Well-known Public Figure Takes Action In Calling For Sex Offender Registry Law in SKN

BASSETERRE, St.Kitts (Friday 4th December  2020)-Well-known public figure and social activist 30-year-old De-Syl Hamilton of Nevis is using his outspoken ways to bring action-oriented attention to an issue debatable described as a ‘deafening silent’ one in many societies, and that is sexual violence against women and children.

This media house recently had a telephone interview with Hamilton who told that he has been networking, both locally and regionally, in an effort to ensure achievement is made for additional legislation to exist in St.Kitts-Nevis in the form of a sex offender registry.

Protest organiser De-Syl Hamilton (right end) joined by others for week three on Thursday 3rd December 2020. November 25th to December 10th  marks the annual 16 Days of Activism against Gender-Based Violence under the theme ‘Orange the World: Fund, Respond, Prevent, Collect!’ A placard being held by Hamilton reflects support for such an observance. 

Additionally, he has highlighted that he is going about the proper channels including getting the involvement of the Ministry of Gender Affairs in putting a proposal document together to approach the relevant authorities including Premier Mark Brantley.

“I’m arranging with a number of individuals locally and regionally to have a sound proposal to present to the parliamentarians so they cannot ignore a unified voice of the society that is seeking to bring healing and justice, “he remarked.

Holding a placard with the words ‘PROTECT OUR WOMEN + CHIRREN’, Hamilton made his protest debut via a live video recording and a photo posted on social media, specifically Facebook, on Thursday 19th November 2020. Spot chosen is outside Premier Brantley’s ministry -housed at the Social Security building- for one hour on Thursdays for a period of four weeks.

“It (the photo) was shared over a hundred times which was really overwhelming for me because it shows that there are persons who really want the cause to be taken seriously. It has been a very powerful show of support. Persons told me that they received the photo in their WhatsApp group; one or two persons made the photo their profile picture.  This one person reached out to me saying they know a parent whose daughter is waiting on the court system to bring her some justice and that parent has shared that photo all her over social media platforms. So people are glad that someone is actually saying that we really need to pay a bit more attention to what is happening here in the society,” he commented.

Questioned about the objective of protesting, Hamilton told: “The objective of the movement is simple. It is to inspire all of us who have been talking about it to take some more action and also to have our leaders make amendments in our current sexual assault legislation and to start working on sex offender registry legislation. The registry legislation already exists in some countries in the Caribbean such as Jamaica, Trinidad and Belize.”   
He continued: “There is also a regional NGO [NON-Governmental Organization] entity called the Caribbean Committee Against Sex Crimes [CCASC] in Trinidad that is actually trying to push for all of the various CARICOM countries to come together and to work on a regional sex offender registry that would also work in collaboration with a sex offender registry in the United States of America.”

Hamilton informed that the person responsible for that committee “has reached out to me very recently since I’ve started demonstrating. This movement is big and it’s happening …and we’re going to be collaborating; they’ll be assisting with whatever support they can and they have partners in the US as well, and hopefully things get really going as we push for legislative change and society change as well because even if there is legislation, the persons who are responsible for putting these legislation into action, need to take action and we need to have support.”

As to what has motivated his protest move, Hamilton had this to say: “A few victims of sexual abuse have shared their stories recently. In our culture, we often stop and fall short of acting and I want to be the change I want to see in society so I’m acting on my conviction so that is what inspired me to do the demonstration because too often as a society we just sit around and also we don’t participate in civic responsibility as much as we should so I decided that I would take a stand.”

When asked about his choice of words for the first protest, he spoke about having seen different phrasing put out by various movements across the world but decided not to wait until he had the perfect words. He exampled the Black Lives Matter movement as well as #MeToo, relative to the general subject matter, which has been the movement against inappropriate behaviour, sexual assault in the United States.

“But in thinking about it, I didn’t want to wait until I had the perfect words or phrase before I actually go out and do something. I used the words ‘Protect Our Chirren and women, and Chirren [meaning children] especially is part of our local dialect, and the purpose for that word in particular was to make it more heartfelt and let everyone feel included regardless of their social status because we all know who the ‘chirren’ are, and so it brings a sense of warmness to it and is inviting so that people would feel that. It also shows that I am not ashamed of our local heritage,” he outlined.

Notably, some individuals have joined the ‘Protect Our Chirren and Women’ movement in a show of public solidarity with Hamilton.
“The movement is fresh but I have committed four weeks. As more and more people are inspired, we would schedule more demonstrations because we don’t want the country’s leadership to think we are not serious about the issue,” he expressed.

