Tropical Shipping (St. Kitts) Awards Committed Students With Scholarships

Basseterre, St. Kitts, Thursday, September 26, 2024: Ten (10) students in St. Kitts were awarded the Tropical Shipping 2024 Monetary Scholarship during a ceremony held on Wednesday, September 25. 

Ms. Cornella Daniel, Sales Representative, Tropical Shipping, St. Kitts, expressed words of encouragement to the scholarship recipients.  

“This moment is testament to hard work, dedication, and perseverance throughout your primary school years. As you transition to secondary school, you will undoubtedly face challenges that far surpass those you’ve previously encountered. However, if you stay committed, remain dedicated, and approach each day with the same drive and determination, those challenges will become milestones in your success stories.”

Ms. Carol Boddie, Education Officer, shared brief remarks on behalf of the Chief Education Officer, Mr. Francil Morris.

St. Kitts And Nevis Delivers CARICOM Statement At The United Nation Addressing Sea Level Rise

Manhattan, New York, September 25, 2024 (SKNIS): The Right Honourable Dr. Denzil Douglas, Senior Minister and Minister of Foreign Affairs, Economic Development, International Trade, Investments, and Industry and Commerce of Saint Kitts and Nevis, delivered a statement on behalf of the Caribbean Community (CARICOM) at the High-Level Plenary Meeting on Addressing the Existential Threats Posed by Sea Level Rise at the United Nations on Wednesday, September 25, 2024.

Representing CARICOM and aligning with the positions of the Alliance of Small Island Developing States (AOSIS), Dr. Douglas stressed the critical nature of the ongoing climate crisis and its tangible impact on small island nations.

“The urgency of this situation cannot be overstated. Rising sea levels are not a distant threat but one that is upon us. Immediate action is imperative since the climate crisis and the impacts of sea level rise are not isolated but intricately interwoven,” he stated, underscoring the devastating potential if global temperatures exceed 1.5°C.

Dr. Douglas highlighted the vulnerability of Caribbean nations to extreme weather events compounded by rising sea levels. He cited the example of Hurricane Beryl, which brought catastrophic flooding to the region, resulting in loss of life and widespread displacement.

“Evidence of this devastating effect has already been felt in the Caribbean,” Dr. Douglas explained, emphasising that sea-level rise is exacerbating the impacts of natural disasters and threatening long-term development in the region.

Senior Minister Dr. Douglas called for continued international collaboration, especially in terms of financing climate action. He stressed the importance of initiatives like the Loss and Damage Fund and the recently adopted Multidimensional Vulnerability Index (MVI), which measures vulnerability to climate change.

“The top priority of the agenda remains ensuring the delivery of climate finance to fund adaptation and mitigation initiatives. This is a key solution to address the impacts of sea level rise and the climate crisis as a whole,” he said.

The CARICOM statement delivered by Dr. Douglas was a call for urgent global action, focusing on both the immediate needs of Caribbean nations and the long-term solutions required to address the climate crisis effectively.

Rehabilitation Work on St. Peter’s Main Road and F.T. Williams Highway East Progressing Apace

Basseterre, St. Kitts, September 25, 2024 (SKNIS): Construction crews are working apace in St. Peter’s to construct a two-lane roundabout with four access points, as the St. Peter’s Main Road Rehabilitation – F. T. Williams East Project picks up pace.

The project will see the resurfacing of the 3.86-kilometer road from Ogees Ghaut in St. Peter’s to the Roundabout at Golden Rock. To date, the road stretching from the bridge on the FT.. Williams Highway, around the Shadwell roundabout and up to the security gate to the R. L. Bradshaw International Airport has been completely resurfaced. Sidewalks on both sides of the road above Bass Bakery down to Carifesta Village have been installed, while a new retaining wall stretches from the ATM in St. Peter’s to Carifesta Village. New and in some cases upgraded drainage systems have also been installed to ensure adequate water runoff.

Rock and Dirt Construction Limited is the primary contractor. The company’s owner Alexis Hazel, noted that there are three teams deployed at various points. One team is building a reinforced retaining wall on the Eastern side of the road, another is conducting the paving, while the third is working on constructing the roundabout in the area by the Anglican church. The roundabout will feature two lanes with four access points.

“This roundabout will be unique,” he stated, noting that the area has to be expanded significantly to accommodate two traffic lanes and four access points.

