Caribbean Warned to Prepare for Possibility of Severe Outbreak Of Dengue Fever

PORT OF SPAIN, Trinidad, Friday May 11, 2018 – While Chikungunya and Zika which swept the region in 2014 and 2016 are not expected back anytime soon, the Caribbean Public Health Agency (CARPHA) is warning residents to “gear-up for the possibility of a major outbreak of dengue fever in 2018.”

It says that’s because the pre-conditions of abundant mosquito vector levels still exist and increased levels of dengue are being reported in Latin America and elsewhere.

The Trinidad-based CARPHA says it is imperative, as rainy season begins in many countries, that efforts to stop mosquitoes breeding be stepped up, especially for pregnant women and vulnerable populations, noting that dengue remains a global health problem and, like Zika and Chikungunya, there is no specific treatment for the disease.

“Although dengue is not new to the region, we need to gear up for the possibility of a severe outbreak. This virus has been increasing in frequency over the past 30 years. Reports from Latin America elsewhere show markedly increased dengue in recent months, so we in the Caribbean can expect it will soon be here,” CARPHA Executive Director, Dr James Hospedales said yesterday in observance of Caribbean Mosquito Awareness Week 2018.

RECEPTACLES LIKE TYRES AND DRUMS ARE BREEDING GROUNDS FOR MOSQUITOES.

Under the slogan “Fight the bite, destroy mosquito breeding sites”, Caribbean Mosquito Awareness Week is being marked May 7 to 13, and focuses on mosquito borne diseases and risks associated with them.

The measures used for controlling the spread of dengue are the same as those for Zika and Chikungunya as these diseases are transmitted by the same mosquito, Aedes aegypti.  CARPHA said that as the rainy season approaches, mosquito control and awareness activities need to be intensified.

It says the most effective way to avoid getting sick from viruses spread by mosquitoes is to prevent mosquito bites. Research by CARPHA and the Pan American Health Organization and World Health Organization (PAHO/WHO) shows that drums and tyres are the main mosquito breeding sources in Caribbean countries.

“We need to clean up our surroundings.  The two most important things to manage mosquito populations in our Caribbean countries are to manage water storage drums and tanks, and properly dispose of used vehicle tires to prevent mosquitos breeding,” said Dr Hospedales.

Actions that can be taken include covering drums and tanks, checking the guttering, removing stagnant water sources and individuals protecting themselves and their family from bites.

Infants, young children, older adults and women who are pregnant or trying to get pregnant should take extra precautions to avoid mosquito bites and enlist the help of family, friends and neighbours to destroy breeding sites.

Dengue is a flu-like illness that affects infants, young children and adults, but can be severe and cause death.  Symptoms typically begin four to ten days after infection. This may include a high fever, headache, vomiting, muscle and joint pains, and a characteristic skin rash.  This illness can evolve to severe dengue, characterized by potentially deadly complication due to intense and continuous abdominal pain or tenderness, persistent vomiting.

Hundreds of Errors Found in Voters’ List Ahead of Barbados Elections

BRIDGETOWN, Barbados, Monday May 14, 2018 – Two days after the Electoral and Boundaries Commission (EBC) stoutly defended the integrity of the electoral process and openly dismissed allegations of discrepancies on the preliminary voters’ list of just over 256,990 people, investigations by online newspaper Barbados Today have revealed over 500 irregularities, the majority of which affect four constituencies in St Michael.

These are St Michael South, currently held by Prime Minister Freundel Stuart, St Michael North East which is held by Barbados Labour Party (BLP) leader Mia Mottley, St Michael West Central in which the Democratic Labour Party’s (DLP’s) James Paul is the incumbent and the City of Bridgetown where the BLP’s Jeffrey Bostic is seeking his second straight term.

However, errors were also identified  in 27 of the 30 constituencies across the island.

In all 592 cases found, voters had the same address and the same house number but ended up in different constituencies.

For instance, in one of 50 discrepancies which have been linked to the Prime Minister’s constituency, four members of the Haynes family all reside at #15, Old Quarry Road, Bayville, St Michael. However, according to the preliminary voters’ list released on April 30, three members of that household are down to cast their ballots at polling station BA3 in the City of Bridgetown and one in St Michael South at polling station UA1.

The same situation has occurred at #22 Rockhampton Road, Grazettes, St Michael with the Maynard family, with two members of that household slated to vote at polling station KB1 in St Michael North East, where 40 discrepancies were spotted, and the other at DB1 in St Michael North where the BLP’s Ronald Toppin is the incumbent.

