Ministry of Health Embarks on a Groundbreaking Public Health Evaluation and Strengthening Exercise

Basseterre, St. Kitts and Nevis, November 15, 2023 [Ministry of Health] – The Ministry of Health, in partnership with the Pan American Health Organization (PAHO), has initiated a comprehensive evaluation and strengthening of the essential public health functions in St. Kitts and Nevis. This groundbreaking exercise aims to assess and enhance the capacity of the national health authority in delivering superior health services and respond effectively to health emergencies.

Chief Medical Officer, Dr. Hazel Laws, stated, “This exercise is a detailed examination of the 11 essential public health functions as outlined by PAHO. We are using a scientifically proven methodology to evaluate our institutional capacity and understand where we stand in carrying out these functions. Our goal is to ensure equitable access to health services and provide high-quality healthcare to our people, enabling them to lead healthy and productive lives.”

The evaluation process utilizes an advanced software system that identifies gaps and challenges within the current health framework. This data-driven approach will allow health teams and stakeholders to focus on these areas, ensuring a comprehensive understanding of the system’s needs.
 
Furthermore, as part of this initiative, an action plan or roadmap will be developed. This plan will serve as a national strategic health plan for the next five years, guiding efforts to address public health challenges and enhance health service delivery.

Echoing the importance of this initiative, Ms. Anneke Wilson, PAHO Country Specialist for St. Kitts and Nevis added, “Our objective is to leverage the findings from today’s assessment to develop policies, programs, and plans that will fortify our health system. By identifying and addressing gaps, we aim to lay the groundwork for a strategic health plan that will elevate our approach to public health, moving us closer to universal health coverage and ensuring health for all.”
 
The two-day workshop, which concluded on Thursday, November 15, marks the beginning of a series of sessions aimed at reinforcing the health system. The outcomes of these sessions will play a pivotal role in shaping the national strategic plan for health in St. Kitts and Nevis, fostering a collaborative and comprehensive approach to public health.

The Ministry of Health is committed to this path of continuous improvement and is optimistic about the positive impact this exercise will have on the health and well-being of the citizens of St. Kitts and Nevis.

MINISTRY OF ENERGY FACILITATES EDUCATIONAL WALKTHROUGH WITH STUDENTS AT THE ECCB HEADQUARTERS

Basseterre, St. Kitts, November 16, 2023 (SKNIS): The Ministry of Energy, in collaboration with the Ministry of Education and the Eastern Caribbean Central Bank (ECCB), held a successful walkthrough with high school students from throughout St. Kitts and Nevis on November 14.
 
Director of the Energy Unit, Dr. Bertil Browne stated in an interview on November 15 that “We carried the high school students from both St. Kitts and Nevis to get a look and understanding of the solar farms at the ECCB.”

He also stated that the high school students found the walkthrough to be beneficial to them and were impressed with their engagement.
 
 “In my opinion, the walkthrough was beneficial because it made students, most of which were science students, become solar aware and those students are future workers, and some of them would use this as an inspiration to go into the renewable energy field of the energy field.”
 
Project Specialist at the ECCB, Wayne Myers, was the person responsible for educating the students on the photovoltaic panels used at the ECCB.
 
“The St. Kitts Electricity Company (SKELEC) at this point in time uses fossil fuels to generate electricity in the Needs Must Power Plant and essentially what we are trying to do at ECCB is trying to reduce our energy consumption of electricity from SKELEC,” Mr. Myers said.

He added that “At this point in time, we have reduced our consumption of electricity by 80% by using a combination of renewable energy and investing in renewable energy products.”
 
Mr. Myers also explained in detail to the students the ways in which the renewable energy products work and completed the tour at the ECCB by giving the students a walkthrough of the campus.

St. Kitts and Nevis opens the 42nd UNESCO General Conference in Paris as the first speaker

Paris, France, 10th November 2023: The Federation of St. Kitts and Nevis enjoyed the rare privilege of opening the debates at the biennial UNESCO General Conference, held in Paris this week.   St. Kitts and Nevis made an impactful plea to UN Member States to put education at the heart of their government’s plans to transform their economies and promote peace in an increasingly unstable international context.

As the first senior minister to deliver the country’s national statement, the Hon. Geoffrey Hanley, Deputy Prime Minister and Minister for Education took the floor to address more than 160 other ministers to reaffirm the importance of education in forging the future of St. Kitts and Nevis.  He asserted that the quest for quality education, at all levels of society, transcends the country’s economic, social and financial strategy to transform itself into a sustainable island state: “Our aim is to transform our small island state economy, relying on a dedicated qualified, skilled and knowledgeable workforce”.

