UN Team to Investigate T&T Complaints in Controversy Surrounding Repatriation of Venezuelans

PORT OF SPAIN, Trinidad, Friday May 4, 2018 – A complaint made by Trinidad and Tobago’s Prime Minister Dr Keith Rowley about a locally-based United Nations (UN) official’s “misinformed” comments following the repatriation of 82 Venezuelans last month, has got the attention of the UN’s Secretary General António Guterres.

Acting Attorney General Stuart Young says Guterres plans to send a team to Trinidad and Tobago to investigate the matter.

After the Venezuelans were repatriated on April 20, the Trinidad and Tobago government had faced criticism, including from UN Resident Coordinator, Richard Blewitt, for sending back the non-nationals, who were seeking asylum.

Rowley had written to Guterres, expressing discomfort and disappointment about the UN representative’s statements. He expressed concern about the misinformation that was being spread, and insisted that Trinidad and Tobago had followed the law. The Trinidadian leader said all the Venezuelans had been interviewed on camera and volunteered to return home.

Speaking at the post-Cabinet press briefing yesterday, Young said that in a teleconference on Tuesday, the Prime Minister and Guterres had a “positive, productive, vigorous and detailed conversation”.

During that conversation, Rowley said he felt aggrieved that a UN representative had criticized the country before consulting with the government to ascertain the facts.

Young said that during the discussion, Guterres indicated he had not been aware of the controversy before T&T’s ambassador at the UN, Penelope Beckles, conveyed the government’s concerns and made a request for him to have a call with Rowley.

The UN boss subsequently said he would send a team of senior officials from the UN’s Refugee Agency (UNHCR) “to meet with Government to ensure that the right facts are put forward.”

No date for that visit has been disclosed.

Former Agriculture Official Recaps Open Day Growth

By: Precious Mills

BASSETERRE, St. Kitts (Friday 4th May 2018)-At a ceremony held on Thursday 26th April at the St.Johnston’s Community Centre to mark to 25th Anniversary of the Department of Agriculture’s Open Day event, a former top official, Dr. Jerome Thomas, highlighted the journey of the annual affair in his presentation dubbed ‘Synopsis: The Genesis and Growth of Open Day’.

Dr. Thomas informed that during the final quarter of 1993, he acted as Director of Agriculture until appointed to position on 1st April 1994.

“During 1993, the Department of Agriculture had a forestry division which had responsibility for the plant propagation unit. The focus of the unit was the propagation of the fruit trees and ornamental plants to the public. Fruit trees and ornamental plants were always in high demand but invariably the unit was unable to supply. During 1993, special emphasis was placed on increasing the propagation of fruit trees and a (marked).increase in the number of plants for sale was realised at the beginning of 1994,” he shared.

He said the Department was pleased with the output –input of the plant propagation unit.

He went on to say that he had discussion with the then Forestry Officer Henry Mills on how best the public could be informed about the increase availability of fruit trees and ornamental plants from the Department of Agriculture

According to him: “The initial thinking was that we would organise an exhibition for the plant propagation unit and invite the general public to view and purchase plants. During discussion with the forestry officer, I suggested to him that scope of those exhibitions would only be limited by the extent of our imagination.”

As understood, following such discussions, it was agreed to expand the scope of the exhibition to other departments of agriculture and the first open day was held on the grounds of the Department at La Guerite during 1994.

Dr. Thomas said it important to note that having conceptualised the idea of an open day, the proposal was discussed with his then colleague Director of Agriculture of Nevis Augustine Merchant who praised the idea and implemented the idea as well in Nevis during the same year.

“Together we were able in unity to launch the annual Open Day,” he noted.

The objective of the first open day was to showcase to the general public, the achievements in the agriculture sector as well as its stakeholders.

As gathered, the first open day was held at the grounds of the Department of Agriculture and the focus mainly was on crop-related activities, propagation plant unit, crop research unit, livestock as well as exhibits by farmers among other areas.

Dr. Thomas recalled preparation for the first open day, the team was on the site the night before up to midnight and returned 6am the following day to complete preparations for a 9am start.

He revealed that he first open day and many years after was held for one day only despite many requests for a second day.

“The first open day was successful and was well attended by the general public and in particular from the schools. All the trees in the plant propagation unit was sold in a few hours. It is important to note that for several years, fruit trees were always sold out and eventually we moved to selling the trees after open day because what happen is that the plant propagation space became empty because of strong demands for the fruit trees.”

Notably, during first few years, exhibits were mainly held in rooms adjoining the plant propagation unit and an area known as ‘The Shed’ but according to Dr. Thomas, use of the ground expanded on an annual basis.

