State of Emergency in a Parish in Jamaica is Extended for Another Three Months

KINGSTON, Jamaica, Friday September 21, 2018 – The House of Representatives has extended the State of Public Emergency in the parish of St. Catherine for another three months.

This follows approval of the Emergency Powers (No. 2) (Continuance) (No.3) Resolution, 2018, during Wednesday’s (September 19) sitting of the House. The security measure in St. Catherine North Police Division, which was slated to end on October 2, will remain in place until January 2019.

All 47 members who were present voted in favour of the extension. Sixteen members were absent.

Addressing the House, Prime Minister Andrew Holness, said the enhanced security measures in the St. Catherine North Police Division have resulted in a 68 per cent reduction in murders and shootings.

“Since the intervention, that is for the period March 18 to September 2, the division has recorded 27 murders and 22 shootings…when compared to the equivalent period of time, prior to the state of emergency,” he noted.

“82 murders and 72 shootings were recorded over a period of 168 days prior to the state of emergency, so that would be from the first of January 2018 to the calling of the state of emergency.”

The Prime Minister said the request for a further extension was based on the recommendation of the security forces.

“This is deemed to be necessary to satisfy the short- to medium-term objectives of the special measure. Importantly, it will reinforce the pillars of transformation that will be seen as part of the long-term results of these actions,” he noted.

He said the security forces are moving to transform their operations to a more “investigation-based strategy”.

“We are gathering greater intelligence; we are building greater networks of cooperation in the communities and, ultimately, it is this better policing that will lead to the sustainable reduction in crime,” Holness noted.

The Prime Minister assured that the state of emergency is not a long-term solution.

“I know that we cannot rely on this forever. There comes a time when the expenditure to have an elevated level of police presence yields little result. What we don’t want, however, is for the criminals to ever get in their minds that the Government will not use extraordinary powers to address the threat that they pose,” he said.

Meanwhile, Holness indicated that the security forces are amenable to making changes to the hours of operation for businesses in the area.

He informed that Minister of National Security Dr. Horace Chang, will provide an update in this regard.

 

Trini Son of Former UWI Principal Charged After Attempting to Steal Plane in US

FLORIDA, United States, Friday September 21, 2018 – The son of the former principal of the St Augustine campus of the University of the West Indies (UWI) has been charged in the United States after allegedly trying to steal an American Airlines plane at an airport in Orlando, Florida yesterday morning.

Nishal Sankat, a 22-year-old aviation student at Florida Institute of Technology (FIT), faces charges of criminal attempt to steal an aircraft, criminal trespassing and visa violation.

According to law enforcement authorities, Sankat, the son of Professor Clement Sankat, jumped the fence at the Melbourne International Airport in Orlando and attempted to steal the commercial airliner, before being wrestled to the ground by a maintenance supervisor and a technician aboard the aircraft and subsequently being arrested.

The authorities said they did not know what Sankat’s motive was.

The incident caused the airport to be on lock down for five hours and all flights were suspended while law enforcement searched the airport and Sankat’s vehicle, which was later taken away.

Professor Sankat is quoted in the Trinidad Guardian newspaper as saying that his son had been “very depressed” earlier this week.

In a statement issued to the Trinidad Express newspaper on behalf of the family, Sankat’s parents said they were not sure what had transpired and the incident “acutely underscores to the family the need to be aware of the challenges young students face, especially those living away from home and family”.

“At this time, they have not yet been able to speak with their son, and since they have limited information, are still trying to ascertain all the facts surrounding the incident, and his well-being. As expected, their focus right now is on providing all the legal, mental, emotional and parental support possible,” the statement said.

The young Sankat has been attending FIT since 2014 and recently petitioned to graduate in 2019, according to university officials. He was been studying aviation management on a part-time basis and had taken part in some flight training.

According to the Federal Aviation Administration, Sankat received his commercial pilot’s certification in January, was qualified to fly multi-engine aircraft and was instrument rated.

Barbados Government Gives Rihanna a New Ambassador Role

BRIDGETOWN, Barbados, Friday September 21, 2018 – Rihanna has added yet another job to her ever growing list.

The Barbadian-born singer, actress, designer, makeup mogul and humanitarian has been appointed Ambassador Extraordinary and Plenipotentiary, with specific responsibility for promoting education, tourism and investment for her home island, the government announced yesterday.

Prime Minister Mia Mottley said Government was honoured to be able to confer the title on the outstanding Barbadian who has contributed significantly to raising the island’s profile across the world.

“Rihanna has a deep love for this country and this is reflected in her philanthropy, especially in the areas of health and education. She also shows her patriotism in the way she gives back to this country and continues to treasure the island as her home.

