The Ministry of Tourism, ably-led by the Honourable Marsha Henderson, the St. Kitts Tourism Authority (SKTA) and other stakeholders in the tourism industry all came in for high praise from Prime Minister the Honourable Dr. Terrance Drew, as St. Kitts and Nevis welcomed the inaugural call of the Seabourn Venture to its shores on Monday, October 10.
The SKTA hosted a plaque exchange ceremony at the Carambola Beach Club where the Seabourn Venture is docked. There, Prime Minister Dr. Drew brought greetings on behalf of Minister Henderson who is currently representing the Federation at the Florida Caribbean Cruise Association (FCCA) Conference with the Heads of Government and cruise executives.

“I must commend the honourable minister and her team for the tremendous job they have done thus far. I am proud of the work the ministry has conducted over the past months and I look forward to the new tourism season,” said the prime minister.
Prime Minister Dr. Drew also commented on the strong partnership between St. Kitts as a tourism destination and the Seabourn Cruise Line.
“I am also aware that after our lockdowns due to COVID-19 and we began courting the cruise lines to return, Seabourn was the first line to visit the destination back in July 2021. I want to express my sincere gratitude to the line and to commit our continued support of the partnership we have developed over the years.”

The prime minister indicated that the inaugural call of the Seabourn Venture marked the eighth ship from that line to visit St. Kitts. Dr. Drew said, “This to me is remarkable and shows confidence in our people to deliver at a very high standard.”
Prime Minister Dr. Drew also used the occasion to record his thanks and appreciation to the stakeholders of the tourism industry for their resilience over the past two years.
“Today we can look towards the future with hope and anticipation for better days. I want to also thank everyone who played a role in the return of the cruise sector for the 2022-2023 Season and encourage us to work together to offer our visitors a rich authentic Kittitian experience,” said Dr. Drew.
With the removal of all COVID-19 protocols and the gradual return of traveler confidence, the Government of St. Kitts and Nevis is optimistic that the 2022-2023 Season will be fruitful.
St. Kitts and Nevis’ Postal Service joined the global community in celebrating “World Post Day” on October 09, 2022, and has organized a month of activities to commemorate the establishment of the Universal Postal Union
Some local activities to commemorate World Post Day 2022, includes a customer appreciation day on Monday, October 10, a presentation by Ms. Marlah Hobson of the Medical Air Services Association on October 12 and a Health Screening on October 14.
During his Address on October 09, the Honourable Konris Maynard, Minister of Posts in the Federation of St. Kitts and Nevis, explained the motivation behind World Post Day. He said “It is to bring awareness of the post in the everyday lives of people and businesses, as well as its contribution to social and economic development.
Minister Maynard reflected on this year’s World Post Day theme, “Post for the Planet,” noting that it is significant.
“It has been evident for years that climate change is real. We only have to view the international news to see the effects of climate change on countries around the world, whether it is historic flooding, severe droughts, more frequent and intense storms and hurricanes and frequent wildfires,” said the Honourable Minister.
He also recognized St. Kitts and Nevis’ Postal Service saying that “as a global player in the delivery of goods and services, it has an important role to play in reducing our carbon footprint and making our planet greener.”
Minister Maynard said that the Post Office will engage relevant stakeholders to better serve the public.
“The Post Office will further engage the Ministry of Energy and the Ministry of Sustainable Development to continue other energy-saving initiatives in keeping with our Country’s goal to go green,” he said. “The Post Office will also partner with the Ministry of Information, Communication and Technology in the digital transformation of its services to minimize paper use and increase the efficiency of the services the post office delivers.”
Secretary-General of the United Nations, Antonio Guterres in celebrating the day on (October 09) said “On World Post Day, we celebrate the critical contributions of postal workers in connecting people around the world with essential services that improve their daily lives and boost the development of their communities.”
