State of Emergency in Jamaican Parish Set to Be Extended For Another Three Months

KINGSTON, Jamaica, Wednesday May 2, 2018 – The Jamaica Senate is expected today to give the green light for the state of emergency (SOE) in the parish of St James to be extended for another three months, after the opposition gave its support to a resolution for the extension in the House of Representatives last night.

In making the case for allowing the SOE to remain in place in the parish that is home to Jamaica’s tourism capital, Montego Bay, until August 2, Prime Minister Andrew Holness said the measure has been yielding results.

The SOE was introduced on January 18, and between January 1 and April 30, there were 62 fewer murders than during the corresponding period last year, Holness reported.

Although saying his People’s National Party (PNP) would support the extension this time around, Opposition Leader Dr Peter Phillips criticized the security forces’ strategy of “gathering up young men from poor communities” and gradually processing them, saying it would worsen the relationship between the police and the communities.

However, Holness insisted that detentions under the State of Emergency were not carried out arbitrarily.

“The actions of the police in conducting detention exercises are guided by, first, the preparation of what is called a hotspot mapping of the area; then it is paired with intelligence data on persons in the hotspot areas. The police use existing records of outstanding warrants. Quite a few persons who have been detained, were detained based on the fact that they had existing warrants,” he told his colleagues.

Meantime, St James business and tourism interests say they are in strong support of the extension of the SOE, arguing that “Montego Bay and neighbouring communities have never felt safer”.

Speaking after the House voted to extend the SOE, Mayor of Montego Bay Homer Davis said it was clear that the measure was working, and every effort should be made “to keep a good thing going”.

“We have to keep ostracizing the criminals…We can’t give them any breathing space. We have to speak with one voice as a nation and to let them know that there is no place where they will be safe,” he told the Jamaica Information Service.

He said since the SOE, crime has taken a welcomed nosedive and “the criminals are on the run”.

“If they are planning a ‘waiting out’ strategy, we have to show that our resolve is stronger than theirs. We can’t give them any opportunity to regroup…no opportunity to come back and set up shop,” the Mayor said.

“We have made some tremendous gains, which in no way we can allow to be reversed. That would be nothing short of a tragedy and something I am sure none of us want.”

For his part, Minister of Tourism Edmund Bartlett said everything should be done to send the criminals a message that their days of waging terror on the streets are over.

“We have to remain committed. We cannot allow the crime situation to get back out of control,” he said.

Newly elected President of the Montego Bay Chamber of Commerce and Industry, Winston Lawson, also welcomed the extension.

“The Chamber lauds the tremendous work of the joint security forces since the advent of the SOE and recognizes the significant successes in reducing the crime levels,” he said. “We hope the extension time is used to strategize in transitioning away from the SOE.”

Harris Rejects Freeing Up ‘De Herb’

BASSETERRE, St.Kitts (Saturday 28th April,2018)– Citizens and residents who believe that marijuana should be decriminalised and or legalised do not share the same view point as Prime Minister and Minister of National Security Dr. Timothy Harris who says he does not care about the calls for such at this time as it relates to the Federation of St.Kitts-Nevis.

“Ah don’t care how much herb they call it, ah done care what healing property they say they have…”

So said Dr. Harris in part while giving his presentation at the opening ceremony of the Forensic Lab housed on the premises of the Tabernacle Police Station held yesterday (Friday).

“The debate that is now going on about the legalising of marijuana, a lot of reckless statements are being made. For you the mothers, the fathers and the adults, you have to stand firm on a point of principle. For all your years you look around the community and you see what is happening and you see who is smoking and you see what is happening to them. You see your children who they have fix up and mix up in marijuana and hard drug substance and as bright as they shone and their future prospects was encouraging, almost by osmosis their lives have been shattered. What greater evidence do you need that what you confront every day? What smart man or smart woman could convince you?”