“She has also demonstrated, beyond her success as a pop icon, significant creative acumen and shrewdness in business. It is therefore fitting that we engage and empower her to play a more definitive role as we work to transform Barbados,” Mottley said, noting that Rihanna’s charitable contributions, both locally and internationally, have also been significant.

Rihanna was appointed as one of Barbados’ Cultural Ambassadors in 2008, undertaking promotional work on behalf of the ministry with responsibility for tourism. But her expanded role takes into consideration her multidimensional achievements and global influence across a much broader range of areas.

In accepting her new duties, Ambassador Fenty noted that she was ready to play her part in creating a new Barbados.

“I couldn’t be more proud to take on such a prestigious title in my home country. Every Barbadian is going to have to play their role in this current effort, and I’m ready and excited to take on the responsibility. I look forward to working with Prime Minister Mottley and her team to re-imagine Barbados,” she said.

Crime-ridden Mexican state is storing unclaimed bodies in a refrigerated truck

(CNN)-Two weeks after residents of Tlaquepaque, Mexico began complaining about a terrible smell coming from a local warehouse, they discovered the reason for the odor was a refrigerated truck with 150 unclaimed bodies inside.

“The odor would come in waves,” Guadalupe Vázquez told CNN. “Something else that was suspicious was that patrol cars were always there guarding and at night dogs would bark and a lot of flies.”
Local officials discovered the makeshift morgue on Friday during a routine inspection. It had been stored there by state authorities.
“When we wanted to close it down we were told we couldn’t by state security officials because a truck with bodies was inside,” said Tlaquepaque mayor María Elena Limón. She is asking for respect for both neighbors and the victims, and said Jalisco state officials need to take the bodies.
State authorities moved the refrigerated container to another municipality where neighbors and local officials again asked for it to be relocated. It’s now in a location close to the state’s attorney general’s office.
The Jalisco State Attorney General Roberto López Lara tweeted that he has opened an investigation into the case, after the “severe inaction, insensitivity and negligence to take action by various authorities.”
Jalisco is suffering from soaring levels of drug-related violence. According to the Mexican government, there were 1,369 homicides there in 2017.

Ministry of Tourism Hosts Leather Craft Workshop

BASSETERRE (24th Sept., 2018): Recently, almost 30 leather craft artisans from St. Kitts and Nevis participated in a leather craft workshop at the Newtown Community Center.

The four-day leather craft session was a joint initiative of the Ministry of Tourism and S.E.N.A, Servicio Nacional de Aprendizaje—National Training Service.

Minister of Tourism The Hon. Lindsay F.P. Grant said crafts and tourism are inseparable partners. He pointed that local crafts are important elements of culture, and people travel to see and experience other cultures, traditions and ways of living.

“That is why the Ministry of Tourism will always support workshops such as this one, which gives you opportunity to learn from the experts, to broaden your knowledge and to master your skill,” Minister Grant said. “Indeed, crafts provides an important source of economic development and
new sources of employment in the future.”

The Colombian delegates shared their knowledge and skills as they covered modules on the following topics:
• An introduction to tools and their uses
• Knowledge and skill in patterns
• Cutting and design
• Knowledge of leather decoration
• Lacing and braiding styles
• Making, assembling and finishing leather
• Quality control
• Skills in hand skiving and folding of leather
At the closing ceremony, on Friday 14th September 2018, S.E.N.A awarded five of the best performers: Eustace Merchant, Noelie Sampson, Evan Nisbett, Katrice Thomas, and Dezra Jefferson, a full-time scholarship for two weeks in Colombia.

S.E.N.A is a government based initiative that develops vocational training programs for the Colombian labour force.

Prime Minister Harris’ Office fires Annette Frank

Basseterre, St. Kitts, September 24, 2018 – Kittitian Annette Frank, who publicly expressed frustration with government in her task of rehabilitating prisoners in the Federation, has been fired by the Office of Prime Minister Dr. Timothy Harris, nine months into a one-year contract.

Frank, who was hired as a Consultant/Correctional Treatment Specialist in November 2017, was sent on 22 days vacation in July 2018, a few days after publicly expressing frustration in carrying out her mandate in rehabilitating prisoners before they return to society.

Frank expected to return to duty after her forced vacation on August 3, 2018.

On that date however she received a letter from the Human Resource Management Department in the Office of the Prime Minister informing her that she was fired.

“This correspondence is to let you know that it has been decided to determine your contract with the Government as of Friday, 3rd August, 2018. According to the terms of your contract, you will be paid one-month’s salary in lieu of notice. You will also receive a pro-rated contract gratuity to the period you would have already served,” said the letter signed by the Chief Personnel Officer, Mrs. Torfrida Rochester.

In her FaceBook posting in June, Frank complained of lack of a laptop and office furniture and supplies and of difficulties in carrying out her duties in the rehabilitation programme at Her Majesty’s Prison.