With that said, the majority of the discrepancies have been identified in St Michael West Central (77) where Paul defeated the BLP’s Ian Gooding Edghill by 193 votes in the last election, and The City (69) where Bostic scrapped home just ahead of Patrick Todd by 124 votes. Over 30 errors were also identified in St James Central which the BLP’s Kerry Symmonds won by 68 votes.

When presented with the data, Chief Electoral Officer Angela Taylor admitted that there were problems which the Commission was seeking to resolve by the time the final voters’ list is released just ahead of the May 24 poll.

“In terms of the challenges, we have identified more than 60 to 75 per cent of them to our updating unit. So a good 75 per cent of these things have already been picked up and are in the updating unit to be completed,” she told Barbados Today, while revealing that one candidate had submitted a list for investigation this week.

“Some are West Central, some are North East and some are St Michael North, so the list of the corrections have come in and it is in the updating unit for those to be updated and the other registering officers have some to investigate, but they are all going to be right in the register of electors that is going to be published on May 18,” she said.

Asked to explain the errors, the elections supervisor said: “It is a bit of us, and a bit of the information given by the persons when registering.

“We had a few of these cases last election that were rectified and we have a situation again where we have to tidy them up,” she added.

However, in defence of the integrity of the voters’ list, she was adamant that the incidence of error was miniscule – less than one per cent on a list that contained 257,995 registrants – which she felt was “not worth frightening the entire Barbados public over”.

Taylor was also quick to assure that there was nothing political about the situation.

“We are working with a computer, we are working with humans. I don’t want to talk too much, but we got this,” Taylor said, even though a spokesman for one of the minority political parties who first alerted Barbados Today to the errors said he was concerned that such discrepancies, if not rectified in time, could skew the eventual election result, particularly in those marginal areas where incumbents had barely scrapped home last election with a razor thin advantage.

Earlier, the BLP had complained that the preliminary list released by the EBC on May 2 was riddled with errors. (Barbados Today)

 

CCJ Gives Barbados’ Chief Electoral Officer Deadline to Register St Lucian Professor to Vote in Elections

PORT OF SPAIN, Trinidad, Monday May 14, 2018 – The Caribbean Court of Justice (CCJ) has given the Chief Electoral Officer in Barbados, Angela Sealy, until midday today to put St Lucian Professor Eddy Ventose on register of voters for next week’s elections.

And if she doesn’t, CCJ President Sir Dennis Byron warned, she may face contempt of court proceedings, which could result in imprisonment and/or fines.

In an unprecedented emergency Sunday session, the CCJ handed down the order in a live link-up between Barbados and Trinidad, after Ventose challenged a decision by officials of the Electoral and Boundaries Commission not to include his name on the list of persons eligible to vote.

The CCJ said it was satisfied that Ventose, a professor at the Cave Hill Campus of the University of the West Indies (UWI), had satisfied the necessary legal and regulatory conditions for registration as an elector.

Professor Ventose had stated that he was qualified and entitled to be registered to vote but his registration was consistently refused. The Court of Appeal in Barbados last Tuesday ruled that he was qualified to be registered to vote, but stopped short of compelling Sealy to enroll him on the register of voters, only giving the electoral chief 24 hours to make a determination on his application.

When the CEO failed to register him, Professor Ventose asked the CCJ to declare that he was entitled to be registered to vote and to order the CEO to enter his name on the final voters’ list ahead of its publication this week.

In delivering the ruling of the five-member panel, the CCJ president expressed the view that the Court’s decision should also resolve the matter for other Commonwealth citizens, resident in Barbados for the relevant qualifying period, who are also claiming a right to be registered as voters under the Barbados laws.

Costs for the CCJ proceedings, and the hearings in the courts were also awarded to Professor Ventose.

 

Three families were behind the ISIS-inspired bombings in Indonesia’s Surabaya, police said

Surabaya, Indonesia (CNN)A spate of deadly, ISIS-inspired bombings that rocked Indonesia’s second-largest city in 24 hours were carried out by three families — including their young children — who targeted churches and the police, authorities said.

In the latest attack on Monday morning, one family brought its 8-year-old daughter to launch a suicide bombing on Surabaya’s police headquarters, according to police.
The girl, who was with two other attackers on a motorcycle, was thrown clear and survived, police spokesman Frans Barung Mangera said. Four perpetrators died in the attack, which injured four police officers and six civilians.
A video of the scene showed the girl staggering through the rubble before a bystander picked her up and carried her to safety.
The bombing came one day after a family of six, including four children, detonated explosives atthree churches, killing 12 people and injuring at least 40.
The father, identified by police as Dita Oepriarto, was said to have driven his wife Puji Kuswat and their two daughters, aged 9 and 12, to the Indonesian Christian Church. The trio went inside and detonated a bomb.

