First Delta COVID Patient In SKN Recovers, More Samples Sent Off  

BASSETERRE, St. Kitts (Friday 20th August 2021)-Chief of Staff at the Joseph N. France General and member of the COVID-19 National Task Force Dr. Cameron Wilkinson has reported that the first recorded patient infected with the Delta variant of COVID-19 has recovered  while more samples will be sent abroad for further testing.

“This was an inbound passenger who was in quarantine, and has since recovered. It is comforting to know that the Delta variant was found in someone who was in quarantine and has since recovered and was not found at large in the community.  We will be sending off further samples for genomic sequencing,” he stated while appearing on ‘Leadership Matters’ weekly episode aired on ZIZ Tuesday 17th August 2021.

Dr. Wilkinson expressed: “With the high transmissibility of the new Delta variant, there is an increased urgency to reach as many people as quickly as possible with the vaccine. The Delta variant is the most contagious we have seen so far.The World Health Organization has called it the fast and fittest of all variants. Without vaccination and a mask, an infected person with the original virus would infect 2.5 other persons under the same conditions, a person infected with the Delta variant will infect nine other persons.”

According to him: “Some data suggest that the Delta variant might cause more severe illness than previous strains in unvaccinated persons. I said a couple of weeks ago that it was only a matter of time before the Delta variant arrived at our shores. It was not a matter of if but when it was going to arrive and that we all needed to prepare for this eventuality. Samples were sent off to CARPHA for genomic sequencing on July 28. The results returned over the last 24- 48 hours confirmed the presence of the Delta variant in one of the samples tested. This was an inbound passenger who was in quarantine, and has since recovered. It is comforting to know that the Delta variant was found in someone who was in quarantine and has since recovered and was not found at large in the community.  We will be sending off further samples for genomic sequencing.”
 
He pointed out that a number of neighbours on this side of the globe already have the Delta variant including Trinidad and Tobago. Grenada, Martinique and Guadeloupe, Barbados, Puerto Rico, Anguilla, Saba, the United States Virgin Islands and St. Martin.
 
“We will not be spared and we must be prepared for the eventuality. If too many people remain vulnerable, and become infected with this variant, our health care system will become overwhelmed and more people will die.”
 
Dr. Wilkinson said unvaccinated individuals are at greatest risk.
 
“The unvaccinated among us are at greatest risk. Unfortunately, most of our children who cannot be vaccinated can be more impacted by the Delta variant than other variants or the original virus. Our elderly are also more likely to become symptomatic, be hospitalised and die if infected with the Delta variant.”
 
In calling on more individuals to get vaccinated, he had this to say: “This means that they are even more dependent on us who can be vaccinated for protection. Yes, it is true that if you are vaccinated you can still get infected by the Delta variant but being vaccinated offers you significant protection against symptomatic disease, hospitalization and death.  The vaccine is our best defense against this highly contagious and deadly variant. The higher the proportion of the population fully vaccinated, the better our defence will be against the Delta variant.”

PS Hodge Answers Question About Vaccine Hesitant Parents

BASSETERRE, St. Kitts (Friday 20th August 2021)-“If parents do not want their children to be vaccinated, as far as the Ministry of Education is concerned, there is nothing we can do. We leave that for the law makers, the legal authorities, the competent authorities, the government to decide what will happen.”

So said Permanent Secretary in the Ministry of Education William Hodge when he appeared on ‘Leadership Matters’ weekly episode aired on ZIZ Tuesday 17th August 2021. He was at the time responding to questions about if all teachers are vaccinated and also what will the Ministry do about parents who do not want their children  to get vaccinated.

“So what I would say is that we will cross that bridge when we get to it but certainly I would want to encourage teachers, parents and adults who work with children to get vaccinated,” he added.

“I really would have loved to say yes teachers are fully vaccinated,” he started out in his response about the vaccination status of teachers whilst noting that measures have been in place including informational sessions and nurses and medical personnel being present to administer vaccines after such sessions.

Hodge continued: “We would expect that teachers as leaders in the community will be amongst the persons who would want to get vaccinated first, quickly because they recognise the importance of this.”