Minister of Foreign Affairs et al, the Right Honourable Dr. Denzil Douglas participated in a meeting of Caribbean Community (CARICOM) Heads of Delegations and the Minister of Foreign Affairs of Peru, His Excellency (H.E.) Cesar Rodrigo Landa Arroyo, on Friday October 07, 2022, during the margins of the 52nd General Assembly of the Organization of American States (OAS) which was held in Lima, Peru.
Foreign Minister Douglas thanked H.E. Landa for organizing the meeting, noting it was a very important opportunity for engagement. He personally expressed his thanks and appreciation to H.E. Landa and the Government of Peru, for responding to the call from the OAS to contribute financially to the electoral observer mission that provided effective monitoring of the August 05, 2022, General Election in St. Kitts and Nevis.
Dr. Douglas also reiterated that as was mentioned in his National Statement delivered to the 52nd General Assembly on October 06, 2022, St. Kitts and Nevis is particularly interested in Multilingualism, as part of its national development agenda and would, therefore, be keen to explore opportunities to promote the achievement of this goal, whether through the broader framework of CARICOM or bilaterally. Foreign Minister Douglas also shared that St. Kitts and Nevis was very much interested in capitalizing on the opportunity to have diplomats trained in Peru. He called upon the Government of Peru to use its good offices and its membership in CAF (The Development Bank of Latin America), to assist CARICOM countries with gaining better access to financing for development.
Minister Douglas also praised the outstanding Peruvian cultural performances he witnessed at the Welcome reception, noting that they reminded him of the Carnival Folkloric groups in St. Kitts and Nevis and the Caribbean’s rich African heritage. He highlighted that cultural exchanges can be another avenue that can be explored to foster deeper relationships with the CARICOM and Peru.
His Excellency Landa thanked the Heads of Delegations for visiting his country and shared that CARICOM has been a key inspiration of integration. He expressed his government’s interest in strengthening the relationship with CARICOM and Peru, and CARICOM and the Andean Community, to confront and overcome the shared challenges of these countries. CARICOM is the oldest surviving integration movement in the developing world.
H.E. Landa said that Peru will be shortly pursuing a CARICOM Cooperation Agreement to benefit Member States. He added that Peru will be willing to provide opportunities for CARICOM citizens to pursue tertiary studies and Spanish language training in Peruvian universities and diplomatic training at the Diplomatic Academy of Peru.
The Republic of China (Taiwan) which was the first country to establish diplomatic relations with the Federation of St. Kitts and Nevis in 1983, a few days after the latter attained its independence, will be celebrating the 111th anniversary of its independence on Monday, October 10 (Double Ten Day).
In commemoration of this milestone, the Embassy in St. Kitts and Nevis, led by the Resident Ambassador to the Federation of St. Kitts and Nevis, His Excellency Michael Lin, organised and held the Taiwan National Day Health Walk on Saturday, October 8 which attracted among others, Prime Minister of St. Kitts and Nevis, the Hon Dr Terrance Drew, and Premier of Nevis, the Hon Mark Brantley.
“Thank you for joining us today to celebrate our 111th National Day of the Republic of China,” said Ambassador Lin at the Frigate Bay lawns where participants assembled at the end of the health walk. “One hundred eleven years ago, our forefathers sacrificed their lives and their families to establish the Republic of China.”

In attendance were national leaders of four political parties, the Hon Dr Terrance Drew of the St. Kitts Nevis Labour Party, the Hon Mark Brantley of the Concerned Citizens Movement, Dr the Hon Timothy Harris of the Peoples Labour Party, and the Hon Shawn Richards of the People’s Action Movement. In reference to the different party colours, Ambassador Lin in welcoming them noted: “We are united in same colour to celebrate our national day.”
“In St. Kitts and Nevis we established our diplomatic relationship in 1983, exactly to the day tomorrow (October 9), in 1983,” recalled Ambassador Lin. “(Prime Minister) Dr Kennedy Simmonds signed a joint agreement with my Premier at that time (Hon Sun Yun-suan) to establish the official relations between our two countries. This year we celebrate the 39th anniversary of your independence, as well as our relations.”