Additionally, he said high level of participation was also observed by farmers and persons selling ornamental plants whilst pointing out that during the first five years, the scope of the Open Day widened annually which saw the participation by other governmental bodies such as fisheries, cooperatives and multi-purpose labs.

Aligned partners like CARDI (Caribbean Agricultural Research and Development Institute), the Republic of China (Taiwan) Agriculture Technical Mission also collaborated with the Agriculture Department.

This year’s Open Day event as usual was held at the Department’s Grounds in La Guerite in Basseterre, observed under this year’s theme ‘Implementing Sustainable Approach to Enhance Climate Resilience, Agricultural Marketing and to Advance Economic Agricultural Development’.

Opposition: Harris Hijacks Marijuana Commission

By: Spokesman Newsroom

BASSETERRE, St.Kitts (Friday 4th May, 2018) – Prime Minister and Minister National Security Dr. Timothy Harris has hijacked the work of the local Marijuana Commission.

That is the position of the Opposition St.Kitts-Nevis Labour Party as put forward by Chairperson Marcella Liburd at the Party’s monthly press conference held on Wednesday 2nd May- at the Koi Building located on the Airport Road- in response to Dr. Harris’ recent statement saying no to the legalisation of marijuana as she shared her Party’s opinion that time has come to decriminalise marijuana.

“There was nothing level-headed at all about it [Dr. Harris’ statement] and it was extremely one-sided but we’ve become accustomed to this sort of behaviour from someone who is more totalitarian and dictatorship like than anything that we’ve ever seen in this country and so he doesn’t wait for the Commission to complete its job; he just hijacks it (and) comes in and makes a pronouncement that ‘ no decriminalisation, no legalisation –nothing going on with this marijuana here in St.Kitts and Nevis so I don’t know why the commission people continue to waste their time and the money of the people of St.Kitts and Nevis’,” she stated.

Liburd disclosed that the Regional Commission on Marijuana was established by the decision of the 25th Intersessional Meeting of CARICOM heads of government in March of 2014 in St. Vincent and the Grenadines.

“Now if the marijuana issue reach the heads of government, you would know how very important an issue it is for the heads and certain people of the Caribbean. The heads mandated the establishment of a regional commission to address the issues identified and any other deemed relevant in order to provide clear guidelines, clear guidance to the conference with regard to decisions to be taken. The objective was to conduct a rigorous inquiry into the social economic, health and the legal issues surrounding marijuana use in the Caribbean with a view towards recommending whether there should be changes in the classification of marijuana for religious, recreational, medical and research purposes.”

According to Liburd, “based on a visit to St.Kitts and Nevis by the CARICOM Commission, we here set up a local commission which I understand is headed by D. [Hazel Laws] to carry out consultations throughout St.Kitts and Nevis and to report on their findings to the government.”

“The commission started out on its mission, its course and held several consultations with all sorts of persons of all walks of life and that mission is still not complete. Again, the whole point of the report is to inform policy because the Commission cannot make policy only the government can make policy so it’s just to inform policy,” she noted.

The SKNLP top official further remarked: “However, you could understand therefore the shock of the Commission and the people of St.Kitts and Nevis when they heard how the Prime Minister of St.Kitts and Nevis Dr. Timothy Harris hijack the work of the Commission …and laid down his own policy because he is the Prime Minister so he laid down his own policy in a one-sided rant which he made Friday at that ceremony.”

Liburd labelled Dr. Harris’ statement as being disrespectful.

“It was very disrespectful to the CARICOM Commission, to the local Commission and all those who genuinely thought their views would be heard when the commission held these consultations including Rastafarians and all other young people and local groups who turned out to these meetings to give  their views.”

She continued: “So why not wait on the report? The point is when the report is presented to Cabinet, you don’t have to agree, you don’t have to accept it but at least have the common decency to wait on the report and not jump in and abort the work of the report without even a word to them; extremely disrespectful but that is Dr. Harris and you have to learn that that is how he is so as usual he does not allow the Commission to complete its works and disrespects the voice of the people.”

Liburd pointed out that when PM Harris was asked about the marijuana issue at his recent press conference “he referred to the commission as though he is allowing the Commission to do its work and then we have this coming from his (being) usually dishonest and deceptive.”

In giving the SKNLP’s opinion on the topic, she said: “Marijuana like alcohol, like prescriptions drugs, junk food and the like has its pros and its cons but we believe that the time has come to decriminalise marijuana. We can have a discussion on the details of that, what that entails but the time has come and so we can save our young men from jail and form becoming criminals from a spliff. Too many of our young men’s lives have been destroyed because of a spliff. They get a criminal record which in turn affects their ability to get a job, to get a Visa and in many instances, it turns them into criminals when they become frustrated by having a criminal record for a spliff. We are saying, we must put an end to this and give our young men a chance.”
