, Head of Employment and Training at the Ministry of Employment & Labour, explained that the workshop was targeted to unemployed persons who were currently receiving the PAP stipend, but who were desirous of securing employment. Speaking at the close of the training, she noted, “The workshop was successful. There were lots of questions – it was very interactive, and the presentations were excellent. Participants learnt about rights and responsibilities, professional attire, and holiday pay, amongst other topics. The feedback received from the participants spoke to the training as being useful. Many indicated that the knowledge gained would help them find employment, and some have already received interviews”, she said.

The Ministry’s focal point for the Workshop, Case Manager Ms. Carisma Mulley, also endorsed this view, noting that the Ministry was happy to help unemployed persons ‘get a hand up’ and improve their employment prospects. “We had a good number of participants, and although we expected a bit more – those who attended were receptive and engaging. It was very successful”, she concluded, adding that the workshop formed part of the Case Management process for PAP beneficiaries.

An important aspect of the restructured PAP Programme, Case Management assists beneficiaries to improve their financial situation and eventually graduate from the Programme through important self-development exercises on Financial Education, Goal setting and Job/Interview training, amongst other topics.  

The Ministry extends thanks to the facilitators and staff of the Ministry of Employment and Labour for their continued partnership in this national endeavour.

MINISTER DUGGINS PLEASED WITH IMPLEMENTATION OF INTELLECTUAL PROPERTY IN SPORTS PROJECT

Basseterre, St. Kitts, November 07, 2023 (SKNIS): St. Kitts and Nevis’ Minister of Sports, the Honourable Samal Duggins, is pleased with the relationship between the Federation and the World Intellectual Property Organization (WIPO), which launched a unique project focusing on the intersection of Intellectual Property (IP) and sports.

The IP in Sports Project was launched on November 01, 2023, at the Department of Sports Conference Room at Port Zante. It entails a diagnostic review of the nation’s sports ecosystem and enhances awareness and effective use of IP tools in the context of the sports industry.

At the Prime Minister’s Press Conference with Cabinet Ministers on November 07, 2023, Minister Duggins said that this project is very dear to him as he has ministerial responsibility for the creative economy. He noted that previous engagements with WIPO officials set the stage for today’s success.

“When they came back with this project, and they said that St. Kitts and Nevis would be the first, I was extremely delighted because here it is, a very practical approach to intellectual property and its benefits to our people, and it started with sports and it started with St. Kitts and Nevis,” the Minister of Sports stated. “These are the things that we as ministers are here to do. We are here to bring real results to our people…”

Honourable Duggins thanked Prime Minister the Honourable Dr. Terrance Drew and Attorney-General the Honourable Garth Wilkin for their support in this matter, as well as the staff at the local Intellectual Property Office.

At the WIPO Ministerial Level Meeting for Caribbean Countries on November 06, 2023, Prime Minister Dr. Drew said that the government will continue to “invest in education and training, to nurture our talent, and to provide them with the tools they need to succeed in a globalized world.”

Harris Talks “Playing Politics” In Bank Mismanagement Accusation

BASETERRE, St.Kitts (Thursday 24th August 2023)- Leader of the opposition People’s Labour Party (PLP) and immediate former prime minister Dr. Timothy Harris is accusing Prime  Minister Dr. Terrance Drew of the St.Kitts-Nevis Labour Party (SKNLP) administration of “playing politics” on the topic of the Development Bank.

Responding to a question posed by a local reporter at a PLP press conference held on the morning of Wednesday 23rd June 2023 about the near collapse condition situation of the bank which the new government met, Dr. Harris claimed no stabilization is necessary.

“There is no stabilization necessary in relation to the bank. It’s just for the government to do its duty as a shareholder of the bank; as the entity which would have requested the bank to pursue certain socio-economic policies… and then you ask yourself why he chose Development Bank except for politics,” he commented. 

“whenever he speaks you could hear a meanness about him, he’s after somebody, he has to embarrass somebody…,” Dr. Harris also claimed.

According to him: “When Dr. Drew attempts to create a scare or to scandalize somebody, it tells me that he is out of his depth. He doesn’t understand the realities of the very organization. When he said he stabilize what does he mean? How can he as an external party stabilize the bank and not the board of directors, and what did he do?”

Meanwhile, Finance Minister Dr. Drew who spoke on Freedom FM’s ‘Issues’ programme  that afternoon while maintaining that the matter is a serious one linked to mismanagement under the Harris-led government, said in part: “I would have allowed the processes to take place to gather the information  in such a way that when it is presented, it is factual…and that it does not have any  inkling of malice or targeting but really laying  facts out and allowing  the facts to fall where they may, and so I have been objective.”

