Another Elderly Pedestrian Killed In Dangerous Driving Incident

BASSETERRE, St.Kitts (Friday 20th November 2020)- In the space of almost one month later, another individual has been charged in a second road accident that has claimed the life of another elderly man on St.Kitts.

Dead is 62-year-old Arthur Belle of Ponds Pasture while 44-year-old Inshan Mohammed of Pine Gardens, Shadwell Housing is accused of Causing Death by Dangerous Driving following the incident which took place on Friday 13th November 2020 on the Bay Road near Sol Station in Basseterre.

An autopsy performed by Resident Pathologist Dr. Adrian Nunez on Monday 16th November concluded that Belle’s death was as a result of multiple shock and multiple trauma injuries.

Police say the traffic accident occurred sometime after 6:00p.m. and involved motor SUV P 7985 which is owned and was being driven by Mohammed and pedestrian Belle who is also known as Arthur Jacobs.

Investigations so far have revealed that Mohammed was traveling from Birdrock towards Central Basseterre and after passing the main entrance of the Sol Station, he collided with Belle who was, at the time, crossing the road from the seaside to the mountain side.

Belle was transported to the JNF General Hospital by the Emergency Medical Service (EMS) via ambulance where he later died.

Persons with information regarding this incident are urged to contact the Traffic Department by calling 465-2241, the nearest Police Station or the crime hotline 707 where information can be given anonymously.

Investigations into the matter are ongoing. 

Meanwhile, motorbike rider 29-year-old Rae Clarke of Mattingley Heights is being blamed for Causing Death by Dangerous Driving in relation to 81-year-old Conrade Simon of Wellington Road following an accident that happened on Thursday 15th October in the vicinity of the Queen Victoria Roundabout in Basseterre.

An autopsy performed on Monday 19th October by Resident Pathologist Dr. Adrian Nunez concluded that death was due to traumatic shock as a consequence of multiple traumatic injuries due to the traffic accident.

Preliminary investigations revealed that close to 5pm that day, Clarke was travelling along Cayon Street riding motorbike PB 5341 and Simon had stepped down from the sidewalk into the road in the vicinity of the pedestrian crossing on Pond Road.

Police say when heading east onto Pond Road, Clarke collided with Simon.
 
Reportedly, Clarke received a cut and minor bruises on his feet while EMS (Emergency Medical Services) transported Simon to the Joseph N. France General Hospital where he later died.

Police: Others Tried To Assist In Deadly Live Wire Incident

BASSETERRE, St.Kitts (Monday 9th November 2020)-  Apart from the deceased’s dad, police say other people tried to assist the woman who recently got killed after coming into contact with a live electrical line on Thursday 5th November 2020.
 
Dead is 46-year-old Judy Hanley of Bath Village, Nevis.
 
Information received from the Police Public Relations Office reveals that officers responded to a report at Bath Village sometime after 5 a.m. and, upon arrival, they found Hanley’s lifeless body on the ground inside her father’s yard.
 
Investigations so far have revealed that at about 5 a.m., she went to visit her father, Bennette Williams, and that while she was walking towards the house, it is believed that she came into contact with a live electrical line that was hanging inside the yard.
 
Reportedly, a number of persons tried to assist her, including Williams, but were unsuccessful.
 
Williams received burns to one of his feet. He was taken to the Alexandra Hospital where he is warded in a stable condition.
 
The District Medical Officer visited the scene and pronounced Hanley dead.
 
An autopsy has been scheduled to determine the exact cause of death.
Investigations into the matter are ongoing.

Leanna Napoleon’s Murder: Life Sentence, 30 Years Imprisonment Handed Down

BASSETERRE, St.Kitts (Monday 9th November 2020)- 22-year-old Brandon Lee Wells of Buckley’s Estate has received a life imprisonment sentence for the 2017 murder of his 17-year-old sister high school student Leanna Napoleon while his 21-year-old friend Travien Liddie of St. Johnson’s Village gets a 30 year sentence.
 
Details from the Police Public Relations Office informed on Monday 9th November about the court judgment of Friday 6th November 2020.
 