“I’m very excited by the progress,” said Hazel, noting that almost a mile of road has been resurfaced in a few days. “I’m happy to see how the project is going and I think we are going to finish this project in record time.”

George Gilbert, Director of the Public Works Department, indicated that the pace of the project is very important and his department will be meeting weekly with Mr. Hazel and his team to accelerate the $31 million project now in its fourth month.

In the meantime, Mr. Gilbert reiterated advice for persons using the public roads under construction.

“We expect you to exercise caution while using the area. There will be inconveniences and I want to urge you … to leave home early so that you don’t lose any time,” he stated. “In addition to that, the roads are dry at this moment and you have a lot of dust flying. What we are encouraging the contractor to do is to keep wetting the area.”

Mr. Gilbert stated that a careful balance will determine the use of water on the project to ensure that persons with asthma and other conditions are not affected by the excessive dust.

Estimates are for most of the major works to be completed by the second quarter of 2025 barring any unforeseen weather-related setbacks or supply chain issues.

Nevis Public Works Department provides essential equipment, personnel for major road project on St. Kitts

NIA CHARLESTOWN NEVIS (September 24, 2024)- The Ministry of Communications and Works in the Nevis Island Administration (NIA) is collaborating in a significant way with entities in St. Kitts on the Federal Government’s multi-million-dollar St. Peters Road Rehabilitation Project.

The Nevis Public Works Department (NPWD) has partnered with Rock & Dirt Construction Ltd. for the major road project, providing critical equipment and highly skilled personnel to bolster the man-power required to carry out the project in a timely manner.

The NPWD has leased the company a pneumatic tire roller, milling machine, and paver, and provided a team of experienced operators led by NPWD Operations Manage Mr. Danny Williams to assist in their paving operations.

The Honourable Spencer Brand, Minister responsible for Works and Communications in the NIA, said this initiative marks a pivotal moment in regional cooperation and showcases Nevis’ commitment to supporting its sister island in the wake of recent challenges.

“With the impact of Tropical Storm Ernesto largely managed and immediate concerns addressed on Nevis, the department is well-positioned to extend its resources to assist St. Kitts. This strategic decision not only allows the NPWD to contribute meaningfully to regional development but also reflects its readiness to collaborate on projects that enhance the overall infrastructure of the Federation.”

Honourable Brand expressed his enthusiasm for this collaboration, noting that the project will improve road networks and public facilities in St. Kitts, and have a positive impact on local communities, enhancing mobility and access to essential services.

“This partnership underscores the importance of solidarity and cooperation between the islands, particularly during times of need. We are delighted to support Rock & Dirt Limited in this vital project for St. Kitts. Our ability to loan equipment and personnel signifies our commitment to not only maintaining our own infrastructure but also enhancing the overall quality of life for residents across our Federation.

“Together, we are reinforcing the bonds that unite us and building a brighter future for our islands. By working together, we can achieve great things and foster a spirit of unity within our Caribbean community,” he stated.

Premier of Nevis the Honourable Mark Brantley commended the Honourable Brand and the NWPD team for undertaking the critical road works on St. Kitts.

“Kudos to Minister Brand and his very capable team at Public Works. Our government’s investment in people and equipment is now paying dividends, even for St. Kitts.”

The Nevis Public Works Department is scheduled to continue the cooperative effort over the next 4-6 weeks to the successful completion of the project.

The St. Peters Road Rehabilitation Project encompasses infrastructure developments such as the addition of roundabouts, upgrading drainage systems, as well as building sidewalks and new road networks.

MOE Denounces False Claims Regarding St. Kitts’ Non-Payment to CXC

Basseterre: St. Kitts, Monday, September 23, 2024: The Ministry of Education denounces all false claims that “the Caribbean Examinations Council (CXC) withheld exam results due to non-payment by St. Kitts”.  Furthermore, the Federation of St. Kitts and Nevis has a sterling record of on-time payment of fees and dues to the CXC.   

The Caribbean Examination Council (CXC) officially released the 2024 Caribbean Secondary Examination Certificate (CSEC) and Caribbean Advanced Proficiency Exam (CAPE) results to all territories including the Federation of St. Kitts and Nevis on 20th August 2024. Students within the Federation of St. Kitts and Nevis immediately accessed their electronic preliminary slip (e-Preslip) which is a digital statement of a candidate’s preliminary examination results. The e-Preslip allows for access to higher education or employment as students await their final certificates from CXC. 