The PLP held its first press conference following its convention held in June 2023.

Dr. Harris said the party has embarked on a programme to build out.

“The People’s Labour Party has emerged from that convention bigger, stronger and we are better together. The People’s Labour Party is ready to serve the beloved people of St.Kittts and Nevis. Over the last 12 months, we have observed, analyzed, did our introspection and our prospection.”

He added: “We have embarked methodically on a programme to build out our party- as we indicated bigger, better, stronger together. We have made substantial progress in this regard with the organization of the People’s Labour Party in all constituencies and in activating the units of the Party. We are meeting regularly and various subcommittees are now active. We in the PLP are preparing ourselves well for the future. In a manner of speaking, the future is here with us.”

PM Drew On Development Bank Situation: ‘I am Speaking Facts Not Malice’

BASSETERRE, St.Kitts (Thursday 24th August 2023)- “If you live in a glass house, don’t throw stones, and I would delve deeper into the Development Bank so people can understand the state of the bank, and that is why we had to do a forensic analysis of the bank. The bank was mismanaged, the bank was run like a bar shop by the former CEO [Chief Executive Officer] who is the brother of the former prime minister [Dr. Timothy Harris].”

So said Prime Minister and Minister of Finance Dr. Terrance Drew during his appearance on Freedom FM’s ‘Issues’ programme aired live on Wednesday 23rd August 2023 whereby he noted that on the matter of the development Bank, he is laying out facts and that there is no inkling of malice or targeting about the situation, as he touched further on the hot topic.

“We know that no audit took place in the bank in 2018. If you’re running prudent financial institution  then you must do audit so even that alone tells you that if one has an institution and that institution supposedly runs well, one of the most important requirement is that an audit is done and the bank had not been audited.”

The Finance Minister added: “Of course that put the bank in a bad light to the point where the CDB [Caribbean Development Bank] and other financial institutions refused or stop doing business with the bank because of how it was being managed. No audit in 2018…when people don’t do audit, it is grossly irresponsible, it gives the opportunity for corruption, it is a way to hide corruption and bad dealings in financial institutions by refusing to do audits. We thought, since the government changed to do business with other institutions, and the first thing that these institutions are asking for is the audit. So, even on the basis of no audit, the institution was grossly mismanaged.”

He pointed underscored why more information was not laid out earlier.

“I know that I have been criticized for not laying out a lot more information earlier, and I would say to people that I am mindful that I was also being responsible to make sure that the information comes would be information that is reliable and information that would have been properly researched. So, I think taking that approach, at least people would reach the point to say this was done prudently.”

PM Drew said highlighted that that the bank “owes $334 million, well over a quarter billion dollars under last administration.”

Additionally, he disclosed that the bank owes the government $89,500,000 [eight million five hundred thousand], National Bank is owed $25 million, SIDF [Sugar Industry Diversification Fund] is owed $57 million and Petro Caribe is owed $11 million. He also mentioned the roughly $120 million loan owed to Social Security which is being currently serviced by the government.

“So, they were taking money from a lot of different places because they could not go to international or regional institutions to borrow because of bad practice and lack of transparency and the fact that they refused to do an audit. So, the Development Bank was in serious trouble but as I said I did not speak because I did not want total confidence to be lost and so we have stabilized it and as a result of that you can see where the bank was grossly mismanaged,” the Finance Minister stated. 

EDITORIAL: Young People Please Behave (Friday 25th August 2023)

Of course this message goes out to all the young people who have the opportunity and potential to change their naughty behavior. I do not mean the naughty childhood behaviour that all of us experience growing up which warrants being grounded, placed in the naughty corner, get a disciplinary spanking or timeout from electronic devices. Nope. That is not what I mean at all. What I am talking about is the delinquent type of behaviour that brings about disrespectful and violent behaviour patterns which attract the response of police and others in authority. In other words, the type of behaviour that law and order frowns up and administers the appropriate punishment such as fines and lengthy jail sentences.

Now, some of you reading this headline of this editorial piece might say such is easier said than done because of the realities of some young people who are experiences challenges in their lives. But if some of us can draw to that conclusion so easily and quickly, then we should all be asking what we can do as a society and individuals to positively impact the lives of our at risk young people.

It is not just the responsibility of parents/guardians, teachers and religious leaders.