The Minister of National Security continued: “When you pass on the streets, you hear the conduct, you see how they blow their smoke without regard for pastor, lawyer or doctor passing and you wonder what will happen if we were to legalise this. You must wonder that when you hear people begin to talk about legalising the thing man, free up the herb, you have to wonder what will become of our society. It is not everything that is done elsewhere will be suited for our own country and society.

“The time may well come but is the time now and so we have to examine all these things because these are part of the challenges our young people are facing in primary schools where people are making them sellers of drugs; that is what is happening and in their homes, their mothers and their fathers are smoking it, in their homes they have guns and we know it and we keep silent about it until some young person dies and then we have the tears; tears that we need not to allow to come to the fore. If you see something say something; protect the young people. Do not introduce them to no kind of marijuana!” he added.

This reporter who was in attendance at the event observed that one member of the audience verbally objected twice during Harris’ presentation asking out loud “Wha happen to cigarette?” and “What about de alcohol?”

PM Harris told that he does not care about the healing property and how much marijuana is referred to as herb.

“Ah don’t care how much herb they call it, ah done care what healing property they say they have, protect them it and protect them from the alcohol and say no to that too. These are part of the negative growth which if we are not careful to speak out about, the minority will get action on the things that they want and I now saying that some people now will make it now the talk of the town but I’m saying it to the country to protect the young people of this land that I love.”

Controversially, as gathered from public feedback, Dr. Harris’ statement has called into question the purpose of the newly-established local marijuana Commission- headed by the Chief Medical Officer Dr. Hazel Laws- that is in the process of conducting town hall meetings around the island.

Crime Science Lab Opens In SKN

BASSETERRE, St.Kitts (Saturday 28th April 2018)– Yesterday afternoon (Friday) at the grounds of the Tabernacle Police Station, saw a ceremony to commemorate the Commissioning of the newly-constructed forensic lab.

As gathered , the first floor includes offices, conference rooms, bathrooms, dormitory, shower and a kitchen while the on the ground floor consist of rooms like a development lab, enhancement lab, receiving area, exhibit room, ballistics lab and bulk storage.

Work began on the project in November 2017.

Assistant Police Commissioner Hilroy Brandy gave remarks on behalf of Police Commissioner Ian Queeley who was off island at the time, describing the occasion as a “critical moment in the history of the St. Christopher and Nevis Police Force and the Federation.”

He touched on the enabled science support in solving crime by citing information from the National Institution of Justice (NIJ) of the United States of America.

“The National Institution of Justice (NIJ) defines forensic science as the application of science such as physics, chemistry, biology, computer science, engineering to matters of law. Forensic science can help investigators understand how blood splatter patterns occurs- That is physic, learn the composition of the sources of evidence such as drugs and chase materials-Chemistry, or determine the identification of unknown suspects-Biology.”

He added: “The National Institution of Justice (NIJ) further identifies that forensic science plays a vital role in the criminal justice system to provide specific basic information through the analysing of physical evidence. During the investigation, evidence is collected at a crime scene or from a person analysed in a crime laboratory and then the result presented at court. Through this forensic laboratory, the Royal St. Christopher and police for can call upon specialised skilled and trained of its employees to assist in the solving of cases.”

Brandy, on behalf COP Queeley encouraged officers to uphold good community policing.

“While I applaud and recongsise the critical importance of scientific examination , I remind officers of the force that nothing is better than a good old fashion policing including stop and search, executing search warrants, good interviews and good community policing, and those must be an integral part of our daily investigations.”

Prime Minister and Minister of National Security Dr. Timothy Harris described the occasion “historic”.

He addressed the issue of safety and security saying:“The peace order, safety and security and good governance are the responsibilities which our cabinet takes very seriously. Today we enhance our capacity to consolidate the peace, the safety and security of our country through the addition of the forensic laboratory.”

Dr. Harris who is the Parliamentary Representative for Constituency Seven which included the community of Tabernacle highlighted that the area “happens to be here” whilst noting that it is because “we have good space.”

Head of the Forensic Department Narace Ramnarine spoke about the value of the work carried out at such a facility.