Ambassador, His Excellency Michael Lin, promised that next year when the Federation of St. Kitts and Nevis celebrates its 40th Independence Anniversary, it will be a very big event for St. Kitts and Nevis, as well as for Taiwan.
“My prayer for next year is to invite our Honour Guard to come back to visit St. Kitts and Nevis again for your Independence Parade – that is my prayer,” said Ambassador Lin. “Also next year we will have a reception, either at the St. Kitts Marriott Resort or the Royal St. Kitts Hotel. If you do not like to walk too often, next year we will have a reception.”
The Taiwan National Day Health Walk, which was coordinated by Mr Damien I-Ching Liu, Third Secretary at the Embassy of the Republic of China (Taiwan) in St. Kitts and Nevis, took the participants from the Independence Square, on to Pond Road, Frigate Bay Road, Southwell Highway, and the Gulf View Drive before branching off to the Frigate Bay lawns.
Enthusiastic walk participants had assembled at the Independence Square as early as 6:00 a.m. and among the first to arrive were Ambassador Lin, and Prime Minister Dr Drew. Also coming early was the Premier of Nevis, the Hon Mark Brantley, who jokingly told fellow walk participants that he had walked from Nevis.
Others who took part in the health walk included Federal Minister of Tourism et al, Hon Marsha Henderson, Federal Minister of Environment, Climate Action, and Constituency Empowerment, Senator the Hon Dr Joyelle Clarke, Nevis Deputy Premier the Hon Alexis Jeffers, Permanent Secretaries Dr Delores Stapleton-Harris (Health), Ms Sharon Rattan (Environment et al), and Ms Naeemah Hazelle (Office of the Prime Minister), and Special Adviser to the Premier of Nevis, Ms Latoya Jones.
Also joining them was a mascot depicting Prince Nezha (a protection deity in Chinese folk religion) who walked all the way to the Frigate Bay lawns where he stole the show and became the centre of attraction as walk participants posed for pictures with him.
A healthy breakfast was served to all the walk participants, and buses were later provided to ferry them to Basseterre city centre where most would have left their vehicles.

On the 9th October 2022, the St. Kitts and Nevis Postal Service joins in celebrating ‘World Post Day” globally. The day is celebrated to mark the anniversary of the Universal Postal Union (U.P.U) formation in 1874. The purpose of World Post Day is to bring awareness of the post in the everyday lives of people and businesses, as well as its contribution to social and economic development.
The theme for this year’s World Post Day is “Post For Planet”. It is evident for years that climate change is real. We only have to view the international news to see the effects of climate change on countries around the world, whether it is historic flooding, severe droughts, more frequent and intense storms and hurricanes and frequent wildfires. These cannot be ignored. Even in our very own St. Kitts and Nevis, we have been experiencing significant periods of droughts over the past several years. In fact, rainfall in our Federation has decreased by about 20% just in the last decade.
The St. Kitts and Nevis Postal Service, as a global player in the delivery of goods and services, has an important role to play in reducing our carbon footprint and making our planet greener. Several years ago, the General Post Office and Sub-Post Offices replaced their lighting to more efficient LED Bulbs to be more energy conscious. The Post Office will further engage the Ministry of Energy and the Ministry of Sustainable Development to continue other energy saving initiatives in keeping with our Countries goal to go green. The Post Office will also partner with the Ministry of Information, Communication and Technology in the digital transformation of our services to minimize paper use and increase efficiency of the services we deliver. Of course, there is much more that can be done and will be done to reduce our carbon footprint, such as the use of electric vehicles and the like.
We cannot do it alone though, but are committed in the collective effort that is required of everyone to reduce climate change with climate action. Our very survival depends on all of us respecting the Planet we live on and being good stewards of the environment.
In conclusion, I would like to thank all the Staff at the St. Kitts and Nevis Postal Service for their hard work and dedication to the Postal Sector, and our stakeholders who have been our support throughout the years.