As shared by him: “Not a significant number of teachers have been vaccinated.”
He pointed to data from the Ministry of Health in making that observation, saying further: “Infact, the data that we looked at didn’t just show teachers but it also showed persons who work in schools…school meals and other departments and units within the Ministry of Education…”

The Education official then encouraged teachers to go out and get vaccinated “especially as we prepared to move back to face to face instructions in schools.”
“Now that we have the vaccine that has added another layer of protection for teachers themselves and if teachers are serious about their own health…and the quotation said earlier ‘Health is the new wealth’, they have to go out and be vaccinated and to encourage others as well as to ensure to encourage the children in their charge when we get to that point  to be vaccinated,” he noted.

In addressing the impact of the COVID-19 virus on young people, Hodge said: “Yes I did say that persons of all ages are contracting the virus. Our children and young people are affected.  Of the 558 cases on the outbreak from May 19th to August 3rd, 113 of these 558 cases were children. 11. 2 % of the total cases were children ages 0 to 9 and 12.6% of the total cases were between the ages of 10 to 19. 31 of this number was secondary and tertiary level students who could not write their CSEC or CAPE examinations in July/August, and this was because they or someone in their household contracted a virus and had to be in isolation or in quarantine. This has been a tremendous setback for our students who now have to wait until January or June of 2022 to write their examinations.”

He went on to say: “ As we are all aware a number of our students at the primary and secondary levels have been stricken by the virus and this resulted in our schools coming to a screeching halt. Schools were closed prematurely to contain the spread of the virus. We all know too well that school closures do have crippling effects  not only on students’ learning but equally on school closures have crippling effects on our economy.  If our daycare centres, nurseries and schools are to remain closed, this has serious implications for the successful and safe reopening of the economy. This is not a textbook information; we have all lived through this over the past 18 months.”

He talked about the encouragement of adults, parents, guardians, men and women “who work with our children and young people to get vaccinated.”

“That encouragement continues this evening. At this juncture, I’m happy and I commend the government for securing the Pfizer vaccine that can be administered to children and youth 12 to 18 years old,” he added.

Hodge said shortly the Ministry of Health will partner with the Ministry of Education to roll out the administration of the Pfizer vaccine.

“We make a special appeal to teachers, parents to support this process. Children younger than 12 at this point cannot be vaccinated. They will continue to depend on their parents, guardians and teachers for protection.” 

Police Caution Participants About No Permission Protesting This Weekend

BASSETERRE, St. Kitts (Friday 20th August 2021)- In the space of about three weeks, police on St.Kitts have put out public notice again informing that they have not been written to for permission concerning any events slated to take place on the weekend of Friday 20th August 2021, and are warning participants not to carry on with their plans.
 
This media house has come across a poster advertising an event dubbed   “PEACEFUL WALK”. It appears that such is being organized so as to address vaccination policies as words on the poster says: “Let your voice be heard! Join us as we walk through the streets of Basseterre! Let us stand together! To end the segregation and manipulation!”

Speaking on the weekly ‘Policing With You’ programme on ZIZ on Thursday 19th August 2021, Assistant Commissioner of Police with responsibility for Operations Adolph Adams talked in relation to the Public Order Act saying: “I would like to say loud and clear that the High Command of the Royal St. Christopher and Police Force has become aware of a number of unlawful meetings and protests being organized by a group or groups of individuals in the Federation. The High Command want to make it clear that no application requesting permission for any groups or persons organizing or coordinating or host any procession in any public space was received by the commissioner or any permission was granted by the Commissioner of Police.”
 
He continued: “If any such event is found to be taking place over this weekend, it would be considered unlawful and will be brought to an end by any reasonable means. Any person who wants to take part in these unlawful events, I can assure you that you will be prosecuted and to the full extent of the law.”
 
ACP Adams said: “It is an offense for any person to organize, attempt to organize, partake, incite or refuse to disperse when required to do so by the security forces and on summary conviction, you will be entitled to a penalty of $2500 or six months in prison and you can also receive both.”
 
He further appealed to the” civic minded and good citizens of this Federation not to take part in such event because I can assure you that you will be prosecuted.”

No Foul Play In Tankless Spearfishing Death At Sea Matter

BASSETERRE, St.Kitts (Friday 13th August 2021)-Police are reporting “No foul play is suspected” in relation to the 37-year-old Jerrald Mc Donald of Conaree who died at sea on Monday 2nd August 2021.