Hamilton said that the first protest spot has been chosen for two reasons.
“Firstly, Premier Brantley is the leader of the local Nevis Island Administration [NIA] and the CCM [Concerned Citizens Movement] administration. He is also the leader of the CCM administration that represents the interests of Nevisians in the federal parliament. Obviously, we would want our issues taken care of on a federal level because any laws that have to be put in place will have to go through the federal government so I’ll be taking the issue to the parliamentarians who will be taking the issue to parliament for us.”

Hamilton is well-known for having won the 2016-2017 crown for the Mr. Kool Competition and also the Mr. G-Cue Competition, respectively for Culturama in Nevis and Sugar Mas (St.Kitts-Nevis National Carnival).

Police Investigating Sexual Assault Incident

Basseterre, St. Kitts, December 02, 2020 (RSCNPF): The Police are investigating an incident in which a female juvenile was sexually assaulted in the Basseterre area on November 30, 2020.

Investigations so far have revealed that sometime before midday on Monday, a male assailant held the female around her throat from the back and took her into an abandoned house where he physically and sexually assaulted her. The assailant then fled the scene.

Investigations into the matter are ongoing. The Police are making a special appeal to persons who might have information regarding this incident to contact the Special Victims Unit (SVU) by dialing 465-2241 ext. 4252. The SVU can also be reached via cell phone at 662-7077. You may also contact your nearest Police Station or call the crime hotline at 707 where information can be given anonymously.

Updated Autopsy Report Involving Newton Woman Pending

BASSETERRE, St.Kitts (Friday 27th November 2020)- Members of the media are expecting a follow-up report concerning a young woman, 32-year-old Rochelle Bennett alias ‘Boom Boom’ of George Street, Newtown who was recently found unconscious with wounds about her body on a sidewalk in her community.

Details of an autopsy report from a police press release, issued on Thursday 26th November 2020, continues to be debated by members of the public but that report is currently on hold as the police public relations department has asked media workers to hold off on publishing or sharing the story relating to the autopsy until further update on the matter.

Police say some time after 4 p.m. on Sunday 22nd November, Beat and Patrol reported to the Criminal Investigation Department that a woman was found unconscious on the sidewalk along the Newtown Bay Road in the vicinity of the T-junction at the end of Sandown Road.

Bennett had a number of wounds about her body. She was transported to the JNF General Hospital via the Emergency Medical Service ambulance where she died late that night. 

Personnel from the Forensic Department visited and processed the scene in Newtown.

The Police are making an appeal to anyone with information regarding this incident to contact the Violent Crimes Unit by dialing 467-1887, 467-1888, 662-3468, their nearest Police Station or the crime hotline at 707 where information can be given anonymously.

Credible information reaching this media house indicates that the deceased originally hailed from Jamaica.

Up to press time on Thursday 26th November no further update was given.

Contacts Of Latest COVID-19 Positive Patients In Quarantine Too

BASSETERRE, St.Kitts (Friday 27th November 2020) – Contacts of the two travellers tested positive for the novel coronavirus (COVID-19) have been placed in quarantine while it has been indicated that the other passengers who took the same flight as them are too.

Chief Medical Officer Dr. Hazel Laws disclosed such information when she spoke at the National Emergency Operations Center (NEOC) COVID-19 Daily Briefing on Tuesday 24th November 2020.

“The protocols we have established have been adhered to and these protocols would have been followed along the corridor of containment between their arrival into the country at RLB International Airport and the hotel where they are staying. Contacts meaning the significant contacts of these two cases are presently being interviewed. The significant contacts are placed in quarantine. They are being tested and they will be monitored,” she commented.

According to her: “Our contact tracing system is quite robust here in the Federation.”

“All passengers who would have arrived in the Federation on this same flight last Saturday afternoon, they are in quarantine and they are confined to their rooms,” she added.

In touching on what happens in travelling, the CMO outlined the events surrounding passenger interaction.

“Let’s say you’re booked on a flight to the Federation via American Airlines or any other carrier. You would go to the international airport, you would be waiting in the departure lounge and so you would interact inevitably with passengers who are going on the same carrier and then once you are onboard, you would be sharing the same air space with the passengers on board. That three hour flight between Miami and St.Kitts-Nevis.”

Dr. Laws added: “Now if you were to say use the restroom, other passengers onboard also utilize the rest room and then once you would have landed here in St.Kitts and Nevis, there is interaction between passengers when they are disembarking and when they are making their way through RLB International Airport through the health screening unit through immigrations and customs  and then as they exit the airport and so as a result of this inevitable interaction all passengers who were onboard at this conveyance, they have been asked to remain in quarantine  confined to their rooms  while here or within  the first 14 days of their vacation in the Federation.”