The Ministry of Justice and Legal Affairs continues to implement innovative strategies to improve the delivery of justice in the Federation of St Kitts and Nevis. A number of cases ranging from illegal possession of firearm, attempted murder, murder, sexual offence, indecent assault, unlawful carnal knowledge and provocation manslaughter have been brought to closure during the recently concluded criminal assizes. Decisions of some of those cases are listed below:
The Crown v. Denny Harris & Kareem Jeffers – indictment 9/21 before Mr Justice Iain Morley KC. Denny Harris of George St., Newtown and Kareem Jeffers of Pond’s Pasture were both sentenced on pleas of guilty to 7.5 years imprisonment for possession each of a loaded firearm.
Indictment 19/21 before Mr Justice Iain Morley KC. Concerning a sexual offence case, the jury returned a verdict of ‘not guilty’, meaning the defendant will remain anonymous.
The Crown v. Michael Liddie– indictment 6/22 before Mr Justice Iain Morley KC. Michael Liddie, age 36 of St. John St, Newtown, pleaded guilty to indecent assault on 24th May 2019 and was sentenced to 5 years imprisonment.
The Crown v. Evanson Mitcham – indictment 25/18 based on 35/01 before Mr Justice Iain Morley KC. Evanson Mitcham was resentenced to 40 years imprisonment for murder in 2001 for which he had been sentenced to death in 2022 and again in 2004.
The Crown v. T’sean Hendricks, Jerod Stapelton & Elister Thomas – indictment 17/21 before Mr Justice Iain Morley KC. Reminding the jury the burden of proof is on the Crown to make them sure of guilt, and warning as required of caution when dealing with accomplice evidence, the jury returned verdicts on all three of not guilty.
The Crown v. Raheem Crossley – indictment 68/12 before the late Mr Justice Errol Thomas. The Office of the Director of Public Prosecution chose to discontinue proceedings against Raheem Crossley after the primary witness refused to cooperate further, being unreachable. Mr Crossley was discharged as a result.
The Crown v. Michel Nicholas – Indictment 4/22 before Mr Justice Iain Morley KC. Michel Nicholas was convicted of manslaughter by reason of diminished responsibility in circumstances where the Crown no longer sought a murder conviction. He will be sentenced in October 2022, after further reports on his mental health are gathered.
The Crown v. Orvis Pogson – Indictment 11/21. Orvis ‘Java’ was convicted after trial by jury of two murders in Keys, namely of his girlfriend Naomi ‘Hopie’ Finch aged 19, and her sister Jimmyliah ‘Sunshine’ Finch aged 20.
The Crown v. Alston Greene – Indictment 8/21. Alston ‘Mad’ Greene was sentenced to 11 years imprisonment. Time on remand since 16/05/18 will count, including in the New Horizon Rehabilitation Centre.
Indictment 02/22 before Mr Justice Iain Morley KC. Concerning an allegation for indecent assault, the prosecution discontinued proceedings, meaning the defendant shall remain anonymous as not convicted.
The Ministry of Justice and Legal Affairs intends to publish the conclusion of more cases over time as they are intended to sensitize the general public on the functioning of the courts. It is a constitutional right for every person to receive a fair trial by law.
Under the Chairmanship of the Prime Minister of St. Kitts and Nevis, the Honourable Dr. Terrance Drew, the Cabinet of Ministers met on Monday, October 03, 2022, to discuss significant matters of national interest and made several significant decisions to improve the well-being of the people.
The following are the decisions taken:
Approval has been granted for a proposed community engagement and parent outreach process to engender support for the merger of the Estridge Primary and Edgar T. Morris Primary schools in the 2022-2023 academic year, effective January 2023.
Additionally, the approval has also been given for the site evaluation of the Estridge Primary physical plant as a possible new site for the transfer of the Cotton Thomas Comprehensive School including the drawings, costing and the required repairs and upgrades to the physical plant of the Cotton Thomas Comprehensive School to facilitate its use by the Dr. William Connor Primary School after its transfer to the new site.