A police statement has informed that an autopsy performed on the young man’s body on Thursday 5th August by Resident Pathologist Dr. Adrian Nuñez concluded that death was due to “mechanical asphyxia, secondary to drowning.”Investigations revealed that Mc Donald went out to sea with a group of males to do tankless spearfishing and to dive for whelks off the island of Redonda. 

Sometime after 7:00 AM Mc Donald went diving and did not resurface.  

Reportedly, the other individuals searched for him, and he was discovered several meters away from the fishing vessel in an unresponsive state. 

Additionally, police say the individuals brought Mc Donald ashore and called the authorities. 

The Police responded, as well as The St. Kitts-Nevis Coast Guard, The St. Kitts and Nevis Customs and Excise Department and The Nevis Air and Seaport Authority. Mc Donald was pronounced dead by the District Medical Officer. 

Worker Who Shared Fired Letter On Social Media Speaks Out

BASSETERRE, St.Kitts (Friday 13th August 2021)-An employee who had been working at a particular company for twenty-five (25) years and was recently fired on grounds of a vaccination policy has been interviewed by this media house.

This reporter discovered the identity of the woman whose name was purposely omitted by her although the letter was publicised. Similarly for the interview conducted on Thursday 12th August 2021, she chose to remain anonymous for the time being.She finds it unfair having been fired over a vaccination policy and also the pressure that comes with such at workplaces.

“It is with great disappointment that I write this letter. We have had to come to the difficult decision to terminate your employment with us due to our vaccination policy with Employees who have direct contact with cruise ship passengers,” a part of the letter dated 23rd July read from a director at RAM’S TRADING LTD. addressed to her.

The letter which began circulating during the week of 5th August has been widely debated by members of the public.

It was also stated in the letter that: “Your choice not to protect yourself or others around you gives us no choice but to terminate your employment with us. We have a public responsibility to protect our Employees and Customers. Furthermore, as you will not be able to work on cruise ship days, (Port requirement and CMO stipulations), this gives us very little opportunity to have you at the workplace and offer fulltime employment. In addition to your limited days, you will have to be tested every two weeks at your cost, which will be an economical strain considering your limited capacity to earn. With these factors in mind, we have decided to conclude your employment at Ram’s Smoke ‘N’ Booze Duty Free.”

As understood, the reason why the terminated worker chose not to include her name in the social media-shared letter was because she just did not want her identity to be circulated.

However, when asked why she shared it publicly, she had this to say: “My decision behind that was we went to Labour Department and there is no justice in there, and we consulted with a lawyer and he is saying forget it because there is no justice in there either so I just figure I would put it out and let the court of public opinion judge the matter.”

According to her, she is satisfied with the feedback and support that she has been getting from members of the public. “Yes, I am satisfied with that. I’m glad that I put it out because I get to meet a lot of other people who are also in the same boat as I am. We will see what we can do going forward from there,” she stated.As gathered, this mother has four dependents.“It’s affecting me in a way that I’m not working anymore, and I can’t provide the way I normally would for my family working all these years.”

The letter asked that she find enclosed “your payment in lieu of notice and holiday pay owed.”In speaking with this media house, the woman highlighted that she intends on fighting for justice in getting what is due to her having worked so many years, and in offering words of encouragement to others in a similar situation , she said: “I would say to others [workers in general], let’s come together, unify and deal with this matter head on.”

Tourism Minister Talks Balancing Economics and Public Health Concerning Florida Home Porting Challenges

BASSETERRE, ST.KITTS (Friday 13th August 2021)-“No testing of fully vaccinated individuals obviously increases our risk. So the real question is: Where are we going?” 

Such were the sentiments of Minister of Tourism, International Trade, Industry, and Commerce Lindsay Grant at a press conference held on Friday 6th August 2021 at Port Zante, having revealed that Florida in the US is now the main port for the majority of cruises to the Federation and that Caribbean home porting is no longer an option as he touched on the topic of balancing economics and public health in St.Kitts-Nevis. 