The resolution of ungraded subjects is on-going and we crave the public’s patience as we seek to address the matter. As stated in the Minister of Education’s Back to School Address, any concerns in that regard should be emailed to skbexams@moe.edu.kn. 

Cayon High School Returns To Face-To-Face Learning

Basseterre: St. Kitts, Tuesday, September 24, 2024:​ After months of renovations and upgrades to ensure that staff and students are in a safe and comfortable learning environment, Cayon High School has officially resumed face-to-face classes at the school’s campus.

During this morning’s assembly, Permanent Secretary in the Ministry of Education, Mrs. Lisa-Romayne Pistana, welcomed back the students and shared gentle guidelines for their success. “Welcome back to your campus. You know you are here to learn because you want a great

opportunity and a bright future. Our teachers, our principal and deputy principal, and our staff in general, are here to help you to achieve but you have to be ready for it. You have to be respectful, and you have to have an attitude of excellence. So, students, the ball is in your court. You have to make sure that you are the greatest weapon when it comes to your success.” The Principal, Ms. Kayla Morris, conveyed her appreciation.

“We are happy to be back at the home of the Cayon High School Falcons. On behalf of the staff and students of the Cayon High School, we wish to express gratitude to the Ministry of Education for ensuring that we are able to return to an environment that is conducive to learning.”

As Cayon High School transitions back to face-to-face learning, there is a renewed sense of optimism and excitement among students, teachers, and parents.

AG Says Sorry About Tone, Not Passion 

BASSETERRE, St. Kitts (Wednesday, 26th September 2024)-“Many didn’t like my tone. Others liked my tone. Everyone is entitled to their opinions. To those who felt I was rude, threatening, dictatorial, or intimidating in my tone, that was not my intention whatsoever, and to those people, I unreservedly apologize,” 

So said Attorney General Garth Wilkin in a recent Facebook post titled “Reflections on a Day of Public Debate,” issuing a written apology for the tone he used in Parliament on Wednesday, 18th September 2024.

“I can however not apologize for my passion in defending a single mother and her child, who have suffered immensely because of the rampant disregard by many of restraint in publishing scandalous lies about her and blatant threats on her and her son’s life,” he added. 

The public apology came after his parliamentary comments in voicing concerns about widespread threats and defamatory content in relation to his colleague Marsha Henderson and her son, which attracted mixed public debate about the tone used in expressing such. 

“In Parliament on Wednesday this week, I passionately spoke out against the threats and scandalous lies widely published over the past month about my Cabinet and Parliamentary Colleague Hon. Marsha Henderson that objectively put her and her son’s life at risk,” he stated. 

Wilkin further called on citizens, both at home and abroad, to end their participation in the dissemination of harmful content. 

“I asked the people of St. Kitts and Nevis, home and abroad, to end their participation in making and publishing such threatening words and videos which can cause actual physical and emotional harm to people.”

He urged the public to consider the real-life impact of their words. 

“In the past few years, all over the world, look at how many persons in public life have been physically attacked, some fatally, by members of the public, because of hatred fueled by lies widely published on social media. Words can cause actual harm.”

The Attorney General also reminded the public of the existing legal framework, particularly the Electronic Crimes Act, which criminalizes threatening or harassing communications. 

“I then informed the general public about the Electronic Crimes Act, more particularly the unlawful communications section (in force for over a decade), which makes it a criminal offense to either publish or forward information on our phones and on social media which threaten or harass anyone,” he explained. 

Addressing concerns about freedom of speech, Wilkin pointed out that while it remains a protected constitutional right in St. Kitts and Nevis, there are limitations when public safety and individual rights are at stake.

 “Freedom of speech is alive and well in St Kitts and Nevis as a constitutional right. Today is a perfect example. I said this on Wednesday and added that all constitutional rights are subject to public safety and individual rights. Meaning, you cannot just say any and everything about someone, especially if what you say could cause them harm or to feel threatened.”

Wilkin indicated that the Royal St. Christopher and Nevis Police Force (RSCNPF) is actively investigating the rising number of complaints about unlawful online communications. He expressed a desire for the public to be more mindful of their actions. 

“I told the country that we must do better in this great nation. We have two choices – one, find the goodwill within our hearts to stop the practice of creating or forwarding any harassing, threatening or vulgar photos, videos or posts using our phones OR two, the RSCNPF has the power and authority to take action.”

The Attorney General addressed those attempting to use the situation for political purposes. 

