FEDERAL PARLIAMENT PASSES KEY LEGISLATION TO FORTIFY ST. KITTS AND NEVIS’ GOOD GOVERNANCE AGENDA

Basseterre, St. Kitts, November 20, 2023 (SKNIS):  In a significant move to bolster its transformative good governance agenda, the Federal Parliament of St. Kitts and Nevis successfully passed two crucial pieces of legislation: the Whistleblowers Protection Bill, 2023, and the Unauthorized Disclosure of Official Information Bill, 2023.

According to Attorney-General (AG) and Minister of Justice and Legal Affairs, the Honourable Garth Wilkin, both Bills, which underwent their first readings on May 25th, 2023, mark the fourth and fifth legislative steps taken by the government in its commitment to enhance transparency and accountability within its operations.

“Today, Madame Speaker, I am pleased to lead the debate of the fourth and fifth pillars of this administration’s good governance transformation…,” said AG Wilkin. “I want our people to remember that after today, with the grace of safe passage, the lawmakers on this side of the aisle have brought to the people five fundamental and interlinking legislative pillars to sustain the new good governance institutional infrastructure of St. Kitts and Nevis.”

The attorney-general highlighted the significance of the recent legislative advancements.

“Five laws that will serve as the blood source of permanent institutional bodies birthed to stand the test of time, outlasts the frailties of human nature and protect us from the corrupt, greedy men and women of this world so that we can truly achieve the sustainable island state that our people deserve,” said the attorney-general.

AG Wilkin added that “the complexities of public office bring you closer to God. It is not an easy task trying to be all things to all people, but being close to God is a good thing and symbolism is important in every religion.”

In February 2023, the Federal Parliament of St. Kitts and Nevis successfully passed three significant pieces of legislation. The laws – the Anti-Corruption Bill, 2023, the Integrity in Public Life (Amendment) Bill, 2023, and the Freedom of Information (Amendment) Bill, 2023 aim to reinforce the Federation’s commitment to good governance and form a crucial part of the administration’s transformative good governance agenda.

THRUST TOWARDS ACHIEVING CARICOM’S 25 BY 25 AGENDA IN THE FISHERIES SECTOR TO BE AMPLIFIED DURING FISHERIES WEEK 2023

BASSETERRE, St. Kitts, November 18, 2023 (SKNIS) – From Saturday, November 18 to Saturday, November 25, the Ministry of Agriculture, Fisheries, Marine Resources and Cooperatives will be hosting a week of activities in observance of World Fisheries Day 2023.

World Fisheries Day is celebrated globally on November 21 annually.

The activities organized during the week of celebration in St. Kitts and Nevis will seek to amply the ministry’s mission to achieve CARICOM’s 25 by 2025 Agenda of significantly reducing the region’s food import bill to 25 percent by the year 2025.

Minister of Fisheries, the Honourable Samal Duggins, in his national address for World Fisheries Day, stated that the fisheries sector plays a critical role in attaining CARICOM’s ambitious goal.

He said, “In today’s rapidly evolving fisheries sector, the call for sustainable and professional practices has never been clearer. The 25 by 25 target emphasizes the crucial need to ensure that 25% of St. Kitts and Nevis imports are reduced, as our homegrown or sourced fish stocks are harvested sustainably by the year 2025. This ambitious goal is driving conversations and actions within the industry, pushing professionals to cast a net of innovative strategies and responsible approaches.”

As the ministry works towards this goal, Minister Duggins stressed the need for effective communication between all relevant stakeholders.

The minister said, “As stakeholders work towards meeting the 25 by 2025 target, we should ensure that whether it’s articulating sustainable fishing practices, advocating for policy changes, or engaging with the wider public, the impact of effective communication reverberates across the entire fisheries landscape. We collectively have a goal; to meet our 25 by 25 target.”

He added, “By articulating our shared vision of a thriving and sustainable fisheries sector, we expect to inspire others to join the cause, amplifying the momentum towards achieving the 25 by 25 target. The 25 by 25 target presents a clarion call for the fisheries sector to embrace sustainable and professional practices. As citizens of St. Kitts and Nevis and stakeholders navigating the World Fisheries Week under the theme, “Casting The Net”, we can propel the sector, and meet our 25 by 25 target.”

Activities planned for the week include a fishing tournament at the Old Road Fisheries Complex, a staff professional development retreat, talks in schools and beach cleanups.

MINISTER’S YOUTH FORUM ENLIGHTENS ON THE VISION FOR A SUSTAINABLE ST KITTS AND NEVIS

Basseterre, St. Kitts, November 17, 2023 (SKNIS): The development of sustainable cities, expanding opportunities for creatives in Nevis, increasing agricultural production and reducing the food import bill, transforming the education curriculum and adapting to climate change were among the areas discussed at the annual Minister’s Youth Forum held at the CUNA Caribbean
Conference Centre on Friday, November 17, 2023.

Minister of State responsible for Youth Empowerment, the Honourable Isalean Phillip, hosted some 55 young people at the interactive session, which featured presentations on the Sustainable Development Goals (SDGs) and the plans to transform St. Kitts and Nevis into a Sustainable Island State (SIS). The SDG segment was presented by Cosbert Woods, United Nations Country Coordinator for St. Kitts and Nevis, while Honourable Phillip expounded on the Sustainable Island State (SIS) Agenda and engaged in a lively Question and Answer segment.

Hon. Isalean Phillip

“I’m always pleased to hear just how informed or already abreast of the issues when it comes to climate and environmental change our young people are aware,” Minister of State Phillip stated. “They asked some real serious and very hard questions. They also made some very valuable contributions and suggestions as to how we can actually achieve our SIS agenda and so it is really nice to be able to have our young people onboard, which is really the objective for me as the minister [of state] responsible for youth, to make sure that youth voices are not actually heard but are also included.”

Representatives in attendance included students from the Verchild’s High School, Gingerland and Charlestown Secondary Schools, Nevis Sixth Form and Nevis International. Also present were officials from the Nevis Department of Youth, CARICOM Youth Ambassador Corps, St. Kitts National Youth Parliament Association, Project Discovery, Ade’s Place to name a few.

Deorian Esdaille, a 4th Form student of the Verchild’s High School noted that the forum was “very good” as it provided critical information about the future prospects and challenges facing St. Kitts and Nevis, and the world. He indicated that the segment on agriculture and food security made an impact.

“We need to eat healthy so that we do not get Cancer or so,” he stated, citing the need to have fresh, locally grown produce.

Mika O’brien represented the Shekinah Dance Theatre in Nevis at the Minister’s Youth Forum. This was her second consecutive year at the event and she welcomed the more targeted approach by the Department of Youth Empowerment to engage stakeholders, particularly those residing in Nevis.

“Compared to the bigger forums, it was (more) interactive and I think that is the most important thing because then you would get feedback from both young adults and adults and then the Youth Department, they will know how to go forward in terms of assisting the youths in their development,” she stated.

Minister of State Phillip said that the concerns expressed by the young people at the Minister’s Youth Forum and the Minister’s Youth Caravan which saw her making stops to dialogue with students from Washington Archibald, Basseterre, Cayon, Saddlers High Schools as well as the Charles E. Mills Secondary School on November 14, 15, and 16, were noted and action plans formulated to address the suggestions and concerns.
