At the WTO General Council on 15th October 2020, the OECS Permanent Delegation, speaking on behalf of the CARICOM group, challenged the “unilateral, arbitrary, and nontransparent blacklisting strategy employed by some WTO Member States.” Head of Mission Stephen Fevrier stated that CARICOM Member States possess “a limited policy toolbox, and do not benefit from the support of strong central banks able to issue and monetize debt at unprecedented levels.” The delegation called for effective consultations with states before blacklisting, reconsideration of the rigid methodology used, transparency in the methodology, and scope for open discussion before blacklisting. CARICOM Member States reaffirmed their interest in a strong, fair, rule-based international system.