Kudos to those in society who have made it their focus to invest in our youths thus doing their part to nurture positive character development. We often say that children are the future, and so seeing those type of actions is quite comforting because it shows that the investment in our youths is seen as priority. For example, while students on summer vacation, many of them have been engaged in fun and educational camps.

Hearing about young people in their teens and twenties and even thirties going to jail is too heartbreaking. The automatic reaction is disappointment and sadness, and more so surprise and shock when we read or hear about their ages and/or know them personally.

Wanting to live the fast life and get fast money is a problem and a current hot topic. This is the glamour that some young people see. The image of fast life glitters to them but this way is not golden; it is trouble.

Prisoners who have spent a lot of years behind bars deeply regret it, and some of them have even turned into advocates in discouraging other young people from following a life of crime. They have learnt their lessons. They preach that they have been rehabilitated and are proud of it though they wish they had never made such poor decisions.

Life is about learning lessons and often time people who have experienced certain challenges make it their business to educate others in avoiding the pitfalls of life. Some people take the free advice and try to abide by the ‘prevention is better than cure’ guidance.

Again, the fast life is not the way to go. Do good.

Would-Be Ram’s Robbers Charged By Police After Car Search

BASETERRE, St.Kitts (Thursday 24th August 2023)-Police have informed that three men have been charged for intending to rob Ram’s Supermarket on Nevis, three days after a car chase incident.

Accused are Clijuarn Henry of Rawlins Village, Nevis; Kennedy Rodriguez of Shadwell (Pine Garden, St. Kitts); and T’iquan Pennyfeather of Conaree Village/Monkey Hill (St. Kitts), for the offence of Assault with Intent to Rob.

Information coming from the police Public Relations Office, all three were each charged on three (3) warrants for the offence of Assault with Intent to Rob, and that “The charges follow a search that was executed on the vehicle being driven by Mr. Henry.”

Reportedly, the trio was charged on August 23rd 2023 with Henry being charged at the Newcastle Police Station, Mr. Rodriguez being charged at the Charlestown Police Station and Mr. Pennyfeather being charged at the Cotton Ground Police Station.

Police also say that the search followed a brief chase by law enforcement on August 20th 2023 that ended with Henry colliding with a wall along the Brown Hill main road in Nevis.

According to the local authorities, the vehicular search resulted in the collection of some items of evidential value and the apprehension of all three males by Police.

In respect to this incident, police in an initial report said that at approximately 2:30PM on August 20th, 2023, five (5) armed assailants attempted to rob Ram’s Supermarket on Nevis.

Preliminary investigations have revealed that the assailants attacked the security guard with an umbrella and attempted to rob the cash tills. As they were unable to access the tills, the robbers fled the scene in a vehicle they stole from a customer who was entering the supermarket.

The stolen vehicle was abandoned by the robbers and recovered by Police at Long Point.

Shortly after receiving the robbery reports, Police pursued a vehicle with four (4) suspects in the Brown Hill area. During the chase, the vehicle crashed into a wall and one (1) suspect fled the scene on foot. The other three (3) suspects were taken into Police custody.

The Royal St. Christopher and Nevis Police Force is sincerely thanking the general public for their cooperation and assistance on this and other matters.

Meanwhile on St.Kitts, police have charged a young man in connection with robbery at Ram’s Cash and Carry in Bird Rock.

23- year-old Kiaeem Carty of New Road, St. Kitts has gotten six (6) charges laid against  him, namely one (1) count of Robbery, one (1) count of Possession of Firearm, and one (1) count of Possession of Firearm with Intent to Endanger Life following offences committed on June 21st, 2023.

Opposition Party Leader Grades SKNLP One-Year In Office

BASSETERRE, St.Kitts (Thursday 10th August 2023)– Leader of the opposition People’s Action Movement (PAM) Shawn Richards has given the St.Kitts-Nevis Labour Party (SKNLP) administration a one-year in office failed grade linked to areas of the party’s manifesto.

Speaking at a live PAM press conference held on Thursday 10th August 2023, he claimed: “This is essentially a one-term government in free-fall; fumbling, floundering and feeling in the dark unable to gain any traction in the critical areas measured by their own manifesto.”

Leader of the opposition People’s Action Movement (PAM) Shawn Richards has given the St.Kitts-Nevis Labour Party (SKNLP) administration a one-year in office failed grade linked to areas of the party’s manifesto.

As gathered, the PAM’s areas of criticism in accusing the present government of unfulfilled and unaddressed promises includes PAP (the Poverty Alleviation Programme), the Alternative Lifestyle ‘Peace Programme’ (now renamed Elevate), housing allowance for service personnel as well as financial incentives for alarm system, solar panels and water catchments.