“With the ministry of health, we have carefully assessed the risk to the destination and we are unable to receive calls from Florida until we can identify vaccination and testing protocols that allow us to achieve our goal of balancing the economics and balancing public health. For the month of August therefore, the calls of the Allure and Symphony of the Seas have been cancelled. We will provide an update for Celebrity Summit and Equinox,” he told.Celebrity Summit did not call on 12th August as was previously scheduled.“As I stand here today Caribbean home porting is no longer an option, and Florida is now the main home port for the majority of our cruises. What does that mean for us? It means that the rules of engagement have changed. Florida’s requirements are marketed differently from the Caribbean and they have special issues that we have to deal with.

Grant continued: “First, from Florida, we’re going to have vaccinated and unvaccinated permitted to cruise. We still have not yet achieved herd immunity. Our most recent health statistics indicate that approximately 70.2 per cent of the target population have received their first dose of the vaccine and approximately 60 per cent have received the second dose. We know that the Delta variant is responsible for 90 % of the confirmed cases coming out of the United States. We also know that presently, there is a surge in Florida as a consequence and a result of this variant.”He went on to talk about the management of COVID-19 in St.Kitts-Nevis linked to the subject matter.

“With all this, while we have done well to date managing the COVID-19 and vaccination roll-out, it is still not enough for us as a destination to remove our restrictions. While an interesting decision to have birth vaccinated and unvaccinated  passengers for cruise ships home porting out of Florida, I am aware, you are aware and  we all are aware in the Federation that it increases our risk, and this is where we’re are, trying to find a delicate balance between the economics and the health of our country. It is really not an easy fix, and it is something that my team and I continue to labour over as we work with the Ministry of Health and the Task Force to mitigate any risks.

“He added: ” I do not want to jeopardize your health of course but I also understand that you are suffering. I have had one and one discussions, I have sat in meetings and on some occasions I’ve tried to help. Some of you I know are at the point where you are losing your homes- we know that, at the point where you’re losing your vehicles and there are very items that you need to sustain your livelihood, we understand that. The aloe rub vendors, the craft and the primate vendors have been asking me when is cruise going to come back to St.Kitts and Nevis, and when will we be allowed to work. We have invested in improving the guest experience around the island as you’re aware…

“Grant highlighted some of the challenges encountered over the past few weeks which include but are not limited  testing requirements in St.Kitts-Nevis being different as per the Florida ruling which is “the significant portion.” 

The Tourism Minister outlined: “Our testing requirements differ from the cruise lines as per the Florida ruling. We require RT PCR test 72 hours from embarkation ports and have from since October 31st last year. At this very time, no testing for vaccination of passengers from Florida is required as per the current CDC guidelines. The Delta variant as it is right now is the main reason  for the increase in the COVID-19 cases in the United States  and in Florida in particular just last week had over 23,000 persons testing positive. 

He shared that he has been advised that this variant has a higher transmission rate and the impact greater on one’s health. “In conclusion, I do not want us to lose hope. This has and continues to be an all of society approach.  This situation with COVID will always remain very fluid. Yes, we need to remain competitive as our cruise line partners have options in the Caribbean- if I might add at a dime a dozen.”The Tourism Minister said he and his team remain committed and remain undaunted in their efforts to balance both public health and economics.“The Ministry of Health has been working with us and we have been working with them to find that very delicate balance. This has been and will continue to be our goal.”

Health Minister To Parents: Pfizer Is Safe, Get Information

BASSETERRE, ST.KITTS (Friday 13th August 2021)-Children ages 12 to 17 years old are eligible to take the Pfizer Biotech vaccine, and Minister of Health Akilah Byron-Nisbett is encouraging parents/guardians and members of the public to get information about this “safe and effective” vaccine that is now in St.Kitts-Nevis.

She made the appeal while speaking at a ceremony held on Thursday 12th August 2021 at the Robert L. Bradshaw International Airport for the arrival of the first set of that brand of vaccine donated by the United States government under the Joe Biden administration.The Health Minister said 11,700 doses of the Pfizer Biotech Vaccine have arrived which is the first of three tranches of a total of 35, 100 doses to be received.