Both young men, however, have also been sentenced to five years imprisonment for the offence of Attempting to Pervert the Natural Course of Justice.
 
Both were convicted on 11th October 2019.
 
On Wednesday 14th June 2017, the missing school girl was found dead and buried in a shallow grave overnight in a far out mountainous region of the Olivee’s area located beyond the Buckley’s community.
Napoleon, who had been missing for over a month, was last seen on Monday 8th May in the vicinity of Buckley’s Site and Fort Street.
She was a fifth form student of the Basseterre High School (BHS).
Police say the incident took place between May 08 and June 14, 2017.      

Autopsy: Man Found Floating At Sea Died From…

BASSETERRE, St.Kitts (Monday 9th November 2020) – An autopsy performed on the body of a man recently found floating at sea, 58-year-old New Road resident Oral Coulbourne, has found that his death was as a result of asphyxia due to drowning.
 
Police say the autopsy was performed on Friday 6th November by Resident Pathologist, Dr. Adrian Nunez.

Autopsy Finds Death Cause Of Teen Boat Worker

BASSETERRE, St.Kitts (Monday 9th November 2020)- An autopsy has concluded that the  death of 19-year-old employee of the MV Apple Syder Jesroy Mulcaire was as a result of drowning due to a cerebral contusion he received when he fell from the boat on Friday 30th October 2020 near the Ferry Terminal.
 
Police say the autopsy was performed on the body of the Zion Village, Nevis resident on Friday 6th November by Resident Pathologist, Dr. Adrian Nunez.
 
Reportedly, the fatal fall incident took place at about 6:45 PM at approximately 100 yards from the Basseterre Terminal Pier, and the police received the report at about 7:00PM.
The St. Kitts and Nevis Coast Guard also responded and searched for Mulcaire with assistance from members of Ken’s Diving Center following which his body was discovered more than one hour later at around 8:15pm. 
Police investigations revealed that the teen worker went to the bow of the vessel on the port side in preparation for docking when he fell into the water.
His body was brought ashore where he was pronounced dead by the District Medical Doctor.

Teen Worker Who Fatally Fell Near Ferry Terminal Found After Over Hour Long Search

BASSETERRE, St.Kitts (Friday 6th November 2020)- The teenager who recently died at sea was in work mode in preparing for docking at the Ferry Terminal in Basseterre, when he fatally  fell overboard.

Dead is 19-year-old Jesroy Mulcaire of Zion.
On Friday 30th October 2020, police received a report at about 7 p.m. that someone fell overboard from the M.V. Apple Syder at the Ferry Terminal.
As informed, the St. Kitts and Nevis Coast Guard also responded and searched for Mulcaire with assistance from members of Ken’s Diving Center.

Press release details from the St. Christopher Air and Sea Ports Authority (SCASPA) informed that the incident took place at about 6:45 PM at approximately 100 yards from the Basseterre Terminal Pier.
Police are reporting that investigations so far have revealed that Mulcaire, who was a crew member on the ferry, went to the bow of the vessel on the port side in preparation for docking when he fell into the water.

His body was later retrieved close by and brought ashore where he was pronounced dead by the District Medical Doctor.
According to SCASPA,Mulcaire’s body was discovered at around 8:15pm. 
An autopsy will be conducted shortly to determine the exact cause of death.

Investigations into the matter are ongoing.

Woman Electrocuted While Allegedly Being Helpful To Dad

BASSETERRE, St.Kitts (Friday 6th November 2020)-A woman is dead and her father hospitalized in the aftermath of a downed live electrical pole wire incident that took place on Thursday 5th November 2020 in Nevis.

Dead is a female Bath Village resident who is believed to be in her 40s to 50s.

This media house understands that the woman was visiting her father when she tried to be helpful in an attempt to move the wire aside in the interest of safety. 

As understood, her father upon realizing his daughter being hurt, tried to assist and injured.

Public Asked To Contact CID After Body Found Floating At Sea

BASSETERRE, St.Kitts (Friday 6th November 2020)-Police are currently investigating an “incident  at sea” in relation to the death of a man whose floating body was pulled ashore by a passer-by in Newtown, and are asking individual who may have information to contact the Criminal Investigation Department.