Richards added: “Given the dismal state of affairs …in just about every sector in the public service, therefore the PAM has no option other than to assign ‘D’- fail-for the colossal management of our country’s business that this Labour administration has perpetrated over the past year.”

With the Team Unity coalition broken up going into the August 2022 general elections, the two former two political leader partners of PAM and PLP (People’s Labour Party) contested against each other with their separate slate of candidates for all eight constituencies as did the SKNLP which captured six (6) seats.

Richards of Constituency Five and PLP leader, immediate former Prime Minister Dr.Timothy Harris of Constituency Seven both retained their seats.

PAM and the CCM (Concerned Citizens Movement) led by Premier Mark Brantley had publicly criticised Dr. Harris’ leadership .

In April 2022, Richards, the then Deputy Prime Minister accused Dr. Harris of having cash-starved projects of cabinet colleagues.

“Many of the projects to be undertaken by CCM, PAM and even the other PLP minister were frustrated and starved of money from the ministry of finance, and the reason was to make us look bad and make one man look good because later he would implement some measures and claim that only he was responsible,” he stated then.

After taking office, the new administration led by Prime Minister Dr. Terrance Drew publicly accused the former government of poor management including that of the country’s finances, according to findings which revealed that the country was operating in the red for the overall funding as it relates to budget under the previous administration.

In his speech delivered during a one-year anniversary thanksgiving church service held on Sunday 6th August at the New Birth Gospel Tabernacle, PM Drew stated in part: “

“Over the past year, we have faced challenges head on and achieved significant milestones. Together we have strengthened focusing on prosperity, inclusivity, sustainability, transparency, integrity and progress for all. Together, we revitalized our economy going from a deficit to surpluses in the first quarter of 2023.”

Parliamentary Representative, History Enthusiast Discuss Teaching Local History In Schools

BASSETERRE, St.Kitts (Tuesday 8th August 2023) – History enthusiast Ras Iyah of the Nyabinghi Theocracy Order has underlined the importance of the history of St.Kitts-Nevis being part of school’s curriculum “so that we can see that the youths can have a sense of urgency on what this initiative really stands for.”

He made the appeal while appearing on a weekly episode of ‘Conversations Reflections & the Way Forward’ Independence 40 Panel Discussion series held on Thursday 3rd August 2023 with interviewer Ian Richards on topic of the historical accounts of 1935 Buckley’s Uprising.

Government minister, Parliamentary Representative For West Basseterre (Constituency Three) Konris Maynard, who appeared on the panel discussion also, expressed that cabinet is committed to the topic of the local history curriculum in schools.

According to Ras Iyah: “These history [details] need to curtail and put forward in the curriculum for our youths to have a sense of who and what they really coming from and where they going.”

“It’s a very shame to see our own history can’t be taught to our youths in the curriculum but the things that we enhance are coming from the same people under the European colonialism. I went through it. That’s why I could talk about it basically because when you look at it I didn’t know anything about the Buckley’s Uprising while in school. I know it while I reached out as a Rasta and I take in depths study in what this meant to us as being a historical record to our people to be significantly standing here today to say thank you for what they have done,” he said further.

Asked about the importance of having such topics being integrated into the curriculum in schools, Maynard replied: “This is something that I know that the cabinet is committed to; finding ways in how we will make this compulsory for persons to learn our history.”

He continued: “I understand now that history is optional in [secondary] school. When I was in school, it was not optional. That’s something that we need to look and even if it’s optional at that level in terms of our own local history, we should make sure  that it is part of the curriculum just as it is in some other countries where it’s a rite of passage; you have to pass through that history in order to be deemed fully a citizen, and we have such an extraordinary book of history  that we have to tell the story, and so the Cabinet is committed to that and out of the committee we’ve formed and the plans that we have , we have a number of key historical events that we’re going to insist and ensure that our children are keenly aware of what transpired many many years ago.”

Maynard shared his view that the Buckley’s Uprising led to the growth of democracy in the English- speaking Caribbean.

“It is because of that particular event that led to a number of inquisitions. It allowed for Labour unions to become legal which then led to the working class having more to say. It then led to adult suffrage in a number of these countries [Trinidad, Jamaica, Belize, and Honduras] including in St.Kitts and Nevis. So, it led to political victory of the people in these countries which led to democracy so I consider the uprising to be the birthplace of democracy and I think the people of St.Kitts and Nevis should really register this as something significant that St.Kitts and Nevis had a role to play in the development of democracy in the Caribbean.”