Meanwhile, Chief of Staff at the Joseph N. France General Hospital and member of the COVID-19 national Task Force Dr. Cameron Wilkinson is calling on members of the public to be vigilant of the pandemic.

“If we let our vigilance wear thin, we can expect to see a spike in positivity rate and an overwhelming of our healthcare system as we would be unable to capture and contain these cases leading to viral spread in our communities.”

“We need not only to focus on the increased case numbers but the containment measures as well. We have reached thus far in this fight as a nation through our collaborative efforts with the all of society approach and should not let complacency set in and erode the gains we have made in containing this virus,” he said.

Dr. Wilkinson said a progressive cutting of corners in this fight will not bring back tourism and a thriving hotel industry nor return us to the norms we were accustomed to pre-COVID-19 in a hurry.

“We first have to get through this wave with everyone alive and well with hope of building a brighter tomorrow when we have conquered the virus with an effective vaccine,” he expressed.

He also stated that he understands the frustration when people say they want to get back to the old norms saying: “I, too, want to get back there, every single member of the task force wants to get back there but it does not mean we should ignore the risks posed by COVID-19 and abandon the fight. With the virus back in the Federation, our precautionary vigilance must be greater now.”

He then urged: “We must do all we can to prevent the spread of this virus and prevent it from getting a safe haven in our homes, churches, schools and workplaces leading to community spread.”

Following the reopening of borders on Saturday 31st October, the Federation has recorded three (3) present active cases with one on Saturday 21st November and two more on Tuesday 24th November; all of whom are visitors.

Overall, there is a count of 22 cases having been recorded with 16 on St.Kitts and 6 Nevis.

Passengers Attempting To Fake Process Negative COVID-19 Tests Frowned Upon

BASSETERRE, St.Kitts (Friday 27th November 2020)-Travellers attempting to use inaccurate test details to board flights to St.Kitts-Nevis, when they are expected to have a negative test result, are being frowned upon and asked to do it the right way.

Chairman of the COVID-19 National Task Force Abdias Samuel, speaking at the National Emergency Operations Center (NEOC) COVID-19 Daily Briefing on Tuesday 24th November 2020, informed that there are passengers trying to bypass the approval process by uploading wrong information and other things.

“You are jeopardizing the travellers who are travelling with you, you are jeopardizing the country at large and everybody else that you come into contact with. We are appealing to everyone who wants to travel to St.Kitts to do so and do so the right way,” he commented.

Samuel emphasized that “the reverse transcription polymerase chain reaction (rRT -PCR) test is what will be accepted and not no rapid test or any other type of test; please ensure. There are persons who are doing home kit testing and uploading these home kits testing. Those will not be accepted.”

“We are seeing a number of irregularities as it regards to the approval process where persons are attempting to circumvent the system with uploading wrong tests, wrong information and doing other things in order for them to travel,” he said.

He continued: “Persons are uploading receipts, persons are actually uploading things that cannot be verified. That will not be accepted, and let me repeat such uploads will not be accepted. Please ensure that when you upload your test, it verifies everything, the lab, the location of the lab, the information and all the regular information required; it’s very important that you do so. If you don’t do so and there’s no mean of verifying the test, your application will not be processed 

Samuel thanked the team that is doing the vetting process noting that the workers go as far as calling and emailing individuals to ensure that they understand what is required.

“Again, there is no need to panic…the corridor of containment is going well from the arrival process  at the international airport, our ports of entry to the processing by border agencies in immigration, customs and also our port health officers  and the transportation,” he said further.

Samuel underscored the appeal by the Chief Medical Officer to those working in the transportation industry namely taxi operators and water taxi operators.

“Please be mindful of how you manage. We have been doing well with the corridor of containment in terms of detecting, identifying and ensuring that there is isolation and containment and management of individuals who may be positive or may become positive,” he advised.

Additionally, in addressing the business community, he told that the Compliance Task Force will be out in numbers doing its job and asked for cooperation.

We have done enough in terms of educating you, in terms of doing everything to prepare you for this moment. From now on we are going to be applying the law to its full extent to ensure we have compliance from the business places.

Such areas include appropriate distance markings inside and outside buildings as well as sanitisation processes.

“There is no need for us to begin to panic to think that the country is going into a shut down. What is being required of you is to be more alert; to be more vigilant. That is what is required of all of us,” the COVID-19 National Task Force official encouraged.

Transparent Or Dark Bubble?

We, the people of St.Kitts and Nevis, are living at a time and under circumstances that have most of us unaware of so many realities.

Take for example, the case of the current pandemic. It seems as though there was a recent breach of the inbound travel arrangements which may have resulted in two infected persons being at large and having made contact with an unknown number of persons.