Dead is 58-year-old Oral Coulbourne of New Road.

According to information from the Police Public Relations Office, police received a report at about midday on Monday on Monday 2nd November 2020 that a body was on the beach in Newtown on the end closest to the Industrial Site.

Investigations so far have revealed that Coulbourne’s motionless body was seen floating in the water by a passer-by, who brought the body ashore with assistance from another individual.

The District Medical Officer arrived on the scene and pronounced him dead.

An autopsy will be conducted shortly to determine the exact cause of death.

Airport Works To Be Fully Completed For First Commercial Flight

BASSETERRE, St.Kitts (Friday 6th November 2020) – Minister of Tourism, Transport and Ports Lindsay Grant says all works at the Robert L. Bradshaw International Airport would be fully completed for the first commercial flight (American Airlines) scheduled for Saturday 7th November 2020 transporting 122 passengers.

He made the disclosure after being quizzed by a reporter on the observation that some works were still ongoing, following a media tour conducted on Wednesday 4th November 2020, in questioning the actual state of readiness.

“When we stated on the last occasion that we would be ready for October 31st, our readiness was in terms of what knew which was that there would have been no commercial flights arriving before November 7th. Our readiness was in terms of being able to allow the charters etc. in which were allowed to,” he remarked.

The Ports Minister continued: “I am advised that come November 7th, we would be ready. I think 95 % or there about of the works are complete; you would have toured this morning. Yes, we have one or two bits of work to complete but I’m advised that in any event on November 7th, we will be ready for American Airlines flight which houses 122 persons; we have no difficulty with that.”

Grant continued: “What you must understand is it’s a work in progress. We expect that we are going to have teething problems but it’s new and uncharted waters that we’re in as you would recognize the newness of testing 122 persons passing through, obviously the speed at which we would normally come through the airport would not be the same so November 7th for us is a signal moment and so obviously we will learn from whatever challenges we have on the 7th.

About the capacity of the expected AA flight, he indicated “That means the flight is technically full because it is a 128 seater.”

According to the Ports Minister, “SCASPA (St.Christopher Air and Sea Ports Authority) has been working diligently within a very short period to ensure that the airport infrastructure and facilities are adequate for the safe processing of all passengers.”

As understood, a total of forty-nine (49) charter flights collectively from Anguilla, BVI Antigua and Barbuda have landed at the Robert L. Bradshaw International Airport following the reopening of the borders on Saturday 31st October 2020.

Media Workers Get Airport Tour To See COVID-19 Change

BASSETERRE, St.Kitts (Friday 6th November 2020)- Members of the local media were on Wednesday 4th November 2020, taken on a tour of the Robert L. Bradshaw International Airport to witness passenger arrival and departure processes linked to the various health and safety retrofitting due to the novel coronavirus (COVID-19) pandemic.

Movement started from the entrance to the parking lot, next to through the departure area and onto the ramp. A transition followed to arrival mode for a demonstration of the process after a passenger touches down at the airport and disembarks the aircraft.

Communications Coordinator at St.Christopher Air and Sea Ports Authority (SCASPA) Nordia Demming posed as a mock model giving a passenger’s experience which included temperature screening at the airport’s entry point and being processed at the Welcome Centre.

Acting Airport Manager Marva Liburd- Burroughs informed that coming into the parking lot area, all the protocols have been adjusted for the opening of the airport and for minimal contact to ensure that everybody has ease of movement through the airport.

Starting from the entrance to the premises, it was explained that when the passenger reaches that point, he or she would be stopped at the gate.

“At this point you will meet security officers who will be asking for several items. First, they will be asked that their temperature be checked. Then they will ensure that you have a mask and inform you that you have to have your mask throughout the process. Then they will check documentation to ensure that you have business at the airport whether it’s to clear cargo, whether it’s to travel, whether it’s to work; your ID would suffice to say that you are working here.”