“Forensic plays an increasingly important role in the prevention and detection and this is likely to continue in the foreseeable future as the rate of technological change quickens. The challenge therefore is for organisations to adopt new skills and procedures that can maximise the forensic science into their investigations and the Royal St. Christopher and Nevis Police Force is doing just that by turning this vision into reality.”

Autopsy To Be Performed On Dead Body Found

BASSETERRE, St.Kitts (Friday 27th April 2018) – Police say an autopsy will be performed on the dead body found yesterday (Thursday).

 

Police have reported that close to midday, a report was made at the Basseterre Police Station of a body being found in the mountainous area of West Farm, which is also referred to as Ottleys Level.

 

Officers from several units responded.

 

Upon arrival at the scene, the decomposing body of a male individual was seen lying on the bathroom floor of a building that houses the systems for different radio/TV stations.

 

The District Medical Officer visited the scene and pronounced the man dead. An autopsy is expected to be performed on the body shortly.

 

Police investigations into the matter are ongoing.

 

Sewage Problem Worsens

BASSETERRE, St.Kitts (Friday 27th April 2018)- The alleged sewage sea pollution affecting a part of the western costal section of the Frigate Bay community has reportedly gotten worse, according to an update provided by a local resident who first brought the issue to the attention of this media house in November 2017.

“This situation has gotten worse and I suspect it is because my necessary noise about this problem was not continued in the media but it a very serious health issue and I am still calling upon the Health Department to look into this matter urgently,” he/she said during an interview this week.

That individual who wishes to remain anonymous claims that the pipe lines that were used to transport the waste water to the sea has been hidden by those responsible for causing the pollution.

“The pipes that are taking the waste water to the sea have been hidden because they are no longer visible from the ground.”

He/she sent this reporter four photos along with a cellphone-recorded short video (21 seconds) showing the alleged worsened situation at Frigate Bay.

As seen from those images, grey-coloured water is still seen going towards the sea from a concrete structure which is said to be more run-down at present. Additionally, at a rocky cliff side appears to be blackened as the waste water flows into the sea.

The interviewed individual is of the view that the Health Department is functioning poorly.

“The matter boils down to the lack of proper oversight by the Health Department. Our people’s health is being compromised by a dysfunctional Health Department. This is outrageous! Are our people to get sick before something is done?!”

Lawyers Get Evidence Of Passport Politics

BASSETERRE, St.Kitts (FRIDAY 27th APRIL 2018)-A ‘Breaking News’ item- allegedly written by political operator(s) of the government- shared via social media  following last Friday’s court hearing (20th April) has reportedly helped lawyers of Opposition Leader Dr. Denzil Douglas in getting evidence that party politics is really the reason for challenging their client’s parliamentary qualification concerning the diplomatic passport issue.

In quickly dismissing that particular article, Senior Counsel Anthony Astaphan of Dr. Douglas’ legal team gave a media response describing the item as “a piece of political manoeuvering to try to score political points.”

Part of the breaking news item- which carried the headline ‘DR. DENZIL DOUGLAS MUST PRESENT DOMINICAN PASSPORT TO HIGH COURT JUDGE WITHIN 7 DAYS’- read: “After weeks of refusing to present his Dominican diplomatic passport to the Court, Dr. Denzil Douglas has finally conceded that he will hand over his passport to the Judge for inspection.”

The article also claimed that “Dr. Douglas must present his Dominican passport to Justice Ward within seven (7) days. Justice Ward will then inspect Dr. Douglas’s Dominican passport and will take note of all the dates and locations when Dr. Douglas has used the passport for travel around the world. Dr Douglas must also provide a certified copy of this information to the Attorney General” and that “Failure to comply with the order could result in Dr. Douglas being imprisoned for contempt of court.”

According to Astaphan: “…the breaking news item allegedly or purportedly coming out describing the events of this morning before the judge is an absolutely deceitful, deceptive and fraudulent so called news item. Dr. Douglas was never compelled to do anything whatsoever.”