Alas, not once did they come anywhere close to providing a satisfactory explanation as to why the breach occurred in the first place, and why it took them so long to disclose the occurrence.

Those failings have left a number of persons on edge, wondering if they had inadvertently been exposed to the carriers of the virus.

Truth be told- No government must not be allowed to get away with blowing facts on COVID – 19.

In fact, there are growing feelings among our people that the government is not telling the nation the  truth about the existence of the coronavirus in our community. The human mind works that way at times, and so amidst a pandemic all facts must be presented to the public timely and accurately at all times, leaving no room for doubt, confusion and worry.

Presently, St.Kitts-Nevis has been doing well in containing the virus, in accordance with the information shared by the health authorities.

For a long time there have been growing concerns that the island of Nevis has been abused as an entry point into the country.  Hence, efficient border control for both islands during this pandemic period is critical, and there is the responsibility of the government to do everything in its power to mend such a gaping hole.

Let not the potential danger to us the people of St. Kitts and Nevis, be a modern day version of “Nero fiddling while Rome burns”.

And that also holds true where the economy is concerned. Likewise in many other countries around the globe, things are financially challenging.

Several reputable international organizations have agreed that all countries are facing a long ascent out of the current economic circumstances.

It all began in the Federation, according to some of the watchdogs of democracy, with their (the government) quest to take one the country and its people and is for their personal aggrandizement of themselves, their families and their relatives.

Some individuals will happily express that our country was doing very well indeed in making great studies forward while others retrogressed. In the OECS we outperformed all of the other member states, being rated as number one in most areas of production and economic performance. Those same people now sing a different song that everything has gone into reverse relative to St. Kitts and Nevis.

They argue that the decline is directly traceable to the unrelenting campaign of outrageous lying and distortion of facts waged by a group of self – serving, power – hungry individuals.

It is the view of some people that through a sustained programme of false and misleading propaganda, the present government succeeded in destabilizing the social stability of St.Kitts-Nevis and destroying people’s confidence in the then government.

So the question is: Did they succeed in turning democracy on its head?

Around the globe amidst the COVID-19 pandemic, unfortunately, we have all heard accounts and allegations of political drama.

At this time when our very lives depend on being healthy  in light of the virus, there is no room for a bubble of deceit to float about.

These critical times call for national leadership and management to steer along a healthy development course in a safeguard bubble.

Nevisian artists to create murals on Pinney’s Park fence

NIA CHARLESTOWN NEVIS (November 23, 2020) – The perimeter fence of the Pinney’s Beach Park will soon be transformed into a mural of Nevisian art and culture.

The Ministry of Tourism on Nevis has teamed up with local artists to paint the expanse of the Galvalume fence at the entrance of Pinney’s Beach.

At a ceremony on November 19, 2020, Mr. John Hanley, Permanent Secretary in the Ministry of Tourism in the Nevis Island Administration, announced an initiative aimed at beautifying the area even while the project is still in the construction stage.

“We are delighted to be here to participate in a new initiative which we call ‘Art in the Park’…

“The Pinney’s Park project started several months ago and as part of this project we are trying to get some of our local experts and other individuals involved in the project…We thought that it would be a good idea to decorate the fence with some local art and we’ve invited some of our most illustrious and celebrated artists to join with us,” he said.

The first tranche of artists to come on board are Mr. Gary Wade, Mr. Dinzey Ryan, Mr. Vaughn Anslyn, Mr. Lukianos Freeman, Mr. Leon Silcott and Mr. Jimmy Simmonds.

“We are looking forward to the wonderful art that they are going to put on the fence as decoration. They are going to be putting various aspects of our culture, our folklore, our scenery,” Mr. Hanley said.

Mr. Vincent Lai, consultant with the Taiwanese Technical Mission for St. Kitts and Nevis, conceptualised the initiative.

“I want to thank Mr. Lai, who happens to be the landscape designer for Pinney’s Park, for the wonderful idea to get the locals involved, and I want to assure you that based on the panel of artists that we have to start this project, that we can look forward to something really wonderful,” Mr. Hanley said.

Mr. Lai said coming out of the economic shutdown due to the novel coronavirus, he thought painting the fence with eye-catching artwork would signify to persons on Nevis as well as visitors that tourism activity on the island had resumed.

Visitors would be able to capture some of Nevis’ culture for their memories by taking pictures of the murals, which are expected to be completed before the end of December 2020.

Others including persons from government departments and schools are expected to participate. Drawings and artwork from students in Nevis and the Republic of China (Taiwan) will also be printed on ceramic tiles which will be put in the visitor centre at the park.

Mr. Lai noted that the project is progressing apace and his team will do all it can to ensure the park is finished by its target completion date of December 2021.