“This a critical juncture when there’s substantial focus on COVID-19 vaccines to combat the dreaded coronavirus to protect our citizens and residents from this disease.  I am therefore extremely pleased that we are here today to receive these vaccines after a request by CARICOM to President Joseph Biden of the United States for the sharing of vaccines. I am inspired to offer these remarks having noted that at this moment within the Federation, a total of 44,067 persons have been inoculated with the Oxford AstraZeneca vaccine with 73% or 24, 008 persons of the target adult population being vaccinated with the first dose and 61 % or 20,059 persons having had both first and second doses of the vaccine,” she commented. 

“I am even more inspired that children over the age of 12 years old who could not be administered the Oxford AstraZeneca vaccine will now be able to receive safe vaccines to counteract against the dangerous COVID-19 virus,” she also pointed out. 

Byron-Nisbett continued: “We are aware that generally, given a healthy start in life free from the fear of contracting a vaccine preventable disease, children are expected to move across the life continuum through adulthood and beyond. The receipt of the safe and effective Pfizer vaccine and the subsequent roll out  can adequately close the gap that previously hindered  the equitable delivery and access to children and other persons when at this juncture .globally the world is confronted with the coronavirus pandemic that is reaping devastating havoc on lives and livelihoods.” 

In talking about more public education to be made available about Pfizer Biotech and calling on individuals to speak with health care workers about that vaccine, she urged members of the public to get information so that they “can be rest assured that the vaccine you are receiving, and the vaccine that will be received by your children ages 12 to 17 is safe and effective. We will not provide you with a vaccine that is not safe and effective. We’re all working towards one goal and that is to get us back to a sense of normalcy as soon as possible, and we’re encouraging persons to take this time to consider the Pfizer vaccine as we roll out this new vaccine in St.Kitts and Nevis.”  

The Health Minister remarked: “As we receive more and different types of vaccines, more people would be protected from COVID-19.  Through vaccination and our goal of achieving maximum closeness again, relaxing travel restrictions, masking and distancing requirements are undoubtedly getting closer to attainment. Clearly, not only have vaccines protected us for decades but bit has been proven that vaccines will continue to help us with our usual traditional way of life. Surely it has become an imperative to depend on efficient vaccines to help us turn the tide of this pandemic.” 

Byron-Nisbett described the US government’s donation as having “exhibited humane generosity in sharing their vaccines” which “underscores the close multilateral cooperation towards managing the coronavirus pandemic which is exerting devastating tolls on communities globally. 

The Health Minister also thanked CARICOM and CARPHA Dr. Joy St.John who led the process until vaccines arrived. 

Gratitude was also extended to the St. Kitts Biomedical Foundation for donating a minus 80 [Celsius] freezer to the Joseph N. France [General Hospital] central medical stores. The staff at the stores facility was also thanked for ensuring that the vaccines could be received and put in a safe place until administration time.

According to the Health Minister, all the preparations has been concluded including our receipt of the auxiliary kits containing syringes, needles, diluents etc. to enable countries to properly administer the Pfizer vaccine. We’ve also had many training sessions to ensure that we’re able to administer these vaccines safely.

Police Source Responds To Placard Taking Away At Independence Square

BASSETERRE, St.Kitts (Friday 6th August 2021)- Participants of a type of appearance event-said not to be a protest- indicating their position on forced vaccination in the workplace and the general topic of vaccination recently sparked widespread public debate after their placards were taken away by police officers on Emancipation Day public holiday- Monday 2nd August 2021- at Independence Square in Basseterre.

“Freedom! Emancipation Day, wey you be?! Wey you be?!” remarked one female after her placard was taken away while she was seated alone on a bench.

When contacted, a source from the Police Public Relations Department commented when asked why the placards were taken away saying: “Nobody applied  for permission. They were warned about gathering, that if they turned up to participate it would be unlawful; they would be breaking the law.”

It was also stated that there was a promotional video circulated, inviting persons to the Square.

This media house was pointed to a police statement that was issued the day before which read: “The High Command of The Royal St. Christopher and Nevis Police Force has become aware of an unlawful meeting and protest being organized by a group of individuals in the Federation. The High Command wants to make it clear that no application requesting permission for any group or person to organise, coordinate and/or host any meeting or procession in any public space in Basseterre was submitted to the Commissioner of Police. Any such event found to be taking place on August, Monday 02, 2021, will be considered unlawful and will be brought to an end and the persons responsible will be prosecuted. The Police are, therefore, appealing to the good citizens of St. Kitts and Nevis to not take part in any such unlawful event and are sending a stern warning to those who intend to.”