Minister Hanley paid tribute to UNESCO for supporting the St. Kitts and Nevis Government in modernizing and scaling up its education policy framework, and beyond, with leading-edge expertise.  This covers policies in professionalizing the teaching force, strengthening the national qualifications accreditation system, introducing education for sustainable development into the national curriculum, boosting anti-doping in sport credentials and identifying eligible heritage sites for nomination to the World Heritage List.

Deputy Prime Minister, Geoffrey Hanley in applauding UNESCO’s expertise over the many years stated, “We also strive to attain certain, very specific, Sustainable Development Goals, relating to quality education, urgent action to combat climate change and its impacts, clean water and sanitation, and conserving life on land, especially, stemming biodiversity loss.

He commended the robustness of UNESCO’s Small Island Developing States Rolling Operational Strategy for 2022-2029 and that SIDS had been elevated to priority group status allocated by UNESCO.  But he urged a more targeted approach to the detailed programmatic orientations of UNESCO’s engagement with this vulnerable constituency in the following areas: stated that “The focus needs a rigorous focus on the vulnerabilities facing SIDS in climate change adaptation, quality education and water challenges.

The minister was accompanied at the General Conference by Ms Dorothy Warner, Secretary General, St. Kitts-Nevis National Commission to UNESCO, and Dr. David P. Doyle, Ambassador-Permanent Delegate of St. Kitts-Nevis to UNESCO.

Minister Hanley seized the occasion of his attendance at the UNESCO General Conference to meet senior officials within the UNESCO Secretariat to discuss tangible progress on 8 separate UNESCO-driven and funded projects, notably with Assistant Directors-General Stefania Giannini (Education), Lidia ArthurBrito, (Natural Sciences), Ernesto Ottone R (Culture), and Gabriela Ramos (Social and Human Sciences).

He was invited to deliver three additional speeches at side events during the UNESCO General Conference, in particular, at the 60th Anniversary Symposium – International Institute for Educational Planning, where he addressed the audience alongside another Minister of Education, Justin Davis Valenti, from The Seychelles.  Minister Hanley was also among the 50 education ministers who addressed a session dedicated session to Education for Peace.

The final speaking engagement involved Minister Hanley as the only Minister to speak at the Earth Network Initiative ceremony, held to showcase St. Kitts and Nevis’ as a best-practice case in implementing this initiative at the St. Mary’s Biosphere Reserve.  Backed by funding from the Italian Government, the initiative constituted, according to Minister Hanley, a game-changing capacity-building project which was guided by a leading ecologist and biodiversity expert.

Minister Hanley noted that: “The overall aim is to embrace better use of tropical forests, enhance the cultivation of new fruits, combat soil erosion and explore introducing seed varieties more tolerant to heat and drought”.

In summing up his week-long attendance at the UNESCO General Conference, Deputy Prime Minister Hanley stated: “I was most encouraged and impressed with the breadth and scope of UNESCO’s invaluable work in St. Kitts and Nevis.  The Organisation’s interventions and expertise cover some relevant areas in contributing to the Government’s Sustainable Island State Agenda.”

Ambassador Doyle noted, “The week provided commendable opportunities for St. Kitts and Nevis, and the Deputy Prime Minister, to highlight the Federation’s substantial achievements in cooperation with UNESCO.  Despite our limited resources in St. Kitts and Nevis, the various interactions with Ministers and UNESCO experts have demonstrated that the invaluable expertise deployed has contributed to our pursuing the Sustainable Development Goals

National Commission Secretary-General, Dorothy Warner, was equally pleased with the outcomes, noting that:” We have evolved from strength to strength in the past few years in identifying relevant expertise from UNESCO and rigorously applying leading-edge tools and processes to develop new policies”.

The UNESCO General Conference consists of representation at ministerial level from the Member States. It meets every two (2) years and is attended by Member States and Associate Members, together with observers for non-Member States, intergovernmental organizations and non-governmental organizations.   The 42nd session represented the 6th occasion, since 2007, for St. Kitts and Nevis to participate at ministerial level at the UNESCO General Conference.

During the course of the last year, St. Kitts and Nevis has negotiated some eight substantive capacity-building projects with UNESCO, for direct implementation across the Federation.  The projects amounting to nearly $300,000 cover some of the key flagship areas of UNESCO’s technical mandate: cultural heritage, education, water policy and biodiversity.