Oepriarto then drove the van to the Pentecostal Central Church, where, from inside the vehicle, he detonated another bomb, police said.
Around the same time the couple’s two teenage sons, aged 16 and 18, drove motorcycles to the Santa Maria Catholic Church, where they also detonated bombs. All members of the family died in the attacks, which ISIS claimed responsibility for via its Amaq News Agency in what it called “a martyrdom operation.”
Later Sunday, in what police also described as a terror incident, a mother and her 17-year-old daughter were killed in the Surabaya suburb of Sidoarjo when a bomb handled by the family’s father detonated prematurely. Police found the father of the family in a house holding a detonator and shot him, police spokesman Barung Mangera said.
The family’s 12-year-old son took his two younger sisters to the Bhayangkara Police Hospital, he added.

Tito Karnavian, Indonesia’s top-ranking police officer, told reporters Monday that police were working on the assumption that the attacks followed a directive from ISIS Central Command to avenge the imprisonment of the former leaders of Jamaah Ansharut Daulah (JAD), an Indonesian jihadi group that supports ISIS.
Indonesia, the world’s most populous Muslim country, has struggled in recent months with a rise in Islamist militancy, which has come as ISIS has been squeezed out of its heartland in Syria and Iraq.
Karnavian also told reporters Monday that none of the families involved in the attacks had recently traveled to Syria, but Oepriarto had close links with someone who had recently returned from Syria who may have inspired him to carry out the attacks.
“These attacks are the nightmare scenario that’s been anticipated since Indonesians affiliated with ISIS have returned from the Middle East,” said Greg Barton, Chair in Global Islamic Politics at Deakin University in Australia.

 

US First Lady Melania Trump in hospital for kidney condition

America’s First Lady is in hospital for a kidney condition and will stay there for the rest of the week, the White House has said.

Melania Trump had an “embolisation procedure to treat a benign kidney condition”, according to a statement.

She is at the Walter Reed National Military Medical Center in Maryland.

The White House said the operation was successful and she has not suffered any complications.

“The First Lady looks forward to a full recovery so she can continue her work on behalf of children everywhere,” the statement added.

3 Persons Questioned About Sgt Davis

 BASSETERRE, St.Kitts (Sunday 13th May 2018)-Police are reporting that three (3) persons are presently in Police custody assisting with investigations into the death of 37-year-old Sergeant Dwight Davis of St.Paul’s.

 Reportedly, Two (2) persons were held for questioning on Saturday 12th May along with one (1) person who was held on Friday, 11th May.

Police have also informed that “the team assigned to the investigation have been working assiduously to solve the case.”

On Thursday 3rd May at about 7:00 A.M., police received a report of a body being found on a dirt road in the vicinity of the railway line in Dieppe Bay by two by-passers.

Reportedly, several Police Units responded and, upon arrival, found Sgt. Davis’ lifeless body lying on the ground with what appeared to be gunshot wounds, and an autopsy conducted revealed that he died as a result of “several gunshot wounds.”

In a statement previously issued by Commissioner of Police Ian Queeley, he expressed commitment to the investigation of Sgt. Davis’ death saying: “We are determined to ensure that the matter involving Sergeant Davis is addressed swiftly, and in so doing, no stone will be left unturned.”

As police investigations into the matter continue, a reward of EC $50,000 is being offered to anyone who can provide information leading to the arrest and successful prosecution of the person(s) responsible.

Anyone who may have information that can move this investigation forward is asked to call any Police Station or the Violent Crimes Unit at 467-1887, 467-1888, 662-3468.

In other related news, the Royal St. Christopher & Nevis Police Force will be holding a candlelight vigil for the late Sgt. Davis at Main Street, St. Paul’s by Ms. Urell’s Shop at 6:30PM on Monday 14th May 2018.

Members of the general public are invited to attend.

Persons are asked to wear a white top and jeans or a black bottom.

Transportation is being provided. Persons are asked to assemble at the Basseterre Police Station for 6:00 P.M.

 

Jamaican Fugitive In SKN Caught In Nearby Island

BASSETERRE, St.Kitts (Sunday 13th May, 2018)A wanted Jamaican fugitive has been arrested by local authorities in the neigbouring island of Antigua after leaving taking a flight bound from St.Kitts where he had been residing since Thursday 18th January.

Caught is Fitzroy Andre Coore, a 23-year-old national of Jamaica who had arrived in St. Kitts on a flight from Antigua.

This media house understands that Coore, who carries the nickname ‘Bees’, is wanted for a case of shooting with intent committed in December 2017. Also, his last known address is Alexander Drive, Farm District, Clarendon in Jamaica.

According to the authorities in the Federation, “At the time of entry he was not flagged in our system as a wanted person, there was nothing to indicate that our Jamaican counterparts were seeking his arrest and he was in possession of a return ticket to Antigua.”