The Cabinet approved the Teacher Education Award which is given to the student of the Division of Teacher Education of the Clarence Fitzroy Bryant College with the best overall result.
The criteria for the winner of the award are as follows:
The individual must be a citizen of St. Kitts and Nevis, they must be registered full time at the Division of Teacher Education and have successfully completed all programme requirements accredited by the University of the West Indies, School of Education.
Thirdly, approval has also been granted by the Cabinet for the amendment of the St. Kitts Investment Promotion Agency (SKIPA) Act in section 2, by replacing the definition of the expression “Minister”, with “Minister” means “The Minister responsible for Economic Development and/or Investment”.
In like manner, approval was given to make the necessary amendment to the Small Business Development Act, in section 2 by replacing the definition of the expression “Minister” with “Minister” means the Minister responsible for Small Business and/or Entrepreneurship.
Finally, the Cabinet has approved the date for the Annual 25 Most Remarkable Teens ceremony. The date has been set for Thursday 17th November 2022. For the past two (2) years the event has been hosted at the Rivers of Living Water Christian Center at Lime Kiln, due to the inadequate spacing at the National Parliament. However, a venue for the 2022 edition has not been chosen yet. Further details will be forthcoming.
The Police are investigating the death of a 3-year-old boy who was fatally wounded during a dog attack in Gingerland.
The Police received a report sometime after 2 p.m. on Wednesday, October 05, 2022, that a dog had attacked a child. Investigations so far have revealed that the child was at home with family members at the time of the incident. He made his way to the back of the house where several dogs are kept chained next to dog houses. One of the dogs attacked the child causing serious injuries to several parts of his body. He was later discovered by a family member and transported to the Alexandra Hospital where he was pronounced dead.
Personnel from the Forensic Department visited and processed the scene and collected items of evidential value. The dog, identified as a half-breed pitbull, was destroyed by the Police.
An autopsy was performed on the body of the 3-year-old on October 06, 2022, by Resident Pathologist, Dr. Adrian Nuñez. Dr. Nuñez concluded that death was as a result of severe injuries to the face and neck as a result of a dog attack.
The Police are urging persons with information about this incident to contact the Charlestown Police Station by dialling 469-5391, the nearest Police Station or the Crime Hotline at 707. Investigations into the matter are ongoing.
The following is a health advisory from the Ministry of Health in the Nevis Island Administration (NIA) concerning Hand Foot Mouth Disease.
The Ministry of Health and Gender Affairs, Nevis has been informed of a few reported cases of Hand-Foot-Mouth Disease (HFMD). There is no need for panic or alarm. There is no need to go to the Emergency Room.
HFMD is a common and benign disease caused by a virus that is spread by fecal-contaminated hands, coughing, sneezing, saliva and fluid from blisters or scabs and contaminated objects and surfaces. The last outbreak was in 2017.
In healthy children (and adults), HFMD is highly unlikely to cause serious illness or death. Blisters may appear on the roof of the mouth, on the palm of hands, and on the soles of the feet. They can show up on the buttocks, legs, and arms. Mouth sores may develop, often on the tongue and on the sides of the mouth, which can form blisters and become painful. These signs and symptoms usually disappear in about 7 to 10 days.
Affected children should remain away from school for at least 7 to 10 days after the onset of the symptoms.
Spread is restricted by good handwashing with soap and water and by covering the nose and mouth when coughing or sneezing.
Affected Early Childhood Centers and schools do not need to close down. Rather strict attention should be given to disinfecting surfaces and objects and effective handwashing after handling pampers or other undergarments. The Ministry of Health and Gender Affairs is available to respond to questions and provide assistance where necessary through its Public Health Departments
The Saint Kitts and Nevis Bureau of Standards (SKNBS) is now home to a new Metrology Laboratory that will serve the business community by offering enhanced measurement and calibration services.