He explained that Dr. Douglas’ legal team agreed with Dr. Douglas that “we would be prepared to disclose the number of times that Dr. Douglas had in fact travelled on the diplomatic passport because he said in his evidence that he had in fact used the passport for convenience and travel and other purposes.”

As gathered from Astaphan’s further comments, Dr. Douglas’ legal team has been mindful about party politics.

“But we insisted that we are not going to have the document disclosed  in the high court proceeding, we are not going to have it filed with the registrar, we are not going to file in the registry for copies to be made and a political poppy show made out of the passport so I agreed with Douglas Mendes SC that we would disclose in writing the number of times Dr. Douglas travelled , the dates and so on and that after that is done, we would submit the diplomatic passport to the judge for the judge to verify that the information that we are volunteering is accurate.”

He added: “I think this deceitful fraudulent so called breaking news item gives further support to us on Dr. Douglas’ side that this is all a political piece of maneuvering to try to score political points when things are perhaps not going the way the Hon. Prime Minister and his government would wish… It is shameful that someone could effect such a fraud on the people of St.Kitts and Nevis and be so dishonest in putting out things that are so fundamentally flawed and false.”

The court hearing resumes on Wednesday 30th May.

The Claimant in this court matter, Attorney General Vincent ‘Juicy’ Byron Jr. of the three-party Team Unity Government led by Dr. Timothy Harris, is hoping that in the end the court will rule that Douglas, the Parliamentary Representative for Constituency Six of the St.Kitts-Nevis Labour Party (SKNLP) and Opposition Leader, is both a citizen of St.Kitts-Nevis and also Dominica making him automatically disqualified from his position in the National Assembly.

Dr. Douglas is on media records from a past SKNLP press conference saying “They know I do not have a second citizenship. It is wasting people’s time. It is wasting taxpayers’ money…”

BREAKING NEWS: Body Found

BASSETERRE, St.Kitts (Thursday 26th April 2018)– A dead body has been found on St.Kitts this afternoon.

Such information recahing this media house has been confirmed by police.

However, although further details indicate that it is a body of a male found in the community of West Farm, the local authorities have not yet disclosed any location.

According to a source at the Police Public Relations Department: “Yes. A body has been found, have not been given an exact location just yet. Details to follow.”

FLOW Study Launched In St. Kitts

BASSETERRE, St. Kitts (Tuesday 24th April 2018) –Telecommunications Company, FLOW St. Kitts on Monday 23rd April launched FLOW Study in an effort to assist students sitting the Caribbean Secondary Examination Certificate (CSEC) examination.

The FLOW Study initiative which is a direct response from the company (FLOW) to countries affected by Hurricanes Irma and Maria who lost educational materials during the storms was launched at the Irish Town Primary School’s Conference room.

Creator of FLOW Study, Ricardo Allan, of Jamaica speaking at the launch ceremony said the program was derived from a need to assist students who are preparing for the CSEC examinations.

“The programme started in my backyard and expanded itself. It came from the basic need to assist students regardless if they are rich are poor; we want it to be available for everyone”, he said.

Allan boasts that the programme has already seen a 98% past rate in mathematics in comparison to the 60% failing rate that was seen over the years.

Managing Director of FLOW, David Lake, revealed that the educational project includes FLOW Study for Classroom, FLOW Study Live, FLOW Study Workshop, and FLOW Study Past Manuals and described it as the “best examination tool” to be implemented in the Federation in years.

“I am happy that some one thousand past paper manuals have been made available to the Ministry of Education for distribution to the various secondary schools across St. Kitts and Nevis for students preparing to sit those overseas exams,” Lake said.

He further asked students and parents to make full use of the programme in order to reap its many benefits.

Meantime Minister for Education, the Hon. Shawn Richards, stated the FLOW study presents an opportunity for students and teachers to improve study skills and to acquire valuable support as prepare for exams.

The Education Minister added that students are now provided with an opportunity to integrate technology into education outside the confines of a classroom setting.