It has been further highlighted that Coore departed St. Kitts on (Friday) May 11, 2018 for Antigua and that “because of the information the authorities there received, they were prepared to arrest Mr. Coore once he disembarked the aircraft.”

 Police say that As a CARICOM citizen, in accordance with the Revised Treaty of Chagaramus, he was granted permission to stay for up to six (6) months in St.Kitts-Nevis.

Reportedly, further enquires have also revealed that it was not until April that the authorities in Antigua and Barbuda were notified of his status and they were put on watch. Notwithstanding this update, the authorities in St. Kitts and Nevis were still not notified of this development.

After the news broke, the local authorities issued a statement informing members if the public that: “It has been brought to the attention of the Chief Immigration Officer and the Police High Command that a Jamaican national, who was wanted in his country for criminal acts committed there, was arrested in Antigua and Barbuda on Friday, May 11, 2018. We also learned that he was apprehended after disembarking a flight from St. Kitts during a joint operation between the Royal Police Force of Antigua and Barbuda and Immigration Officials at the V.C. Bird International Airport, Antigua.”

Additionally, it was emphasised that the relevant authorities in the Federation were not notified about the wanted man.

“The Chief Immigration Officer and the Police High Command would like to make it very clear that at no point in time prior to, or during his stay in the Federation of St. Kitts and Nevis, was any information passed on to our Immigration Authorities or other Law Enforcement agencies in St. Kitts and Nevis from any regional or international institution with regards to him being wanted in Jamaica.”

The importance of regional team work in such matters was also underscored.

“We consider regional cooperation on Border Security and other security related matters integral to ensuring that the perpetrators of crime do not find refuge in any other territory, including St. Kitts and Nevis.  Such cooperation is of paramount importance in creating safe communities and ensuring that justice is served across the region.”

Man Shot In Face While In Vehicle

BASSETERRE, St.Kitts (Sunday 13th May 2018)One man is currently nursing a gunshot wound to his face after being attacked in a vehicle yesterday (Saturday), a case police are treating as an attempted murder.

 

Reportedly, the shooting incident took at about 10PM at Happy Hill in the community of Challengers.

 

Police say several units responded and that upon arrival, they found motor jeep P1882 damaged what appeared to be bullet holes.

 

Reportedly, Darren Caines of St. Paul’s (the driver) and one other person were in the vehicle when an unknown assailant(s) began shooting from the bushy area on the mountain side of the road.

 

As a result, Caines was shot in his face. Both men exited the vehicle and fled. They were taken to the J.N.F. Hospital in a private vehicle where Caines is listed as being in a stable condition. Another vehicle which was also in the area received damage as well.

 

The scene was processed and a number of items of evidential value were taken into Police custody. Investigations into the matter are ongoing.

Someone Being Questioned After Woman Found Dead

BASSETERRE, St.Kitts (Friday 11th May 2018) – The death of a young woman found dead in somebody else’s on the sister island of Nevis is currently under investigation by police who are questioning an individual taken into police custody.

Police say that at about 3:45 p.m. yesterday (Thursday), the Charlestown Police Station received a report from the Medical Services that having responded to an emergency call, they found 34-year-old Petronella Hinds of Cane Garden dead.

Reportedly, her motionless body was in the house of Muriel Archibald in Farms Estate.

The scene was processed. A number of items of evidential value were collected and taken into police custody.

House to house inquiries were conducted and several persons were interviewed. An autopsy will be carried out shortly.

Someone is in police custody assisting with investigations which are ongoing. Persons with information about this incident are urged to call the Charlestown Police Station at 469-5391 or their nearest Police Station.

Juvenile Slapped With Armed robbery Charge

BASSETERRE, St. Kitts (Thursday 26th April 2018) Police on Nevis have slapped an armed robbery charge on a juvenile following a robbery at Mem’s Pizzeria in Prospect Gardens, Nevis.

Authorities say that they responded to a call of an armed robbery at about 9:18 P.M. on Wednesday 25th April and upon arrival found the staff and customers outside of the establishment.

“When Officers arrived they found the staff and customers of Mem’s Pizzaria outside the establishment. They reported that they were robbed of personal items by two individuals.

Police enquiries revealed that the masked gunmen ran in the direction of Brown Hill and the Officers set off in hot pursuit,” a police statement said.

One juvenile was apprehended with items believed to be those stolen from persons at the Pizzaria. He was taken into custody and subsequently charged by police for the offence of “Armed Robbery” in the presence of his father on Saturday 28th April.

A second suspect has since been taken into custody in relation to the incident.

Police investigations into the matter are ongoing.