It was highlighted by the police source that The Public Meetings and Processions Act outlines that the leaders or organizers should be held accountable according to the proceedings of such events.

According to Section 3 (5) Public Meetings: “Any member of the Police Force may stop and cause to be dispersed any public meeting in a public place in respect of which no notice or insufficient notice has been given contrary to the requirements of subsection (1) of this section, or which has been prohibited by or is being held contrary to any restrictions imposed by the Chief of Police under subsection (2) of this section.”

Well-known social media videographer Shaq ‘Model Cop’ Bassue-Benjamin did a live coverage spanning 1 hour 49 minutes and 52 seconds. 

Just a little over an hour into the footage- after placards were “confiscated by police”- he was heard saying to viewers “As you can see there is no protest.”

He talked about the police’s statement sent out the day before which he opined “led persons to come here.”

“A document was circulated by police that persons were planning a protest today, and I guess that document would have sparked persons coming here to Independence Square looking for that protest. Well, persons have been here a while and there has been no protest. Persons started to gather I guess after they read the document from police  so persons are just here looking for that protest …so perhaps the police did themselves an injustice by issuing that document.”

“Everybody by dey self”, was a shouted response heard from a female while a senior ranking police officer was seen speaking to an individual.

Gun Violence Victim Had Dreams Of Helping Young People

BASSETERRE, St. Kitts (Friday 30th July 2021)–Akeem ‘Chalawa’ Parris, 29, one of the two young men who recently lost their lives through gun violence, had dreams of building a resource centre to help at-risk youths.
 
So says a credible source who recalls the passionate tone of voice he had when conversing about such a future goal project.
 
“He was hoping to get a piece of land to build that type of resource centre,” it was expressed.
 
Police are investigating a double fatal shooting incident that occurred in the Newtown area on Tuesday 27th July 2021 sometime after 8:00 PM which they responded to.
 
According to a press release from the Police Public Relations Department, upon arrival, the motionless body of 36-year old Kyle Cleveland Williams was found lying on George Street in the vicinity of Carty Alley.

 Police say preliminary investigations so far have revealed that Williams and Parris, both residents of Carty Alley, were sitting at the junction of George Street and Carty Alley when armed masked assailants approached and fired several gunshots in their direction.

 Both men were struck several times about the body.
 
Williams died at the scene and Parris was transported to the JNF General Hospital where he succumbed to his injuries.
 
The scene was processed by personnel from the Forensic Services Unit and several items of evidential value were taken into custody.
 
Persons with information regarding this matter are urged to contact the Violent Crime Unit by dialling 467-1887, 467-1888, 662-3468, their nearest Police Station or the Crime Hotline at 707 where information can be given anonymously. 
 
Investigations into the matter are ongoing.

1840 HMP: Teenager, Others To Get More Charges While In Jail

BASSETERRE, St. Kitts (Friday 30th July 2021)-A teenager is among two other inmates of Her Majesty’s Prison (HMP) who have been captured following an escape incident that took place on Saturday 24th July 2021 for which charges are to be laid against them in this police matter.

Information reaching this media house indicates that the prison break is believed to have happened sometime before 8:00 AM.

The three escapees were 24-year-old Lashon Hendrickson of Ponds Pasture, 19-year-old Jonothan Rawlins of Newtown and 26-year-old Estevan Lawrence of St. Peter’s; all of whom are on remand at Her Majesty’s Prison where they are awaiting trial.
 
An HMP press release dated 25th July said the men “were quickly caught by Prison and Police Officers and are back in custody at Her Majesty’s Prison (HMP).”
 
It was further stated that through a joint operation, Hendrickson was captured by Police Officers in the vicinity of Hart Street shortly after escaping. Rawlins and Lawrence were both captured by Prison Officers on the grounds of the former Basseterre High School.
 
It was also highlighted in the HMP media statement that: “While several measures have been implemented to improve security at the Prison, which was constructed in 1840, its management team will conduct an assessment to determine what additional steps can be taken to prevent further occurrences.”