The laboratory upgrades were commissioned during a ceremony on September 26th hosted at the Bureau. Speaking at the event, Permanent Secretary in the Ministry of International Trade, Industry and Commerce and Consumer Affairs, Mrs. Jasemine Weekes said, “it is extremely encouraging to see that the Federation is very close to featuring one of the region’s best and well-equipped labs with the highest level of experience and expertise.”
Mrs. Weekes added that the government was excited to open market access for the business community, such as agro-processors, and has recognised that standards compliance is very important for local producers seeking to penetrate global markets.
“This initiative is indeed a timely occasion, as the Government seeks to develop and expand opportunities within the agriculture sector which is at the forefront of the country’s diversification efforts. There is the commitment by the Government to re-energise this sector and stand with the region in advancing the CARICOM Agri-food Systems Agenda, to achieve the 25 by 2025 vision on the reduction of the food import bill by 25% by 2025. It is evident therefore that we are charting the right course,” she stated.

The laboratory enhancements were part of the “Strengthening of the Regional Quality Infrastructure in Barbados, Dominica, and Saint Kitts and Nevis” Project. The two-year initiative is financed by the European Union (EU) and managed by the Caribbean Development Bank (CDB) under the Economic Partnership Agreement (EPA) and CARICOM Single Market and Economy (CSME) Standby Facility for Capacity Building. The CARICOM Regional Organisation for Standards and Quality (CROSQ) serves as the implementing agency for the Project.
In Saint Kitts and Nevis, Project outcomes have led to the procurement of equipment and training of specialists in the metrology laboratory, as well as aided in the development of a National Quality Policy for the Federation. Director of CDB’s Projects Department, Mr. Daniel Best echoed Mrs. Weekes’ sentiments about the gains made by the project for local producers. The pandemic, he stated, had underscored the importance of manufacturing for the region as a key driver for competitiveness and job creation.
“Today marks a major victory for national quality infrastructure (NQI) as a mechanism for effective trade facilitation in Saint Kitts and Nevis and other CARIFORUM Member States. The laboratory upgrades we have completed help to chart a clear pathway to improved compliance with quality standards that will lead to greater opportunities, particularly in the manufacturing sector… Through these investments and capacity building, local manufacturers gain access to accurate testing services that certify their products to meet export criteria regionally and internationally,” Mr. Best pointed out.
CROSQ’s CEO, Mr. Deryck Omar agreed, underscoring the role quality has been playing in preparing the region’s producing sectors for greater opportunities.
“A lot has been happening to bring partnerships of value to better integrate us as a Caribbean in trade and cooperation, and today’s lab commissioning to further strengthen our quality infrastructure, will go a long way towards continuing this journey to greater advancement for the region,” said Mr. Omar.
Project Manager for the Delegation of the European Union to Barbados, the Eastern Caribbean States, the OECS and CARICOM/CARIFORUM, Mr. Sheldon Jackman noted the contribution of the initiative to boosting regional economies and trade.
“Just to underscore the significance of today’s event, a well-functioning Quality Infrastructure will open doors for producers in CARIFORUM countries to the regional and international markets, and particularly the huge EU market of above 500 million consumers, helping the regional producers raise the standard of their goods and services, and thereby enhancing their competitiveness,” he stated, further expressing the EU’s commitment to maintaining such collaborative partnerships as has been brought about under the project.
CARIFORUM’s Deputy Programme Manager, Mrs. Yvanette Baron-George thanked all the partners involved for their commitment to funding and implementing the initiative. She hailed the project as CARIFORUM, one-step closer towards development of a harmonised Regional Quality Infrastructure. The upgrading of the metrology laboratory allows for an easier marrying of policy, as the Federation also now has a National Quality Policy, with the scientific measurement infrastructure which can now more greatly respond to the demands of agriculture and manufacturing sectors in such a way that complements national development objectives.