“To those who are using this public debate for political gain, shame on you.”

He also reaffirmed his dedication to criminal justice reform and his deep commitment to addressing the nation’s crime crisis. “If you think that I have no passion for my role in criminal justice reform and fixing this crime crisis we have, look at my work product. It speaks for itself. Every life lost to violence is one too many. Every single one.”

Wilkin shared a personal reflection on the tragedy of violence, citing the brutal killings of three young children earlier this year in the Federation. 

“Three young children were brutally killed this year in our country. As a father of two young children, each one hurt me deeply and ignited my passion to prevent any more horrendous tragedies like these, which is manifested in the playing of my role in curtailing violence and crime from a policy perspective. Hours and hours of my work have been put into this passion.”

Acknowledging the mixed responses to his remarks, the Attorney General noted that some were offended by his tone, while others supported his stance against online harassment. He stated: “To those who are happy someone spoke out against this horrendous societal norm of online bullying and online threats, I have your back.”

For those who found his delivery off-putting, Wilkin again apologised, saying, “To anyone otherwise offended by what I said or how I said it, I apologize. I say and do everything for the love of my country. Let’s do and be better, and I will do the same.”

Doctor Urges Men to Get Checked for Testicular Swelling

BASSETERRE, St. Kitts (Wednesday, 26th September 2024)-Local medical practitioner Dr. Natalie Osborne is urging men to take testicular health seriously and not to overlook any unusual swelling or discomfort in the region. 

During a recent appearance on the radio show ‘SKN Today’ hosted by Jamiella McPhail on Freedom FM (106.5) on Wednesday 26th September, Dr. Osborne spoke about testicular swelling, which, while often nonthreatening, can sometimes point to more serious health concerns.

 “There are many reasons for testicular swelling, most of which are benign, such as fluid collection, infection, or dilated blood vessels.”

Additionally, she also noted more concerning causes like testicular torsion, which she called “one of the most feared because it can lead to a loss of the testicle, especially in young males.”

Talking about what testicles are, she said: “These are reproductive male organs that are found inside the sac so you’re under the penis you have two. Typically on each side so they are the male equivalent of the female ovaries. So in the testicle, okay, or in the testes, they produce the sperm that is responsible for meeting up with the female egg to create for fertilization and to create the embryo that leads to a fetus and leads to a baby.”

During the episode, Dr. Osborne explained that testicular torsion occurs when the testicle twists inside the sac, cutting off its blood supply, which can lead to the loss of the testicle if not treated promptly. She advised that young men who experience sudden and intense pain should seek immediate medical attention. 

“If the blood supply is cut off long enough, then that structure dies,” she emphasized, urging prompt surgical intervention in such cases.

McPhail asked about the common causes of swelling, to which Dr. Osborne replied, “Sometimes it could be directly related to an issue there, or it could be associated with something like a hernia.” She went on to explain, “Inguinal hernias are more common in men, and they can cause swelling that extends down into the scrotal sac.”

Dr. Osborne also described other potential causes such as hydrocele, which is when fluid builds up around the testicle, causing it to become larger over time. “Sometimes it may not be painful,” she explained, “but it becomes a nuisance-you feel that dragging sensation, and it continues to grow.”

According to her, in more serious cases, swelling could be a sign of testicular cancer, though Dr. Osborne reassured that this is relatively rare in the local community. 

“Typically, you see a young adult male around age 30 with a lump in one of his testes, and after further studies, it may be diagnosed as testicular cancer,” she said, noting that this condition often requires the removal of the affected testicle.

Dr. Osborne highlighted the importance of early detection and regular checkups. 

“Anytime symptoms persist-burning while urinating, swelling that doesn’t go away after two or three days-there’s no harm in getting it checked out,” she advised. “If it’s something minor, you can be at peace, but if it’s serious, early treatment is always best.”

She also encouraged men to maintain a healthy lifestyle, pointing out that sexual protection, cotton clothing, proper medication and overall well-being can help prevent many of the conditions linked to testicular swelling.

Dr. Osborne is advising men to take their testicular health seriously, particularly when experiencing any unusual symptoms.

Premier Brantley Comments On AG’s Social Media Speech

BASSETERRE, St. Kitts (Thursday, 26th September 2024)-Premier Mark Brantley, has weighed in on recent comments made by Attorney General Garth Wilkin in Parliament indicating that language aside, he agrees with the principle of the matter spoken about. 