 “Several forms of documents will be asked for to ensure that you have business, and they will take your temperature and record it so if your temperature is high, you cannot come in so they’ll ask you to pull aside and then they’ll give you a second check, and it is still high, you would not be given permission to enter the airport,” she added.

Persons who are not travelling would come right through the parking lot and not stop, just drop off whoever is to be dropped off. There are two drop off points namely in the parking lot and also closest to the entrance for airport workers.

As understood, the parking lot is divided into several sections whereby security personnel would give descriptions of each section communication between security officers and the main gate.

No leisure walking or parking is allowed.

Minister of Tourism, Transport and Ports Lindsay Grant during the media briefing following the tour talked about the features at the airport.

He pointed out that the upgrade to the infrastructure include the resurfacing of the Alpha taxiway area, the longest taxiway used primarily for the larger airlines and the connection of Taxiway Alpha and Taxiway Bravo and the parking apron.

As far as the enhancement of the facilities is concerned, Grant told that a Welcome Center and Isolation Center were constructed, the Arrivals VIP Lounge converted into a medical screening unit, customs baggage area upgraded and parking lot redesigned all in an attempt to reduce the spread and risk of the COVID-19.

“At arrivals the process-as you just saw- has been augmented as the risk are higher especially since we have seen an uptake of the COVID-19 cases in our source market such as the United States, the United Kingdom, Canada and Europe and in some countries within the ‘[Caribbean] Bubble’ but I know some of you might now say the ‘Bubble’ does not exist,” he commented.

Grant went on to say: “We simply cannot be too careful. The extensive input from the medical professionals and from the NEOC [National Emergency Operations Centre] into the retrofit work and the protocols have given us tremendous comfort that as a team, we can certainly minimize the spread of the COVID-19.”

He touched on the process for arriving passengers.

“Upon disembarking the aircraft, the airline handler would direct the passengers to the Welcome Centre where they would be greeted by SCASPA’s customer service ambassadors. The Welcome Centre –as indicated previously- is one of the new facilities recently added as a holding area with modern conveniences for the comfort of passengers just before entering the Arrival Hall. It has a waiting area geared at allowing the passengers an opportunity to regularize their body temperature ahead of the thermal screening. This area also has the relevant material displayed on the screens and a SCASPA representative to provide the information and to manage the passenger flow.”

He said the formal medical screening process begins on entrance to the Arrival Hall where passengers will be queued as they await to enter the medical screening unit.

The Ports Minister explained that the medical screening center is outfitted with four (4) stations occupied by heath surveillance officers who among other screening procedures perform temperature checks and validate the health data such as the PCR test previously submitted.

He also pointed out that the unit also houses a testing station noting that passengers who are deemed to be high risk would be escorted to the Isolation Centre where further medical evaluation would be undertaken by the medical team and later transported to either the COVID-19 ward at the Joseph N. France General Hospital or to a quarantine accommodation site.

“If all health requirements are met and there are no symptoms of the COVID-19, the passenger is then allowed to exit the medical screening unit to immigration and then to customs.”

In regard to luggage handling, passengers are expected to manage luggage as red cap services will not be available at the arrivals in the custom area as is normally customary in the interest of minimizing all contact.

Luggage carts will be provided.

“After exiting the customs baggage hall, passengers would visit the dispatch booth where the dispatch officers would 1. Take their relevant information to facilitate contact tracing 2. Guide the passengers via a receipt to their respective COVID-19 certified taxi and tour operator,” the Ports Minister stated.

“The departing process –as you saw earlier- remains relatively the same except for the following …on entrance to the checking area, a SCAPSA team member would inspect your passport and any other required travel documents to be allowed entry into the check-in area, the airport staff operating at the check-in counters, security screening areas, departing counters, bars and concession areas are all protected by Plexiglass sneeze guards,” he shared.

Additionally, other measures throughout the airport were outlined including the enforcement of the wearing of face masks, hand sanitization, markers on the floor and seating to enforce for passengers’ three-foot physical distancing and also directional signs to guide passengers’ movements.

The airport was officially reopened on Saturday 31st October with the reopening of the borders in the Federation.