In giving an overall synopsis of the 1935 Buckley’s Uprising, Maynard highlighted: “Back in the 1930s the working conditions in St.Kitts and Nevis had deteriorated and over the workers were asked to do more work for less pay. In December 1934 or thereabout, there were some estates which offered a little bonus for work done but the estate in Buckley’s refused to give that little bonus although their pay was significantly small, the bonus was also  significantly small, they did not get it , and the workers felt aggrieved by that and they went to their estate  manager which was Dorbridge at the time… seeking some assistance to help them in their impoverish state really and he refused and so a group of those workers started marching around St.Kitts to other estates to garner support and then they came back around to Buckley’s Estate. This was around January 28th or thereabout in 1935. Dorbridge was still unmoved and resisted and I think he-if my history is correct-fired some shots and what ensued was an altercation between the workers and the estate manager. Stones were pelted and so on, and a riot broke out… It became a big riot such that…defense force at the time could not contain the crowd. Three persons lost their lives [Joseph Samuel, John Allen and James Archibald] throughout that episode, nine persons were injured and this caused obviously a great alarm in the country and this is what is termed the Buckley’s Uprising when the workers decided that they were standing up for their rights…”

Say No To Idle Hands This Summer

There is an old local well-known proverb ‘Idle hands are the devil’s workshop’ or as locally put ‘De devil find wuk for idle hands’ which basically sums up that if you are not involved in doing good and positive you just might be attracted to doing the opposite of goodness. Other versions say mischief will find some who is bored or unoccupied as well as who does not have anything to do will participate in something that would get him or her into trouble.

Another saying has similar sentiments about an idle brain.

Now there was a video that was recently circulated as police were trying to track down three juveniles who were being sought after for alleged malicious damage. Well, certainly after being caught those three have gotten a lesson along the lines of another popular teachable lesson that ‘Night run until day catch it or even  better yet suited ‘What happens in the dark must come out to light.’

Now, this is summer time and although there are many of youths who will be engaged in participating in workshops and other session which add to civic-mindedness, self-discipline, respect for others, team work along with other positive character development, there are still many others who unfortunately will have plenty free time this time around without any structure of guidance from adults or other guardians.

There are some, of course, who are quite well-behaved and will find productive activities. But the concern is over those who might bend to bad peer and as a result will stray away from the straight and narrow path.

Now back to those three young man whom police say are responsible for multiple incidences of Malicious Damage to passing vehicles on the F. T. Williams Highway on St. Kitts.

The young men have put themselves in a position which saw them being apprehended by the police and then interviewed in the presence of their guardians. And after being interviewed, each was released into the custody of his guardian.

And now what is next for them is that their cases will be heard at a later date by the Child Justice Board. So they are on standby until then.

Now what could have been a carefree and fun summer for them have turned into a life lesson that are sure never to forget, and all because of idle hands.

It is hoped that these young have learnt a lesson that would serve to shape their lives for the better.

Hopefully, other children and other young people would help to deter from the serious consequences of ‘idle hands’.

Boys Running Away In Video To Appear Before Child Justice Board

BASSETERRE, St.Kitts (Thursday 27th July 2023)-Three juvenile males seen running in surveillance footage, after allegedly being involved in malicious damage, are expected to appear before the Child Justice Board to answer about multiple incidences of malicious damage to passing vehicles on the F. T. Williams Highway.

A 0:13 second video which circulated via social media on Monday 24th July 2023 shows the three boys looking back while running.

Via its official facebook page (The Royal St.Christopher and Nevis Police Force) had initially informed the public that they were seeking the public’s assistance in identifying the three individuals seen in the footage provided.

 It was shared that those persons were suspected of committing multiple instances of malicious damage along the F.T. Williams Highway between July 10, 2023 and July 21, 2023.

A follow police statement issued three (3) days after on Thursday 27th July revealed: “The Police have successfully identified, with the general public’s assistance, the three (3) persons responsible for multiple incidences of Malicious Damage to passing vehicles on the F. T. Williams Highway on St. Kitts. The three (3) males, all juveniles, were brought to the Basseterre Police Station by their respective guardians on July 26th and July 27th, 2023 respectively. There, they were each apprehended and interviewed in the presence of their guardians. Following said interviews, each male was released into the custody of his guardian.”

It was also disclosed that: “Their cases will be heard at a later date by the Child Justice Board.”

The Royal St. Christopher and Nevis Police Force has also extended “deepest gratitude to the general public for the assistance that aided in this matter’s timely resolution.”