“It can’t be that in the classroom we are preparing you for the world, but yet in the very same classroom, we are preparing you for technology which is now used within the world. However, I say to you: that you can only get the benefits out of it if you utilize it and utilize it effectively,” Hon. Richards said.

Permanent Secretary in the Ministry of Education, Vincent Hodge, thanked everyone who was involved in the programme and bringing it to fruition.

The programme has already been launched in Anguilla, Dominica and the Turks and Caicos Islands.

With the novelty of the traffic lights long worn off to the extent that some drivers completely forget that they are there and drive through them and can’t recall whether they were red or green, Timothy has to call elections soon.

But before he can do so, he has to litter the town with numerous “COMING SOON” billboards of all the unfulfilled promises and all kinds of projects that they think will get the attention of the unsuspecting, capture the imagination of the naïve and basically, create quite a buzz.

You see, while most drivers do not have a problem with traffic lights, and while we were expected to get excited every time we stop at a red light, and then eagerly wait for them to turn green so that we can zoom off, these traffic lights in Basseterre, if taken seriously, could send up people’s stress levels.

Try forgetting to turn down Church Street to get to the main branch of the National Bank. I had to reach all the way up in Valu Mart parking lot to turn around. Next time I miss the turn at Church Street, I will just go to the branch at the airport.

So I got this text inviting me to PAM Headquarters this Sunday. It did not say what was the occasion. But it said to help PAM achieve real CHANGE for real PEOPLE.

Interesting.

I really thought that in unity, PAM had achieved real change for real people. A paradigm shift as was promised. Obviously, I was wrong.

But, I happen to know that they are having their convention. But, I was more than a little surprised to receive a text message from PAM, inviting me, a Labour elephant, to its convention.

If I never believed that PAM was weak, this was all the evidence I needed.

I can understand Timothy using social media to invite the whole world to his convention because he wants a crowd by any means necessary. And then he strategically posts some pictures of some attendees dressed in their orange to try to create some anxiety and confusion.

But I don’t expect that from PAM.

A fifty plus year old party. Having to use social media blasts to get a crowd.

PAM used to send out invitations, shaped like a hat, to their chosen members. PAM used to have their convention from morning and feed their members. Now the convention starting after lunch and they sending out texts to get people to come.

Timothy had sold his convention saying that “food can’t done” will be there. I hear that PAM don’t even serve snacks.

And they have four seats in the collusion. And they have to do like he who has one seat to get crowd.

No wonder the PAM supporters not pushing for Shawn to be prime minister. They know that he is not able.

MUDDOH!!

He with his four can’t manners Timothy with his one.

MUDDOH!!

No doubt Timothy will be most present at the convention. No doubt he will have glowing words for his loyal subject Shawn, who has given him nothing but “loyal support”.
No doubt Timothy will have nothing but commendations for a fifty plus year old political party in office that can’t feed its people.

He already chastised Shawn’s supporters for not showing their gratitude for their big political jobs. They were not even writing two paragraphs in praise of Shawn and they have such good “writemanship” skills.

Just from that utterance, everybody knows that he is firmly in Shawn’s corner.
And I can just hear Shawn.

He will promise, among other things, to keep PAM strong. He will let all, especially the PAM people know that PAM has the most seats in the collusion – a fact which seems to elude the PAM supporters far too often.

He will show how PAM has benefitted from the unity concoction. Thanks to Timothy.
He will not mention the missing funds. He will not mention the money solicited from the PAM deep pockets.

He will paint a rosy picture of co-operation and full disclosure among all in the government.
He will not say that he is not the preferred leader of the party.

He will not say that the old guard is benefitting too much to care about all the little PAM supporters who are bawling out.

But we in Labour know what is happening.

Many who wanted to see what was on the other side are coming back home to Labour. The REAL Labour Party. The St. Kitts-Nevis Labour Party.

And we have to welcome them back. All of them back. Don’t care what was said when they were leaving.