MINISTRY OF AGRICULTURE COMMITTED TO SEEING THROUGH TO THE END THE CARICOM 25 BY 2025 AGENDA

BASSETERRE, St. Kitts, November 8, 2023 (SKNIS) – Minister with responsibility for Agriculture, the Honourable Samal Duggins has reaffirmed the commitment of his ministry to successfully accomplish CARICOM’s 25 by 2025 initiative, which is an effort to significantly reduce the region’s Food Import Bill.

Minister Duggins gave an update on St. Kitts and Nevis’ progress towards achieving this goal during the Prime Minister’s Press Conference with Cabinet Ministers on Tuesday, November 07.

For St. Kitts and Nevis, the realization of CARICOM’s 25 by 2025 Agenda is predicated on the farmers’ abilities to increase crop production, and in this regard, the Ministry of Agriculture is doing all it can to assist farmers. One area of assistance, as outlined by the minister, comes through the Drought Resilience Irrigation Project [DRIP] programme.

Minister Duggins said, “This project brings assistance to farmers to help and improve the efficiency of water use because as we know water is a scarce resource and it is also one of the more challenging areas for farmers given the prolonged periods of drought as an effect of climate change. So, we thought to be able to grow more food effectively and efficiently we had to address the water challenges. Under that programme, farmers were given water tanks to help harvest and store water over a period of time. They were also given components such as fittings and drip lines that would help to distribute the water more effectively and efficiently to crops which would waste less water. They were also given ground cover so that they could retain the moisture in the soil, which means you have the soil needing less water for the crops to grow—all of which adds to the efficiency of our water use.”

He also cited the groundbreaking for the first-ever Greenhouse Village in the White Gate area as another step towards CARICOM’s 25 by 2025 Agenda.
 
“That Greenhouse Village is set to be the site of an initial layout of fifteen (15) greenhouses. Those fifteen greenhouses will be issued to farmers and those farmers will be able to partake in the growing of crops. We have identified a number of crops that we believe we are well suited and positioned to grow for local demand and also hopefully to export. Those fifteen greenhouses would assist in that,” the agriculture minister said.
 
The Honourable Samal Duggins said at present, the greatest threats to crop production in St. Kitts and Nevis are the invasive green monkeys. To help address this issue, the minister said specialized fencing with protective mechanisms was issued to farmers to help deter feral animals.
 
“All of this was put together as a package so that our production could increase,” said Minister Duggins.

PRIME MINISTER DR DREW GIVES UPDATE ON HOUSING DEVELOPMENTS

Basseterre, St. Kitts, November 09, 2023 (SKNIS): The demolition of the apartment block on West Street, Newtown, is complete, and the land has been cleared of debris in preparation for the construction of a new modern apartment block.

The dwelling at East Street, Newtown, is also set to be demolished next week to be replaced by a modern residential structure for families. The demolition and construction work is part of the government’s strategy to meet the demand for affordable housing, as explained by Prime Minister the Honourable Dr. Terrance Drew.

At his monthly press conference with cabinet ministers on Tuesday, November 07, 2023, the prime minister also updated the public on the housing initiative undertaken by East Coast Housing Development Ltd.

“The model homes under the 2,400 plan have started, and therefore, we will be able to see them by December 2023,” Dr. Drew stated.

The climate-smart model homes are being constructed at Taylor’s East Housing Development and Conaree adjacent to the children’s play area.

ST. KITTS AND NEVIS’ PRIME MINISTER SUPPORTS CXC’S CALL FOR A PARADIGM SHIFT IN THE EDUCATION OF THE REGION’S YOUTH

BASSETERRE, St. Kitts, November 10, 2023 (SKNIS) – The Prime Minister of St. Kitts and Nevis, the Honourable Dr. Terrance Drew delivered the keynote address at the Caribbean Examination Council’s (CXC) 3rd Annual Ministerial Summit on Educational Transformation, where he supported the call for educational transformation across the Caribbean region.
 
The annual summit, held in Barbados, provided a regional platform to explore new possibilities for the transformation of education from colonial methods to a new paradigm where the region’s youth can truly be nurtured to become visionaries and nation builders.
 
Prime Minister Dr. Drew described the summit’s theme, “Reimagining Educational Reform – Towards Transformative Agility,” as apt and one that reflects the true reality of today’s evolving society.
 