“At a time of skyrocketing crime in St. Kitts and Nevis, prisoners are being released and are falling on serious hard times because they are not given ample opportunity to be properly rehabilitated,” Frank had complained.

Frank also complained that prisoners were working on private homes “which is illegal and reeks of corruption.”

“Family members and relatives take money for prisoners and on many occasions the money is stolen and the prisoners don’t see a red cent,” said Frank at the time.

“This adds to the unnecessary abuse of prisoners being meted out almost daily,” disclosed Frank, suggesting the result of all this is major recidivism.

“Many prisoners come out worse than they went in. The prison administration should issue a receipt to every single person who takes money to the prison for the inmates. There have been some successes, but not half as much as we should as appropriate rehabilitation is actually frowned upon by the majority in the administration,” said Frank, who admitted she decided to go public with her frustration because she is tired of complaining to the proper authorities and getting nowhere.

“Everybody is going along to get along, but I have absolutely no desire to suck up to anyone. I am a citizen of this great nation. I did not come from Jamaica. I was born in St. Kitts and refuse to see it continue in chaos,” said Frank, who holds a Master of Public Administration Degree with a concentration in Leadership of Public Organizations; a Bachelor of Science Degree with honours in Criminal Justice and a Bachelor of Arts Degree with honours in Public and Non-profit Administration with a minor in Political Science from Rutgers State University of New Jersey.

Young Man Shot In New Road

BASSETERRE, St.Kitts (Sunday 23rd September 2018)-A young man has been injured following a shooting incident in New Road this afternoon.

Such information has been confirmed by police.

However, while the local authorities have yet to release further details, this media house has reliably gathered that the victim is his 20s and is being nursed at the Joseph N. France General Hospital.

Furthermore, the incident is said to have occurred sometime before or shortly after 4:00PM.

Press Release: Christophe Harbour Foundation supports SKN Junior Achievers

(Friday 21st September, 2018)-Over 1,000 students will benefit from funding support for the newly relaunched Junior Achievers St. Kitts-Nevis, when a major contribution from the Christophe Harbour Foundation was presented during a ceremony on 21st September, at the Ocean Terrace Inn.

A cheque in the amount of $18,900 was presented by Foundation representative Clyde Takayama, who reaffirmed the Foundation’s commitment to the Federation’s youth.

“Once again, we are delighted to be given the opportunity to participate in its success, and that of the many youth throughout the Federation,” Takayama said.

He continued, “The Foundation is the Federation’s largest supporter of youth literacy and development. It remains committed to the longterm and committed support of youth programs and initiatives in the Federation.”

The funds will support JA St. Kitts and Nevis after-school programs on both islands.

In 2013, the Christophe Harbour Foundation was one of the founding members of the Junior Achievers program in its initial development following the transfer of coordination under the Chamber of Industry and Commerce.

Since its inception, the Foundation has donated more than EC$2 million to charitable causes and organizations throughout the Federation and is the Federation’s largest supporter of youth literacy and development initiatives. For 2018 alone, the Foundation’s financial support to the Federation’s youth has been over EC$151,000.

The relaunch ceremony was attended by the Governor General of St. Kitts and Nevis, Sir Tapley Seaton, who is said to be one of the longest serving members of Junior Achievers in St. Kitts and Nevis.

 

 

 

Officer Lennox Hodge Goes To Court Next Month

BASSETERRE, St. Kitts (Saturday 22nd September 2018)– The police officer at the center of alleged political victimisation, Constable Lennox Hodge, is currently out on bail and is expected to face a judge next month in answering to two traffic-related offenses.

The Police Public Relations Department is reporting that officer Hodge has received bail in the sum of $10,000 with two sureties for his appearance at the Basseterre Magistrate Court come Thursday 11th October 2018.

Reportedly, he was charged for Driving Without a Valid and Unexpired Driver’s License and for Driving Without Insurance on September 20, 2018.

The opposition St.Kitts-Nevis Labour Party (SKNLP) is of the view that officer Hodge has been targeted because of the close relation he has with opposition leader Dr.Denzil Douglas, the immediate former Prime Minister.

Autopsy Confirms What Happened To Cayon Resident

BASSETERRE, St.Kitts (Saturday 22nd September 2018)– An autopsy on Friday confirmed that Cayon resident Paul Mitchum drowned on that day he experienced difficulty at sea during the past holiday period.

A post-mortem performed by Resident Pathologist Dr. Adrian Nunez has reported that the cause of death was as a result of Asphyxia Due to Drowning.

60-year-old Mitchum encountered difficulty while at sea on Monday 17th September.

He was pulled out of the water by a family member and was unresponsive.

Emergency Medical Service (EMS) Technicians were summoned to the scene and their efforts to revive him were futile.

That deadly beach outing took place on a national holiday for the observance of National Heroes Day which fell on a Sunday this year.