 “The comments as I understand them, and I regret now that I was not in the parliament at the time to hear them myself. I was in parliament that day, but I had a commitment prior to the AG speaking. I have since seen some clips of what the AG would have said, and it is not for me to defend the Honourable Attorney General Garth Wilkin. He’s a learned man and he ought to know what language he should employ in making the arguments that he seeks to make. What I will say, however, is that his language aside- and it was flamboyant-, some may argue it was perhaps extreme, but the language aside, the principle that the Attorney General spoke to is one that I agree with. We have these devices called cell phones and sometimes I feel that we need to have some classes to educate our people about them.” 

Premier Brantley, a trained attorney, was quizzed about the publicly debatable matter at his monthly press conference on Thursday 26th September 2024.

According to him: “If I was there, I would have reached across the island, pulled his jacket and told him…’Take it easy, don’t be so flamboyant’ but as I said he has his own style and he would have been presenting but I think that there are some mischievous people out there who are trying to say that it’s an attack on freedom of speech it’s not attack on freedom of speech but our people need to understand that the freedom of speech doesn’t mean that it’s freedom if all speech was free we would have the law of defamation.

He expressed concern over the dangerous role social media plays in spreading false or inflammatory information in an already tense environment where security and personal safety are at risk. 

“We cannot be putting things out there that can potentially put people at risk,” he added, pointing out that these messages could lead to real-life consequences, particularly given the current climate of gun violence.

He further noted the general misuse of technology, particularly social media, by individuals to spread harmful and misleading content. “We use these instruments and many of us find creative ways to use them to make mischief,” Premier Brantley commented. He warned about the malicious use of platforms such as Facebook, Instagram, Twitter (now X), TikTok, and WhatsApp to spread “absolute rubbish” without any sense of responsibility or accountability.

Reflecting on the broader societal implications, Premier Brantley underscored the potential for this behavior to create confusion and distrust among the public. “We get to a point where sometimes people don’t know what is true and what is false. They don’t know who to believe,” he stated, lamenting how social media is being weaponized for the most “malicious purposes.”

Touching on the dangers of misinformation, he referred to the Attorney General’s assertion that sharing harmful content is not just irresponsible but illegal. 

“I believe what the Attorney General was trying to say is that those things are actually illegal. I wonder if people understand that they commit a crime when they forward these types of things.

Premier Brantley called for a societal shift toward responsible communication, especially on digital platforms, warning of the destructive consequences of unchecked social media use. 

“We are not using social media to uplift each other, to share ideas, to have a conversation that is meaningful. We are using it to destroy, to encourage retaliation against some people,” Premier Brantley emphasized. 

He cautioned that circulation of harmful content could lead to violence and urged the public to be more thoughtful about their online behavior.

“As I said, his language was perhaps flamboyant, but he was trying to draw the line because all of us saw and heard the various voice notes and comments that were being sent out, and in an environment that is already difficult in terms of security and personal safety, we cannot be putting things out there that can potentially put people at risk. We don’t know who is hearing this and who might be influenced by what they hear to say in an environment where gun violence is prevalent and where guns seem to be easily accessible to some that they will take it upon themselves to put harm to somebody. And we’re passing these things around like how you pass around candy at Christmas…”

Prime Minister Dr. Drew to Address the United Nations General Assembly on Friday, September 27, 2024

BASSETERRE, St. Kitts, September 26, 2024 (SKNIS) – Prime Minister of Saint Kitts and Nevis, the Honourable Dr. Terrance Drew, is scheduled to address the international community during the General Debate of the 79th Session of the United Nations General Assembly (UNGA) on Friday, September 27, 2024.

The General Assembly is the main deliberative policymaking and representative organ of the United Nations. The theme guiding this year’s General Debate is, “Leaving No One Behind: Acting Together for the Advancement of Peace, Sustainable Development and Human Dignity for Present and Future Generations.”

As the sixth scheduled speaker in the afternoon session on Friday, Prime Minister Dr. Drew is expected to deliver his National Statement to the General Debate at approximately 4:25pm.

The Honourable Prime Minister’s UNGA address will be carried live on ZIZ TV (Channel 5) and ZIZ Radio (95.9, 96.1, 96.3 or 96.9 FM), as well as on the Facebook and Youtube pages of the St. Kitts and Nevis Information Services (SKNIS), the PMO Youtube page and via UN Web TV.