“A we dive into the theme of this summit, Reimagining Educational Reform – Towards Transformative Agility, we recognize the profound significance of the moment. In a world that is evolving at an unprecedented pace, our education system must undergo a metamorphosis to equip our students with the skills, knowledge and adaptability required to excel in a dynamic and ever-changing landscape,” said Dr. Drew.
 
He added, “This theme resonates deeply with the pressing needs of our region where educational reform is not just a necessity, it is an imperative. Today, we embark on the journey towards a brighter and more agile future where education is a cornerstone of our transformation. Together we shall pave the way for a new era of excellence, innovation and boundless possibilities.”
 
The staging of the 3rd Annual Ministerial Summit came as CXC® marks Fifty (50) years of substantial contributions to the region.
 
Prime Minister Dr. Drew paid homage to the regional education institution, noting that its contributions to the educational landscape are boundless.
 
“We see a remarkable journey of progress and diversification. The knowledge and skills imparted through CXC’s programmes have empowered countless individuals to reach their full potential, contributing to the growth and prosperity of our region,” said Dr. Drew.
 
The 3rd Annual Ministerial Summit on Educational Transformation also featured roundtable discussions with education policymakers and other high-level speakers from across the region. These included the Chairman of CXC Professor Sir Hilary Beckles and other CXC officials, as well as Ministers of Education from across the region.

PRIME MINISTER DR. DREW SAYS FIRE AND RESCUE DEPARTMENT UNDERGOING RESTRUCTURING

BASSETERRE, St. Kitts, November 14, 2023 (SKNIS) –In his most recent press conference on November 7, 2023, Prime Minister and Minister of National Security Hon. Dr. Terrance Drew said that the Department of St. Kitts and Nevis Fire and Rescue Services (SKNFRS) is undergoing restructuring in a number of key areas including human resource development and an audit to determine the necessary equipment the department needs.  

“With respect to the situation with the fire tenders, as you know, we are going through the process of restructuring the fire department,” he said. “The federal government is responsible for this, so what we have done thus far, we have appointed a number of firefighters—I think it is around 15 of them so that they can bring order and structuring, which is a very, very vital aspect of the ministry…so that is one of the things we have done as far as the human resource development is concerned.”

The Prime Minister also said that untrained officers at the department are to undergo training.

“When we got there, we realized that the Fire Department to some extent was in disarray because you had people there who were being called firefighters and who had not done any training,” Dr. Drew said. “We met trained firefighters there who couldn’t get appointed because of politics and then we met people who were being promoted above those who were more qualified than them as firefighters.”

He also said that an inventory is being done at the SKNFRS to assess what equipment is needed.

“The other thing we are doing is an inventory of what we will need, for example, one of the major things coming as a capital project is to deal with the equipment we have at fire, so that is before us,” Prime Minister Dr. Drew said.

FRIGATE BAY ROAD SHOOTING UNDER POLICE INVESTIGATION

The Police are investigating a shooting incident that claimed the life of eighteen (18)-year-old Malik Hughes of Fort Thomas Road, McKnight, St. Kitts. The incident occurred between 9:30PM and 10PM on November 15th, 2023, along the Frigate Bay Road in St. Kitts. Upon arrival at the scene, Mr. Hughes was observed laying on the ground with  multiple gunshot wounds to the body. He was pronounced deceased at the scene.

The Crime Scene Unit of the Royal St. Christopher and Nevis Police Force (RSCNPF) processed the scene and took into custody some items of evidential value. An investigation into the matter is ongoing and the general public will be kept appropriately abreast of its developments.

Anyone with information concerning this and/or any other criminal matter is encouraged to contact the nearest Police station, or call the Crime Stoppers’ Hotline, 707. The RSCNPF expresses sincere condolences to all who have been negatively impacted by this incident.

STUDENT DELEGATION TRAVELS TO WASHINGTON DC FOR 42ND MOAS GENERAL ASSEMBLY FOR HIGH SCHOOLS

teachers from St. Kitts traveled to Washington DC on Monday November 13 to participate in the
42 nd Model OAS Competition for High Schools (MOAS). The MOAS General Assembly will be
conducted under the theme Digital Transformation for Sustainable Development in the
Americas: Empowering the youth to be a catalyst of change from Wednesday November 14 to
Friday November 17 at the Organization of American States (OAS) Headquarters in Washington
DC.

The country of discussional focus for the Kittitian delegates will be Brazil. The students have
been assigned to various committees where they are expected to present a general statement and
a policy paper on various current issues that are impacting Brazil.
